The depth and breadth of our expertise and capabilities easily rival that of the industry giants, while our management team is involved and invested in every account to a degree that even in-house security teams often cannot match. More than two decades ago, Sunstates Security Chairman Glenn P. Burrell, CPP, recognized the potential for a security firm that could successfully combine the best of both worlds – “big company” resources and economies of scale plus the committed, individualized approach of a proprietary team. For 18 years, Glenn was engaged within some of the most elite law enforcement agencies in the world, including Scotland Yard and the elite Royalty Protection Unit, where he led protection of the Queen's private estate and her family. He is a long- standing authority on issues from anti-terrorism activities and oil rig and shipping interventions to SWAT team training and force protection. In 1998, Glenn and his wife Kathy moved to the US and formed Sunstates Security. Their vision was to provide discriminating companies with a viable, unique alternative to investing in cost- prohibitive proprietary security or entrusting their programs to firms more focused on boardroom mergers and acquisitions than on front-line security. The company was started with 30 employees, building the company on a solid foundation of Glenn’s international security experience and Kathryn’s business management background. Over the years, Glenn and Kathy carefully hand-picked a core of experienced leaders and career security professionals who now lead the organization, which has experienced exponential growth over the past ten (10) years. Today Sunstates has an operating presence across the country and employs nearly 6,000 world-class security professionals from public and private protection backgrounds, many of whom hold specialized certifications and highly sought -after expertise. Sunstates has grown exponentially but responsibly over the past decade, relying largely on the loyalty and referrals of a strong base of well-served clients who are growing with us. Our client retention rate averages 95% year in year out since Sunstates’ inception. Organic growth means Docusign Envelope ID: 08873B1B-BC4C-44E2-88E7-6F159AB20086 Confidential Prepared for Orange County North Carolina we can focus on advancing our protection technology, skills and strategies while maintaining the core values on which we were founded – values that have translated into service that makes clients choose us time and time again. Docusign Envelope ID: 08873B1B-BC4C-44E2-88E7-6F159AB20086 Confidential Prepared for Orange County North Carolina Training True security professionals don’t stop to deliberate or consult handbooks when confronted with a security issue or threat. They move swiftly, putting into action lessons absorbed through general and site specific training, drills, and preparation. Security officers need proper training and development to internalize what they learn, so that under fire, their automatic, instinctive responses will be right on target. You can depend on Sunstates Security to staff your site with a team that has been trained to this standard. Our Corporate Training Department has designed and implemented a powerful, results-oriented training program that effectively meets the needs of our entry- level security officers on up to senior account executives. Instead of taking a one-size-fits-all approach to training, Sunstates has developed an extensive, steadily expanding library of available courses that we consider to be the building blocks for an effective training program. During the transition process, our Corporate Training Team works with the operations management team and the client to identify the best combination of building blocks – training courses – to train security officers in the specific requirements of the site. In this way, we custom-develop the training curriculum for each site from the ground up. Our Legal & Compliance Department confirms that every Sunstates officer meets the program requirements, which encompass a variety of content as mandated by the state and as mutually agreed upon by the client and Sunstates. As a Sunstates client, you can rest assured that every officer on your team meets a rigorous training standard and is fully prepared for the challenges of the assignment. Pre-assignment training addresses state laws and regulations governing the private security industry and covers essential security fundamentals such as instruction in report writing, communication, deportment, legal issues, emergency response, patrol techniques and more. At the conclusion of the training, applicants are required to pass a written test. On-the-Job Training Each officer receives site specific training administered by the site trainer or Sunstates manager before ever performing a duty alone. The number of hours of training varies from 16-40 dependent on complexity of role and individual client requirements. The basis for site-specific training is the customized, site-specific Standard Operating Procedures (SOP) Manual, created to address all aspects of security officer duties at the specific site. At the conclusion of an officer’s initial training, the site supervisor sits down with the officers to review all points covered in training and to have them confirm their understanding by signing off on the SOPM. At that time the officer is afforded the opportunity to ask for further training in any areas they believe they have not fully comprehended. Once the site supervisor conducts a training