PURPOSE: To consider awarding a bid to Patriot Building Company of Hillsborough, North
Carolina for new construction and renovation at the Richard Whiffed Center to create additional
office space,
BACKGROUND: Pursuant to Board action on November 3, 2003, Orange-Person-Chatham
(OPC) Family Counseling and the Orange County Human Rights and Relations Department will
relocate from the space currently leased at 110 S. Churton Street, Hillsborough. Effective July
1, 2004, the Human Rights and Relations offices will be relocated to County property at 501 W.
Franklin Street, Chapel Hill, and the Family Counseling function will be relocated back to the
Whiffed Building. During the HVAC replacement project, OPC Adult Day Treatment (ADT)
temporarily relocated from the Whiffed Building to two suites at 501 W Franklin Street. As part
of OPC's reorganization, Family Counseling and Adult Day Treatment will merge services into
one department. Orange County plans to renovate the space in Whiffed formerly occupied by
Adult Day Treatment along with an unoccupied adjacent conference room for the merged
department.
The Human Rights and Relations Department will occupy one of the suites currently occupied
by ADT at the Franklin Street location. Minimal change will be required at 501 W Franklin
Street for Human Rights and Relations and will be handled by Public Works,
Upfit of the space at Whiffed for the OPC function will entail subdividing the open spaces in the
existing spaces to create new office space, complete with electrical and HVAC, The Public
Works Director and the Purchasing and Central Services Director have worked extensively with
the Family Counseling and ADT staff to arrive at a suitable floor plan far the efficient operation
of the merged functions (see attached floor plan), From those discussions, plans and
specifications were developed to create the following spaces:
• Eleven (11) new offices
One (1) reception area
One (1) copier/multitask room
One (1) small conference room
In addition, structural issues in a number of locations were revealed during the Whiffed HVAC
project. The subject area previously used as a conference room and now being upfitted for
ADT offices is one of those areas, The bid award recommended addresses the structural work
that will ensure the long term integrity of the newly upfitted space, as well as the Library
workspace on the floor above,
Bids were sent to five prospective bidders as well as advertised on the County website, A pre-
bid conference was attended by two contractors, Two contractors responded to the bid call with
Patriot Building Company of Hillsborough, North Carolina submitting the lowest bid that was
responsive at a total cost of $70,618.
FINANCIAL IMPACT: Total cost of this action, if approved by the Board, would be $70,618 and
is available in the Whiffed Human Services Renovation Capital Project Ordinance approved by
the Board on October 21, 2003.
RECOMMENDATION(S): The Manager recommends that the Board award bid number 1376
to Patriot Building Company of Hillsborough, North Carolina at a total cost of $70,618; and
authorize the Purchasing Director to execute the necessary paperwork
