BACKGROUND: During the March 22, 2004 Joint Meeting with the Town of Hillsborough, the creation of a task force to develop guidelines for the Urban Transition Area was discussed, The Orange County Planning Department, in conjunction with the Town of Hillsborough, is in the process of establishing such a task force to determine the areas appropriate and feasible for public water and sewer service in conjunction with the Orange County Comprehensive Plan Land Use Element Update, Orange County and the Town of Hillsborough participated in the development and approval of the Water and Sewer Management Planning and Boundary Agreement that defines responsibility and Primary Service Areas (PSA) far different areas of the County, There are areas in the Town of Hillsborough PSA that extend greatly beyond the Town's extraterritorial jurisdiction (ETJ) and are under Orange County's planning jurisdiction. To ensure the land use and zoning density appropriateness of a future development, it is paramount to determine the feasibility of public water and sewer services which permit a higher intensity development pattern, This task force would evaluate land use and related issues as it pertains to growth potential within the urban influence of the Town of Hillsborough. The task force may be comprised of the following: • One BOGG member and one alternate • One Town of Hillsborough Board of Commissioners' member and one alternate One Orange County Planning Board member from the Hillsborough area (Craufurd D, Goodwin is the Hillsborough Township representative) One Town of Hillsborough Planning Board member Staff support, including the following: 1. Orange County Planning Department -Carla Thames and Eddie Kirk, and County Engineer Paul Thames, as needed 2, Town of Hillsborough -Margaret Hauth, Planning Director, and Kenny Keel, Engineer The timeline for the proposed task force is generally estimated to include the following meetings: 1. Staff introduction of situation and past research. Discussion of Mission Statement, Receive information and requests from the task force, 2, Report on new requests from task force and staff suggestions, 3, Incorporate all relevant information and draft recommendation in draft document, 4. Make final recommendation. The Board of County Commissioners is asked to consider appointment of two members of the BOCC and one Planning Board member to this group. FINANCIAL IMPACT: None RECOMMENDATION(S): The Administration recommends approval of the resolution creating a .Joint Orange County/Town of Hillsborough Urban Transition Area Task Force and appointing two County Commissioners and one Planning Board member to serve on the Task Force, ORANGE COUNTY BOARD OF COUNTY COMMISSIONERS Resolution Authorizing the Creation of a Joint Orange County/Town of Hillsborough Urban Transition Area Task Force and Appointment of Members to Serve on the Task Force WHEREAS, Orange County participated in the development and approval of the Water and Sewer Management Planning and Boundary Agreement that defines responsibility for Primary Service Areas (PSA) for different areas of the County; and WHEREAS, there exists a need to identify areas around the Town of Hillsborough that can be serviced with water and sewer in accordance with Transition Areas identified in the Land Use Element of the Orange County Comprehensive Plan; and WHEREAS, during the March 22, 2004 Joint Meeting with the Town of Hillsborough, the creation of a task force to create guidelines far the Urban Transition Area was discussed; and WHEREAS, the creation of the Task Force and appointment of members to same is within the purview of the Orange County Board of Commissioners and respectively within the purview of the Town of Hillsborough; and WHEREAS, it is in the best interest of the residents of Orange County and the Town of Hillsborough to create a Task Force; NOW THEREFORE BE IT RESOLVED THAT THE Orange County Board of Commissioners, by approval of this resolution, does authorize the creation of a Joint Orange County/Town of Hillsborough Urban Transition Area Task Force and the appointments of one County Commissioner and alternate and one Planning Board member from the Hillsborough Area. BOCC Member BOCG Alternate Planning Board Member FURTHERMORE, the task force will be charged with recommending growth management guidelines, policies and boundaries for those areas appropriate for public water and sewer service in conjunction with the Orange County Comprehensive Plan Update and report its recommendations to the Board of County Commissioners no later than November 22, 2004, at which time the Task Force shall sunset.
