PURPOSE: To consider approving a lease far additional space adjacent to the existing Central
Orange Senior Center at the Meadowlands, Hillsborough in which to expand the Center.
BACKGROUND: In August 2001, the Board approved afive-year lease for 4,000 square feet
of space at the Meadowlands to be used as the Central Orange Senior Center, The action
contemplated by this abstract seeks approval to lease an additional 2,000 square feet of space
adjacent to the existing Center. This would increase the size of the existing Center by 50%.
The Central Orange Senior Center continues to grow and now attracts an average of 800
seniors per month for classes such as wellness watercolor, piano, tap dance and computer to
name a few. In addition, the Center hosts a variety of special events and speakers for seniors
across the County.
However, the success of the Center has also proven to be a challenge since it is often
overcrowded with participants. Space constraints limit the amount of programming that can be
scheduled at the Central Center, It is also notable the heavy program demands at the Central
Orange Center have caused scheduling conflicts with longstanding programs, such as the
nutrition program. The additional space will allow this program to be carried out at the Central
Orange site five days per week, further incorporating those seniors into the activities held at the
Center. Expanding the programs, and consequently the number of participants who frequent
the Meadowlands site, will help promote a seamless transition to the new, 15,000 square foot
one-stop resource center, due to be built within the next few years.
The additional 2,000 square foot space would be leased under the same terms and conditions
of the existing lease as follows:
• Lease term would be structured to begin on July 1, 2004 and expire on August 31, 2006, in
tandem with the existing lease;
• Rent: $11,85/square fact with Landlord completing upfit of the space;
• Utilities are the responsibility of the County. As a reminder, the Friends of the Central
Orange Senior Center support much of the cost for utilities;
• The County will provide normal maintenance to the interior of the facility; Landlord will be
responsible for all exterior components of the leased premises;
• Parking is included;
• Janitorial services are the responsibility of the County.
FINANCIAL IMPACT: Estimated annual expenditure beginning .luly 1, 2004 in the amount of
$23,700 is incltded in the 2004-05 budget request from the Department on Aging. Including
the existing lease, the annual cost of the Central Orange Senior Center space would be
approximately $72,890,
RECOMMENDATION(S): The Manager recommends that the Board approve a lease far 2,000
square feet of space immediately adjacent to the existing Central Orange Senior Center at the
Meadowlands per the terms and conditions cited herein and subject to review by the Staff and
County Attorney; and authorize the Chair to sign on behalf of the Board.
