36 a. Transportation Multimodal Plan
37 Nish T. presented the final Transportation Multimodal Plan. The Plan was originally about 500-600
38 projects. It is now 300 or so and mainlyfocusing on 100%of it is Orange County projects.The document
39 itself, includes the public engagement analysis,the public engagement process,the public engagement
40 summary, as well as all the activities,the prioritization, scoring prioritization process, all the comments
41 received throughout the planning process. Nothing has really changed through the whole thing other
42 than the removal of town projects. We now have a full draft document that explains the whole
43 consolidation,the purpose behind it,the schedule,the planning process. Conversation was held about
44 the lack of public response to the plan.The lack of public comments has been an ongoing issue with any
45 county plan. Art M. made the recommendation to move the public engagement comments to an
46 appendix so it was not the first information viewed.This would follow the formatting of the Transit Short
47 Range Plan. Discussion was held on the Bike PED map presented in the Transportation Multimodal Plan,
48 but nothing is finalized on the map/plan as Stantec will be working on the Bike PED Plan moving forward.

54 b. Non-STIP—Quarterly Review
55 Nish T. presented the County's Non-State Transportation (Non-STIP) improvement projects. He has gone
56 through the entire of list of Non-STIP projects summarized the nonstop projects a little better with the
57 funding and the summary of in the abstract to give you a better understanding what the Non-STIP are,
58 these are just the main highlights that was continued from the previous cycle. The list is up to date and
59 Nish will continue to update based on the discussion of crosswalks and bridges during this meeting.

63 Nish provided updates—I40 widening has had some pushbacks and should be completed 2026.All the
64 projects that were submitted in SPOT 7 that got scored that are in division stuff right now is going
65 through express design—this includes widening of Hwy 70. Speed reduction on Hwy 70 has become a
66 higher priority because of the recent news last month of the kid that got killed on US 70.This is
67 something we will be working closely with NCDOT on to address safety moving forward.

Item 5.a.
Subject: Orange County Bicycle and Pedestrian Plan
PURPOSE: Provide comments on County's Bicycle and Pedestrian Plan.
BACKGROUND: Stantec was selected to conduct Orange County's first Bicycle and Pedestrian
Plan for the unincorporated parts of the County. The consultant will exercise best planning
practices for analysis, public engagement, recommendations and potential implementation. Final
Bicycle and Pedestrian Plan will be used to update the Orange County Transportation Multimodal
Plan. Staff requests any comments Orange Unified Transportation Board (OUTBoard) may have
and they will be passed onto the consultant.
RECOMMENDATIONS:
Provide comments on County's Bicycle and Pedestrian Plan.

PURPOSE: Approve the Orange Unified Transportation Board (OUTBoard) 2024 Annual Report
and 2025 Work Plan.
BACKGROUND: Each year, the OUTBoard culminates its efforts with the Annual Report, which
highlights the accomplishments of the past year and outlines plans for the upcoming year. The
2024 Annual Report and 2025 Work Plan (Attachment 1) have been drafted to reflect the
achievements of the County's multimodal transportation advisory board over the past year, as
well as the goals set for the next year. Staff recommends approval of this report and work plan.
RECOMMENDATIONS:
Approve the 2024 Annual Report and 2025 Work Plan.

Report Period: January 2024-December 2024
The Board of Commissioners appreciates the dedication of all the volunteers on their
boards and commissions and welcomes input from various boards and commissions
throughout the year. Please complete the following information, limited to the front and
back of this form. Other background materials may be provided as a supplement to, but
not as a substitute for, this form.

How many times per month does this board/commission meet, including any special
meetings and sub-committee meetings?
• 1 meeting per month.
Brief Statement of Board/Commission's Assigned Charge and Responsibilities.
1. The OUT Board is charged with advising the Board of County Commissioners on the
planning and programming of transportation infrastructure improvements and other
County transportation planning initiatives, as directed by the Board.
2. Upon request, OUT Board may advise other boards regarding transportation.
What are your Board/Commission's most important accomplishments?
1. Recommended County approve the NC 54 Multimodal Corridor Study.
2. Recommended County approve updated County Priorities for Strategic Prioritization
of Transportation 7.0 this includes making NC 10 and Regional Transit Center in
Hillsborough County Priorities.
3. Advocated for Congestion Management and Air Quality Grant for 3 MOD vans in
Central Pine Rural Planning Organizastion, along with FTA 5339 discretionary grant.
4. Updated OUTBoard Policies and Procedures including quorum, meeting date, time
and location.
5. Recommended County approve the Sidewalk Maintenance Agreement for bridge
replacement project for state build sidewalk from home depo and Aldo, south to the
new bridge
6. Recommended County approve Orange County Transportation Services Public
Involvement Plan.
7. Provided comments on list of local and regional transportation Plan, programs and
projects including DCHC MPO Safe Streets For All grant,
8. Approved the Safe Routes to School update Scope of Work for 2024
List of Specific Tasks, Events, or Functions Performed or Sponsored Annually.
1. Continue improving coordination, collaboration, and comprehensive transportation
planning with local, regional, state, and federal agencies.
2. Continue improving upon countywide multimodal safety assessment and determine
unique ways Orange County can help meet MPO safety performance measures and
targets.
3. Continue pursuing all funding sources for County transportation priorities and track
status of project implementation.
1. Continue monitoring locally and regionally adopted plans for updates and
amendments like Orange County plans, Comprehensive Transportation Plan,
Metropolitan Transportation Plan and others.
2. NCDOT's bi-annual STIP
i. 1st year, recommend to BOCC Orange County's transportation priorities for
MPO/RPO SPOT consideration.
ii. 2nd year, provide comments on the draft STIP
3. Regularly review NCDOT implemented projects and MPO/RPO activities.
i. Bi-annually review Small Projects Program for non-STIP funding.
ii. Discuss any OCPT and TAS activities.
4. BOCC initiatives as assigned.
5. OUTBoard membership, offices and other items assigned by the BOCC.