review with the officer, and the supervisor is satisfied that the officer has been properly trained, the officer is then assigned to a permanent shift. The business portfolios of Sunstates managers are purposely limited to ensure that they have the time to be a consistent presence at each client site several times each month. Officers and clients receive direct management support on a regular basis and there are continuous opportunities for reciprocal communication to ensure contract compliance and customer satisfaction. This is the basis of our service model and an important differentiator from our competition. The following is a detailed list of management checks / reports, each of which has a corresponding quality assurance balance. What Management Checks Are in Place? ✓ Several Management Site Visits Each and Every Month Every site served by Sunstates is visited several times per month by a member of our management team, according to a management plan custom-designed for the site. Site visits may be performed by multiple levels of management to include site level, local / regional, and executive leadership. While management team members visiting and frequency of visits may vary from month to month, Sunstates is committed to providing multiple management several times per month by managers vested with responsibility and accountability for specific aspects of our process. The regular physical presence of these individuals on site creates a network of mid -level and high-level managers with live, working knowledge of your site, your challenges, your priorities, and your expectations. They each bring a different perspective and unique expertise to the table, with the collective goal of establishing a benchmark at your site for incomparable service. By subjecting each site to the ongoing involvement and scrutiny of an off -site management team, we maximize our capacity to be pro-active with security solutions and innovations, rather than merely reactive. While our site team is focusing on the demands a nd details of daily service, our off-site team is continuously monitoring the operation close-up and from a bird’s eye view, confirming performance as promised while continually re-evaluating and re- assessing our process. Our proactive monthly visits drive our management and continuous quality improvement system while allowing us to accomplish key objectives. Sunstates utilizes a cloud-based integrated payroll, scheduling, and quality assurance platform for creating reports in the field. Managers log in through a customizable smart phone app (eHub) to perform quality assurance checks and officer / site inspections. Our Quality Assurance Program allows Sunstates to manage jobs and connect and manage employees, create, and respond to questions, act based on responses and share results. The quality assurance module is built around "Checkpoints", or question-and-answer lists created to inspect or evaluate job sites and employees to our clients’ satisfaction. The use of the app during the quality assurance process provides a digital record of the review showing a time/date/location confirmation and can include photos of an employee in uniform or something noteworthy at a site location. Deficiencies are created when scores do not meet pre- defined quality standards. Once a Checkpoint is completed, deficiencies can be reviewed and addressed. Sunstates managers then create reports from Checkpoint information to share results or post results, so employees and clients are informed. Sunstates can customize the quality assurance checks to create trackable metrics assuring we are meeting or exceeding our clients’ expectations. eHub Features Workforce Management Provides field-based security managers mobile tools to keep your service delivery engine running. eHub seamlessly connects the field to the back office, ensuring they always have access to the latest information. The goal of these visits is to evaluate and score the operation across a total of more than 30 different metrics in the following areas. • Manuals and documentation • Human resources • Risk management • Professional image • Continuing education modules • Training and education records • Safety compliance Docusign Envelope ID: 08873B1B-BC4C-44E2-88E7-6F159AB20086 Confidential Prepared for Orange County North Carolina • Customer relations As data for each metric is entered, this dynamic electronic form provides live charting and graphing of composite evaluation scores in each overall area. ✓ One or More Face-to-Face Meetings per month between the Local Regional Manager / Director and the Client There is no substitute for personally spending time with our clients on an ongoing basis. Face time creates a comfort level and bond that gives rise to the sense of genuine partnership and unified team spirit we seek. Our Regional Manager or Director comes to client meetings prepared to discuss progress and improvements at the site, with supporting documentation drawn from the monthly Spot Checks or from Site Assist Visits. If in the course of any of our management visits, concerns were identified requiring our client to take action – for instance, if we have noted that a fire extinguisher needs to be refilled – our Regional Manager or Director checks on the status of that action item during the monthly meeting, and continues to re-visit the concern every month until it is resolved. We conduct these ongoing status checks on open action items because we understand there are many demands on your time and attention. We know our performance