BACKGROUND: Orange County's Public Safety Communications Center currently relies on a combination of desktop mobile radios and handheld portable radios to provide backup communications during periods of site trunking or loss of console network connection to the zone controller on the VIPER radio system used by the County's public safety agencies. The desktop mobile radios will no longer function after July 1, 2025 due to incompatibility with upcoming required Time-division multiple access (TDMA) upgrades. These resources must also be deployed at individual console positions for use by a a single telecommunicator thus limiting the ability of staff to maintain awareness of events across multiple radio resources. Emergency Services staff reviewed and selected a proposal from Motorola Solutions, Inc. using North Carolina State Term Contract 725G to provide and install eighteen (18) APX8500 Consolette backup radios that will interface with the existing MCC 7500 radio consoles in the Primary PSAP. The new consolette radios will be accessible at all existing radio console positions in the PSAP providing for enhanced situational awareness and responder safety. FINANCIAL IMPACT: The total cost of the required hardware and installation services is $340,003.70. Funds for this project are already allocated in the Communications System Improvements ($132,223.66) and Renewal and Replacement ($207,780.04) projects in the Capital Investment Plan. ALIGNMENT WITH STRATEGIC PLAN: This item supports: • GOAL 2: HEALTHY COMMUNITY 2 OBJECTIVE 5. Invest in, support, train, and retain our community safety, health, and emergency services employees and direct care workforce. OBJECTIVE 6. Provide sustainable, equitable, and high-quality community safety and emergency services to meet the community's evolving needs. The new consolette backup radios will ensure the Public Safety Communications Center maintains a reliable backup system for critical public safety radio communications. RECOMMENDATION(S): The Manager recommends that the Board approve the purchase of the console backup radio equipment, authorize the Chair to sign the contract, and authorize the County Manager to execute any renewals, amendments, extensions and other associated legal documents related to the agreement as necessary. Site Name Major Equipment Orange County Primary Dispatch Four(4)MCG8000 CCGWs Center Eighteen(18)APX Control Stations One 1 Twelve-Channel Combiner The document delineates the general responsibilities between Motorola and Orange County as agreed to by contract. 1.1 MOTOROLA RESPONSIBILITIES Motorola's general responsibilities include the following: • Perform the programming and optimization of the Motorola supplied equipment described above. • Schedule the programming and optimization in agreement with Orange County. • Install all console operator dispatch and related backroom network equipment. • Provide and install all required network and peripheral equipment and cables. • Provide Orange County with the appropriate system interconnect specifications. 1.2 ORANGE COUNTY RESPONSIBILITIES Orange County will assume responsibility for the installation and performance of all equipment and work necessary for completion of this project that is not provided by Motorola. Orange County's general responsibilities include the following: • Provide all buildings, equipment shelters, and towers required for system installation • Insure communications sites meet space, grounding,power, and connectivity requirements for the installation of all equipment. • Obtain all licensing, site access, or permitting required for project implementation. • Obtain frequencies or FCC licenses for project as required. • Provide required system Ethernet interconnections to the P25 Master Site should changes be required. • The Orange County console MCC7500 upgrade will replace portions of the existing backroom console equipment as well as providing eighteen control stations and one twelve channel control station combiner • Provide adequate physical space,HVAC and electrical requirements at all locations for the new equipment. • Orange County will provide a dedicated delivery point, such as a warehouse,for receipt, inventory and storage of equipment prior to delivery to the site(s). • Coordinate the activities for all Orange County vendors or other contractors. All conditions have been listed below for review. Should Motorola's conditions be deemed incorrect or not agreeable to Orange County, a revised proposal with the necessary changes and adjusted costs will be required. Changes to the equipment or scope of the project after contract will require a change order. • Conventional Channel Gateway(CCGW)for the existing MCC7500 Console system backroom electonics at the Primary Dispatch Center will be replaced. The CCGWs interface with control stations and other conventional RF resources used by the console system. • The system will utilize the existing console site network equipment, and controller equipment • Eighteen new APX Consollete RF control stations are provided. • One new twelve channel 800 MHz control station combiner is provided to interface the 800 MHz control stations. Eleven of the control stations will utilize the combiner. The remaining consolettes will utilize dedicated antennas. • No towers, shelters, generators or UPS devices are included in this pricing. • The pricing Quoted is based on the condition that the consolettes provided will be rackmounted or that there will be shelves provided to house them. • The pricing quoted is based on the condition adequate physical space, HVAC and electrical requirements at all locations for the new equipment. Services include installation, optimization, and project management. The system design consists of equipment, software, and licensing required to upgrade the existing Conventional Channel Gateway(CCGW) equipment for the Primary Dispatch Center MCC7500 console positions. The existing console backroom electronics consisting of control and network equipment will be reutilized at the Dispatch Center. Conventional Channel Gateway(CCGW)for the existing MCC7500 Console system backroom electonics at the Primary Dispatch Center will be replaced. The CCGWs interface the console system with RF control stations and other conventional RF resources used by the console system. Eighteen new APX Consollete RF control stations are provided. One new twelve channel 800 MHz control station combiner is provided to interface the 800 MHz control stations. Eleven of the control stations will utilize the combiner. The remaining consolettes will utilize dedicated antennas. 