PROPOSAL FOR BASIC SERVICES
SCALEHOUSE BUILDING ROOF REPAIR DESIGN SERVICES
ORANGE COUNTY SOLID WASTE MANAGEMENT FACILITY
1. The Basic Services of ENGINEER are as follows:
Task 1- Engineering Design
ENGINEER will perform, through its subconsultant REI Engineers (REI), the following
engineering design calculations:
1. Determine design wind loads in accordance with ASCE 7 as required by the current
edition of the State Building Code.
2. Primary and secondary (overflow) drainage for compliance with the current edition of the
State Plumbing Code.
3. Existing and proposed roof system R-Value for compliance with the current edition of the
State Energy Conservation Code.
Task 2 - Technical Drawings and Specifications
ENGINEER will prepare, through its subconsultant REI, comprehensive scaled drawings and
technical specifications for the project.
Task 3 – Project Manual
Owner will provide bidding and contract documents, including the invitation to bid, instructions to
bidders, agreement, general conditions, etc. to the ENGINEER. ENGINEER will incorporate
Owner’s bidding and contract documents and ENGINEER’s technical specifications into a Project
Manual for bidding and construction purposes. ENGINEER will submit a draft Project Manual for
review by the Owner and incorporate review comments as necessary. ENGINEER will provide
the Contract Documents, including complete Project Manual and construction drawings, to the
OWNER for bidding and construction phases of the project.
Task 4 – Bidding Services
During the Bid Phase of the project, ENGINEER will:
1. Conduct the pre-bid conference.
2. Address contractor questions/comments.
3. Prepare addenda, as necessary, to address changes to the Contract Documents and
responses to questions. Addenda or addenda items requested by or necessitated by
changes made by the OWNER may require additional fees.

In preparing the fees for this task, the ENGINEER has assumed that all Contract Documents will
be provided electronically in .pdf to bidders through the County’s website. Print copies of the
Contract Documents will not be provided to bidders by the ENGINEER.
If re-bidding of the project is necessary due to an insufficient number of bidders, a bid irregularity,
or at the desire of the OWNER and through no fault of the ENGINEER, ENGINEER may request
additional compensation for handling the re-bid.
ENGINEER will assist the OWNER in evaluating the bids by preparing bid tabulations, reviewing
the bids for accuracy and completeness, reviewing the required document qualification
information contained in the contract documents, and determining the acceptability of contractors,
suppliers, and substitute equipment.
Within 10 business days of the OWNER providing bid documents to ENGINEER, ENGINEER will
make a recommendation to the OWNER for the best-qualified, responsive, responsible bidder to
award the contract.
If additional work is necessitated by re-evaluation of the bids/bidders or by disqualification of the
low bidder(s), additional fees may be requested.
Task 5 – Construction Administration
ENGINEER, through its subconsultant, will provide the following construction administration
services:
1. Review and accept, as appropriate, shop drawings and submittals as required by the
Contract Documents. Return unacceptable submittals to contractor as required until
compliance with specifications is realized.
2. Hold a pre-construction meeting with the successful contractor to ensure a clear
understanding of the plans and specifications.
3. Certify Contractor's monthly invoicing based on status of work performed as determined
from project site visits.
4. Route any change orders developed to address changes to the contract requirements.
5. Upon notification by the contractor that the job is substantially complete, a substantial
completion inspection will be conducted with REI, Owner, Contractor and Manufacturer
personnel. A punch list will be prepared to list any minor items that require further
treatment.
6. Upon notification by the contractor that the job is fully complete, a final inspection will be
conducted with REI, contractor and Owner personnel. A final inspection report will be
submitted upon verifying completion or if necessary, an additional punch list will be
prepared.
7. Upon completion of work, verify compliance of warranties and forward to Owner with close
out documents and final billing.
Task 6 – Construction Quality Assurance

ENGINEER, through is subconsultant, will provide construction quality assurance as follows:
1. Perform quality assurance to verify work follows the Contract Documents. Photographs
will be taken as deemed necessary for documentation.
2. Prepare and submit reports from each quality assurance site visit relaying information
pertaining to weather, area worked, application methods, material types installed during
the site visit and listing of non-conforming items requiring Contractor's correction.
3. ENGINEER has assumed 40 hours for a senior engineering technician to provide quality
assurance observations.
2. The responsibilities of OWNER are as follows:
1. Review all project deliverables in a timely manner and forward submittals to ENGINEER
as appropriate.
3. The time period for the performance of ENGINEER’s services are as follows:
• Tasks 1, 2, and 3 will be completed within 60 days following authorization.
• Task 4 will be completed based on the bidding and award schedule set forth in the
Contract Documents.
• Task 5 and 6 will be completed based on the Contractor’s schedule.
4. The method of payment for services rendered by ENGINEER shall be set forth as
follows:
Task and Description Fee
Task 1 – Engineering Design $ 1,400
Task 2 – Technical Drawings and Specifications $ 5,400
Task 3 – Project Manual $ 3,600
Task 4 – Bidding Services $ 3,600
Task 5 – Construction Administration $ 6,675
Task 6 – Construction Quality Assurance $ 5,600
TOTAL FEE $26,275
ENGINEER will invoice OWNER monthly on a task-by-task basis based on percent
complete for each task.
5. OWNER has established the following special provision and/or other consideration or
requirements in respect to the Assignment.
None.