is a reflection on you. We are serious about providing you with extraordinary support and resources, along with documentation of service levels and improvements that will validate your choice of Sunstates and provide concrete eviden ce of the success of the security program under your management. ✓ One or More Meetings per week between the Site Supervisor (or Site Manager) and the Client Our Site Supervisor or Site Manager touches base with the client face-to-face, or if circumstances demand, by phone, at minimum once per week. In all actuality, at most sites, there is daily contact between the Site Supervisor or Site Manager and the client. But the “once per week” mandate ensures that even if a client is traveling or otherwise not immediately accessible, there is never any disconnect or weakening of the bond between the client and the site team. ✓ Daily Activity Reports (DARs) and Incident Based Reports (IBRs) Every day, site personnel complete Daily Activity Reports (DARs) and Incident Based Reports (IBRs) if called for. These reports are forwarded daily to the local Region office, enabling the Regional team leader to easily keep tabs on the site between management visits and client Docusign Envelope ID: 08873B1B-BC4C-44E2-88E7-6F159AB20086 Confidential Prepared for Orange County North Carolina meetings. Regional personnel carefully review these reports and follow up with the site team immediately on any action items. ✓ Other Reports and Documentation In addition to the QA reports above and the DARs and IBRs described in the preceding check, site personnel maintain and produce a variety of other reports and documentation, such as: • Shift pass down logs • Site inspection logs • Client-specific reports • Special reports such as energy management system reports, surveillance or building system reports • Officer evaluations • Payroll reports • Client contact reports Our managers can rely on the comprehensive documentation maintained for each site to provide an accurate picture of site security activity at any given time. Docusign Envelope ID: 08873B1B-BC4C-44E2-88E7-6F159AB20086 Confidential Prepared for Orange County North Carolina Quality It’s easy to get lost in the details of compliance, but the Sunstates Security quality assurance team keeps us on track, maintaining an unwavering focus on our determination to always put “service first.” The guiding wisdom behind the approach is this: keep it simple. We haven’t bogged our people down in paperwork and minutiae; rather, we have empowered them with tools and processes that support our “service first” imperative. Each of the management checks described in the previous section has a corresponding quality balance, as explained on the following pages. Quality Balances Several Site Inspections Every Month This particular quality balance is unique in that it is also a management check. As explained in the Management section, we dispatch a variety of managers and executives to each site every month. The visiting managers conduct several inspections every month at every site. In any given month, many or all of the individuals below visit every Sunstates site one or more times. • The Site Supervisor or Site Manager; • The Account Manager; • The Regional Director; • The Regional Manager; • The Vice President of Quality Assurance & Training; • The Corporate Training Director; • The Chief Operating Officer; and • The Chief Executive Officer. The sheer quantity of visits, and the variety of managers visiting, builds the quality balance directly into these management checks. If one manager’s inspection calls for corrective action, the next manager’s inspection “proofs” that corrective action has indeed taken place. If one manager visits during a weekday shift, another manager “proofs” performance consistency across shifts by visiting in the evening or on the weekend. Docusign Envelope ID: 08873B1B-BC4C-44E2-88E7-6F159AB20086 Confidential Prepared for Orange County North Carolina You can trust that no detail will go unnoticed or slip through the cracks with up to eight (8) different security experts, including both operations staff and corporate executives, training their combined focus, expertise, and undivided attention on each site every month. One or More Quality Assurance Audits per Year A Sunstates Auditor visits each site at least once per year to perform an official site audit. The Auditor uses the very same QA-1 completed by the Regional Manager or Director in the course of the Quality Assurance Assist Visit. The Auditor scores the site operation on the same metrics evaluated by the Regional Manager, and the electronic form updates the charting and graphing to show the Auditor’s findings side-by-side with those of the Regional Manager or Director. A debrief immediately follows the Quality Assurance Audit, during which the Regional Manager or Director and the Auditor compare notes and work together to understand any discrepancies between their findings. They jointly develop an action item agenda and assign responsibility for correction of any less than perfect score(s). The action item agenda is then rolled into our ongoing quality assurance procedures, to be explained in the next section. One or More Client Surveys Biannually We encourage every client to complete a client survey at least once every six (6) months. Experience has shown us that even though we maintain an exceptional level of management interaction and involvement with our clients, we often learn something new whe n our clients take the time to thoughtfully respond to our