2.1 INTEROPERABILITY AND BACKUP OPERATIONS Motorola Solutions is an active participant in establishing P25 standards for interoperability. The proposed console CCGW and RF control station equipment are key components for the interoperability of the ASTRO 25 system and for backup operations for the console system. When a situation requires coordination between multiple agencies,the proposed dispatcher can patch together Mutual Aid radios and required subscribers on the ASTRO 25 system(see the figure titled"Mutual Aid Components"). Incident conversations are seamless from the moment of the patch initiation and can be recorded like any talkgroup conversation within the Land Mobile Radio(LMR)network. Experienced technical support specialists will be available to consult with Orange County to help diagnose, troubleshoot and resolve infrastructure issues. Service Desk maintenance procedures and incident resolution techniques are based on ISO 9001 and TL 9000 standards. 3.2.2 Network Hardware Repair To restore Orange County's ASTRO 25 network components if they malfunction,Motorola Solutions will repair Motorola Solutions-provided infrastructure equipment. This includes select third-parry infrastructure equipment supplied by Motorola Solutions. Motorola Solutions will ship and return repaired equipment, and will coordinate the repair of third-party solution components. 3.2.3 Network Hardware Repair with Advanced Replacement To restore Orange County's ASTRO 25 network components if they malfunction,Motorola Solutions will repair Motorola Solutions-provided infrastructure equipment. This includes select third-party infrastructure equipment supplied by Motorola Solutions. Motorola Solutions will ship and return repaired equipment, and will coordinate the repair of third-party solution components. To reduce the impact of a malfunction,Motorola Solutions will exchange malfunctioning equipment with Advanced Replacement units or Field Replacement Units(FRU), as available. Replacement components will remain in Orange County's ASTRO 25 network to maintain continued network functionality. If Orange County prefers to maintain their existing FRU inventory rather than using Motorola Solutions' depot inventory,Motorola Solutions can provide"loaner"FRUs during the repair process. 3.2.4 On-site Infrastructure Response Motorola Solutions will provide repair service from trained and qualified technicians. Once dispatched,technicians will travel to Orange County's ASTRO 25 network location to diagnose issues and restore functionality. These technicians will run diagnostics on hardware to identify defective components,and repair or replace them as appropriate. Infrastructure Response times are based on a given issue's impact on overall system function. Any additional travel and expenses shall be subject to a change order and, in accordance with State Contract 725G, reimbursement will be at the out-of-state rates set forth in N.C.G.S. §138-6; as amended from time to time. Travel times and service levels are governed by local geography. Motorola Solutions will provide additional information in the Statement of Work for ASTRO 25 Advanced Services and in the Customer Support Plan agreed between Orange County and Motorola Solutions. 3.2.5 Annual Preventive Maintenance Motorola Solutions will annually test and service network components. Qualified field technicians will perform routine hands-on examination and diagnostics of network equipment to keep them operating according to original manufacturer specifications. 3.2.6 Network Updates The Network Updates service provides public safety radio system release updates on a consistent, budgeted plan. These updates maintain reliable network operations and cybersecurity protection. In addition,Network Updates keeps Orange County's ASTRO 25 network compatible with expansion elements, as well as new products or features. With Network Updates, Orange County's network will remain on a release that qualifies for support services. Motorola Solutions will deliver updates based on a predefined cadence of upgrade windows,with up to one update in each window. The Network Updates service includes the following: • Software Release Updates-Motorola Solutions-certified software that improves network functions over previous releases. This also includes commercial operating system and application software updates. • Hardware Update—When needed to support a software release update,Motorola Solutions provides new hardware that will support the new software update, as well as maintain existing functions and features. • Professional Implementation Services—Motorola Solutions will plan and implement updates at Orange County's site. This includes factory integration,testing, and supply chain management for new software and hardware. 25 October 2024 MCC7500 Console System Use or disclosure of this proposal is subject to the restrictions on the cover page. © Motorola Solutions System Description 3-2 Docusign Envelope ID:5E8BDF61-7622-4D69-B99C-8AA458CF606B 12 With these services, Orange County will have access to the technology, support and planning expertise needed for an effective upgrade. 