PURPOSE: To consider awarding an RFP for miscellaneous survey work as required for Solid
Waste Management operations to Summit Consulting Engineers of Hillsborough, North Carolina
for a pericd of three years with the option of extending the agreement an additional three year.
BACKGROUND: Pursuant to State bidding laws, proposals were requested for surveying
services at the Orange County Landfill and also at other remote locations in the County.
Surveying at remote locations may be for solid waste recycling facilities or other facilities as
required for the Solid Waste Management Department to accomplish its mission. Athree-year
term of agreement is proposed. It is anticipated that 80 to 100 hours of surveying services will
be required annually and that about 75 percent of the time will be fieldwork.
Eight proposals were received (see attached list for respondents) on September 15, 2005 and
were evaluated based on the following major areas:

Survey Equipment
Site Familiarity
As the Board is aware, State bidding laws require that surveying services be retained based on
qualifications of the firm rather than cost of service. Since contract cost is negotiated only with
the recommended firm, a list of respondents rather than a bid tabulation is being included with
this abstract.

All firms are generally capable of completing the stated scope of work, After each firm was
considered based on the above-mentioned criteria, Summit Consulting Engineers of
Hillsborough, North Carolina is the firm that is recommended for award,
FINANCIAL IMPACT: Annual cost of this contract is estimated to be less than $10,000 per
year. These funds are appropriated in the Solid Waste Management Department's 2005-2006
operating budget,
RECOMMENDATION(S): The Manager recommends that the Board award the Request for
Proposal for miscellaneous surveying work associated with Landfill operations to Summit
Consulting Engineers of Hillsborough, North Catalina, consistent with its proposal dated
September 15, 2005; and authorize the Manager to sign an agreement reflecting the terms of
the proposah

Scope of Services
The Surveyor shall provide the fallowing services at a minimum:
1, Prepare a record drawing of the existing Construction and Demolition Landfill after it has
been capped,
2. Prepare a topographic drawing of the County property adjacent to the landfill to site the
new Solid Waste Operations Center and any associated surveying associated with the
construction of the new Operations Center.
3, Survey activities related to development of new recycling centers, crew building and
transfer station,
4, Miscellaneous surveying as required for Solid Waste Management Department
operations.
5, Other surveying related to future property acquisitions as required by the Department.