written surveys. These surveys provide the quality balance for the following management checks: • Monthly client meetings with the Regional Manager or Director • Weekly client meetings with the Site Supervisor Our management team takes client feedback very seriously and makes a priority of responding to any negative feedback and taking swift action to remedy any service deficiencies. Regional Review of Site Documentation Our regional personnel devote time every day to examining site documentation, including Daily Activity Reports and Incident Based Reports. While the designated site team member signing off on such documentation should note any call for action and respond appropriately, the regional review serves as assurance that appropriate steps have been or are being taken. Docusign Envelope ID: 08873B1B-BC4C-44E2-88E7-6F159AB20086 Confidential Prepared for Orange County North Carolina Ongoing Service Measurement At Sunstates we know that great service is the key to success. To ensure continuity of performance and compliance with client and internal standards, managers utilize a cloud-based platform to perform ongoing quality assurance checks. Through this platform we are able to create and respond to questions, act based on responses, and share results. The quality assurance platform is built around "Checkpoints", or question-and-answer lists created to inspect or evaluate job sites, people or even employee or our clients’ satisfaction. Checkpoints are created in the Quality Assurance Program and can be completed in the cloud - based platform or on a mobile device. Once a Checkpoint is completed, managers can review deficiencies in cloud-based platform and address them. Deficiencies are created when scores do not meet pre-defined quality standards. Sunstates managers then create reports from Checkpoint information in the cloud-based platform in order to share results or post results so employees and clients are informed. Monthly Executive Management Team Meeting Sunstates’ senior leadership gathers every month for a formal meeting that helps keep the company and its partnerships on course. The meeting agenda any given month includes everything from company financials to industry intelligence, but here, we focus exclusively on the elements of the meeting that contribute to our quality-related goals. • Progress on Auditors’ Agenda of Action Items Our company Auditors maintain records of action items identified in the course of their Quality Assurance Audits. At the Steering Committee meeting, the Auditors make inquiries about progress on these action items. Open action items do not drop off the Auditors’ meeting agendas until there has been successful resolution. • Best Practices/ Continuous Quality Process Improvement Subcommittees are formed on a regular basis to research and provide recommendations on practices, programs or adjustments to our current processes that might benefit Sunstates and its clients. Through our Steering Committee meetings and the findings and recommendations of specialized subcommittees, we are continuously cross-developing processes to streamline and improve the service and value we can offer to our clients. The process improvement focus and initiative spans every division of our organization from operations, training and compliance to billing, purchasing, and human resources. Over the years, we have formulated, tested, and refined our transition strategies to create a turnkey system for effectively meeting the many challenges of new site start-ups. The system is flexible, allowing us to customize the details and specifics in a client -centric approach to each site transition. Although the variables change from client to client and site to site, the following elements of the transition process remain constant. • Meetings with Client • Launch of Recruitment Activities • Ordering of Uniforms, Accessories, and Other Equipment • Development of Standard Operating Procedures • Development of Training Guidelines Meetings with Client Immediately upon award of contract, we coordinate with you to schedule a kick-off meeting involving all the key transition players. At this meeting, we aim to accomplish the following: • Assign ownership for various transition tasks • Review the overall objectives for the security program along with the general scope of work and duties to be performed • Establish a master transition timeline, scheduling key transition milestones to meet the target start-up date • Schedule site tours and other activities associated with accurate assessment of site needs and requirements • Collect any existing post orders, standard operating procedures, or client policies for incorporation into the new operating guidelines we will develop for the site • Schedule weekly meetings to apprise you of our progress We use an exclusive Transition Start-Up Guideline to ensure a comprehensive approach and thorough follow-through during this crucial developmental period. Docusign Envelope ID: 08873B1B-BC4C-44E2-88E7-6F159AB20086 Confidential Prepared for Orange County North Carolina Launch of Recruitment Activities Sunstates Security understands that the key to success depends on the selection of a capable, well-motivated work force, and it is essential that your incumbent personnel be treated with fairness, dignity and the respect that they deserve as valued team members. We will do whatever it takes to ensure that your existing staff are handled properly and professionally and given every consideration for continued assignment in service to your properties if