3.3 MOTOROLA SOLUTIONS SERVICE DELIVERY ECOSYSTEM Advanced Services are delivered through a tailored combination of field service personnel, centralized teams,product repair depots and Customer Hub. These service resources will collaborate to swiftly analyze network issues,accurately diagnose root causes, and efficiently resolve issues to return the network to normal operation. Motorola Solutions services will be delivered by staff experienced in servicing mission-critical networks. Motorola Solutions uses the Information Technology Infrastructure Library(ITIL) framework to define service tasks based on industry-recognized best practices. As staff perform tasks, service incident information will be available to Orange County's administrators and personnel through Customer Hub. Service activities and Motorola Solutions' service team are described in more detail below. 3.3.1 Centralized Managed Support Operations The cornerstone of Motorola Solutions' support process is the Centralized Managed Support Operations(CMSO)organization. This TL 9000/ISO 9001-certified organization is staffed 24x7x365 by experienced service desk specialists, security analysts, and operations managers. The CMSO houses critical central functions, including the Service Desk. The CMSO Service Desk will serve as a single point of contact for services. It processes service requests, service incidents,change requests, and dispatching. The Service Desk communicates necessary information to stakeholders,bridging communications among Orange County,Motorola Solutions, and third-party subcontractors. Service Desk teams record,track and update incidents through the Motorola Solutions Customer Relationship Management(CRM) system. They document and respond to inquiries,requests, concerns and service tickets. When an incident is initiated,the CMSO will engage with teams to resolve that incident. The CMSO will escalate to new teams when needed. Depending on the incident,the CMSO will coordinate incident resolution with local field service and authorized repair depots. 3.3.2 Field Service Motorola Solutions authorized and qualified field service technicians will perform the On-site Infrastructure Response service,repair malfunctioning hardware in the field, and conduct preventive maintenance tasks. These technicians will coordinate with the Service Desk,technical support teams, and product engineering as needed to resolve incidents. 3.3.3 Repair Depot The Motorola Solutions Repair Depot will provide Orange County with a central repair location. This will eliminate the need to send network equipment to multiple vendor locations for repair. Motorola Solutions tracks products sent to the Depot via a case management system throughout the repair process. The CSM will work with Orange County to define service delivery details to address Orange County's specific priorities. 3.3.5 Customer Hub To provide Orange County with quick access to service details,Motorola Solutions will provide our Customer Hub online network information tool. Customer Hub provides our customers with real-time critical network and services information through an easy-to-use graphical interface. Figure 3-1: Customer Hub offers real-time, role-based access to critical network and services information. With Customer Hub, Orange County's administrators will be able to monitor system health and maintenance updates. The Addendum takes precedence over all other conflicting terms and conditions of the Agreement. 1. Confidentiality: As per the terms set out in the North Carolina State Contract 725G. All terms of this agreement and the North Carolina State Contract are subject to North Carolina public records law, as set out in Chapter 132 of the North Carolina General Statutes. 2. Revision to Section 15.1 Governing Law: This Agreement is governed by the laws of North Carolina without regard to the conflict of laws rules,provisions or statutes of any jurisdiction. Motorola and Customer each represent that each party shall comply with all applicable federal, state, and local laws. Provider shall at all times remain in compliance with all applicable local, state, and federal laws,rules, and regulations including but not limited to all state and federal anti-discrimination laws,policies,rules, and regulations and the Orange County Non-Discrimination Policy and Orange County Living Wage Policy(each policy is incorporated herein by reference and may be viewed at http://www.orangecountync.gov/departments/purchasing_division/contracts.php). Any violation of this requirement is a breach of the Agreement and County may terminate this Agreement without further obligation on the part of the County. Non-Appropriation: Provider acknowledges that County is a governmental entity, and the validity of this Agreement is based upon the availability of public funding under the authority of its statutory mandate. In the event that public funds are unavailable and not appropriated for the performance of County's obligations under this Agreement,the Customer shall immediately notify Motorola of such occurrence and this Agreement shall terminate on the last day of the fiscal year for which the appropriation was made without penalty or expense to the Customer of any kind whatsoever, except to the extent Motorola has delivered Equipment or performed Services prior to the last day of the fiscal year for which the appropriation was made, Customer shall be liable for such Equipment or Services.Notwithstanding the above,the County will pay the Provider for all conforming services rendered, and equipment or parts provided,up to the date of termination. 5.
