I have taught Public Finance at the UNC Institute and School of Government for a little
over 30 years. This had involved providing advice to county budget, finance, and
administrative staff. In the 1960's, I lived and worked in Venezuala for 2.5 years. Our

Committee, serving as chair three years ago. I rotated off this board June 30.
Education:
PhD in Public Administration, Cornell University; MPIA, School of Public and
International Affairs, University of Pittsburgh; B.S. School of Foreign Service,
Georgetown University.
Other Comments:
Our family is bi-racial. My wife and I have 3 children and 8 grandchildren. Of the 8
grandchildren, four are bi-racial (African-American and Caucasian) and four are
Caucasian. This family background and a familiarity with the Spanish language underlie
my interest in serving on the Human Rights Commission. If that is not availiable, prior