you wish to retain them. Following are the general steps in our transition process for screening and onboarding incumbent employees. • Initial Client Consultation. During our initial transition meeting Sunstates will review the current status of existing officers (to include existing pay rates, tenure, level of benefits and strengths/weaknesses) as well solicit feedback regarding any or all team members that the client would like to retain. • Communication Bulletin. Within one week after notification of award and the initial planning meeting, the local Operations Manager will distribute a memo of introduction to all existing personnel inviting them to apply for continued assignment with the client. The manager will deliver the bulletins at the beginning of each shift, allowing him to personally meet the officers and answer any immediate questions they may have. The introduction bulletin will provide background information about our company, conta ct information for the local manager, and direction to begin the online application process. • Open House / Company Introduction Meetings. Sunstates will schedule several introduction sessions to provide information about the company, our hiring standards, and the application process. This will also provide officers with an opportunity to ask questions about employment guidelines, benefits, etc. • Online Application Process. Incumbent officers wishing to apply with Sunstates will be directed to our website to complete an online application and questionnaire through Kwantek. This system allows officers to set up an account and provide information and e-consent for conducting background investigations and scheduling a drug test. • Interview. After online applications have been received, local management will interview each officer to determine their suitability for continued assignment. • Conditional Job Offer. Assuming the background check is approved and the officer meets Sunstates qualification standards, an employment offer will be extended to the officer including a detailed job description, uniform/appearance requirements and compensation / benefits information. This provisional offer is dependent upon the candidate successfully passing their drug screen. Docusign Envelope ID: 08873B1B-BC4C-44E2-88E7-6F159AB20086 Confidential Prepared for Orange County North Carolina • Drug Screen: Officers will take oral swab drug test. Any non-conclusive results will be sent to the lab for review. • Initial Training: Officers will complete all state required training, as well as Sunstates Security Orientation and Safety Training. • Uniform Issuance. Each officer will be fitted for new uniforms which will be ordered and provided to officers prior to the start date. • Officers not Retained. Sunstates’ goal is to help all officers maintain employment. Any officers who are not selected to continue in their role at the existing client will be considered for assignment at another Sunstates Security account if appropriate. Once we have identified open positions and defined the position qualifications and responsibilities, we move swiftly to begin the recruitment process for any open positions at the site. If you wish to retain incumbent officers, we assist and support those officers as they complete our employment applications and schedule their interviews and background screening process. For positions not filled by incumbent personnel, we recruit internally and externally, using proven recruiting sources and strategies as outlined in the Recruitment and Selection section. Ordering of Uniforms, Accessories and Other Equipment Sunstates has the capability to custom-design the look of your officers’ uniforms to meet your needs. Early on in the start-up period, we identify your preferred style, color, type and design of uniform, assisting you in the selection of uniform components that appropriately reflect your culture and the image you want your security officers to project. We provide an unlimited selection of uniform variations from professional blazer or police style to casual polos or military look BDUs. Importantly, we then order sufficient quantities of uniforms to outfit your staff and to provide replacements at the first sign of soiling, wear or tear at no additional cost to you or the officers. Development of Standard Operating Procedures Using expertise born over the course of hundreds of transitions in various industries and settings, our Corporate Training Manager and Operations Manager translate our understanding of the program goals and specifics into detailed and illustrated Standard Operating Procedures (SOP) for the site. We re-work and revise the SOPs until they accurately reflect your needs and requirements and effectively integrate your performance standards with ours. We re -visit the SOPs in the course of our management checks, to ensure that they continue to correctly represent our mission at your site, throughout the life of the contract. Docusign Envelope ID: 08873B1B-BC4C-44E2-88E7-6F159AB20086 Confidential Prepared for Orange County North Carolina Development of Training Guidelines Following the assessment and the development of SOPs, our Corporate Training Manager establishes a training plan consistent with regulatory requirements, your specifications, and our standards. She goes on to create the training checklist that is a critical tool in the site -specific training program. Upon roll-out of the site training program, he validates and confirms the effectiveness of the SOPs and the training checklist, adjusting as necessary.