Priority 6: Develop plan and tools to improve how County and citizens communicate with
each other; foster two-way exchange.
• Regularly update Transportation Planning and OUTBoard website
• Publish online all public meeting notices issued by local, regional, and state
agencies related to transportation plan and projects in the County
Priority 20: Support transit, pedestrian, and bicycle facilities and other alternatives to the
single passenger automobile.
• Ensure transit, bicycle, and pedestrian facilities are addressed in each
transportation plan, project, and program.
• Quarterly discuss County transit activities with OCPT and TAS.
• Participate in addressing bicycle. Sidewalk, and pedestrian safety for Safe Routes
for schools and residents in Orange County
• Actively participate in states SPOT/STIP process as well as MPO/RPO activities
ensuring multimodal issues are addressed.

boards and commissions?
• Upon request, OUT Board may advise other boards regarding transportation.
Identify any activities this board/commission expects to carry out in 2024 as they relate
to established BOCC goals and priorities. If applicable, is there a fiscal impact (i.e.,
funding, staff time, other resources) associated with these proposed activities (please
list).
1. Continue expanding Moblity-on-Demand
2. Continue advancing the Regional Transit Center in Hillsborough
2. Implementation of the complete street and vision policy through grants, transit tax and
CIP.
3. Participated in aspects of the OCPT 5311 Rural area and 5339 combined capital
grants- analysis, and recommendations to support transit services and funding to non-
urbanized areas.
4. Support the departments Transit Plan and Short-Range Transit Plan updates
6. Updated the Safe Routes to school project to include safety for all schools in Orange
County.
7. Implement NC 54 Multimodal Corridor Improvements through complete street and
vision zero
8. Complete US 70 Multimodal Corridor Study by providing recommendations on
improvements for roads, bikes, and pedestrians and requesting County approve the
study
9. Advance the County's Transit Dashboard with transportation performance measures
and other improvements.
What are the concerns or emerging issues your board has identified for the upcoming
year that it plans to address, or wishes to bring to the Commissioners' attention?
1. Monitor connectivity and infrastructural changes with the local jurisdictions,
surrounding counties, regional agencies, and along utility easements to create a more
comprehensive multimodal transportation system.
2. Work with NCDOT to promote funding of multimodal projects in rural areas to a greater
degree.
3. Promote alternative transportation modes during peak hours via public-private
partnerships through County TDM Program.
4. Continue work with NCDOT in completing pedestrian counts as a function of the
Municipal Schools Transportation Assistance (MSTA) study conducted at Grady
Brown Elementary School and Cedar Ridge High School and share findings from the
final report.
5. Improve transportation planning process by encouraging local schools and other
public agencies to be more involved through public engagement.
6. Pursue alternative means of addressing local match and local administration
requirements for non-highway projects when plausible options exist for rural, low-
density areas of the County; at the same time, encourage municipal partners to pursue
similar options in urbanized, higher-density municipal areas.

Subject: OUTBoard Elections
PURPOSE: Elect Chair, Vice-Chair and Secretary
BACKGROUND: Per the Orange County Advisory Board Policy,the Chair,Vice-Chair and Secretary
serve one-year term. They are also eligible to serve three consecutive one-year terms. Currently
the Orange Unified Transportation Board (OUTBoard) Chair and Vice-Chair are eligible to serve
another term. OUTBoard has not elected a secretary.
Role and Responsibilities for each position is outlined below:
1. Chair:
a. Calls all meetings
b. Serves as the presiding officer and conducts advisory board meetings.
c. Acts as the authorized spokesperson for the advisory board.
d. Assists staff in developing the advisory board meeting agenda.
e. Appoints and dissolves subcommittees, and the Chair and members thereof,of the body
in consultation and with approval of the advisory board.
f. Sets goals for the advisory board in consultation with the Orange County Board of
Commissioners.
g. Carries out advisory board assignments as required by the Orange County Board of
Commissioners.
h. Reviews all advisory board minutes and proposed recommendations or assigns another
member of the advisory board to do so.
i. May excuse members from attending advisory board meetings up to two (2) times per
twelve (12) month period.
2. Vice Chair:
a. Serves as the presiding officer and conducts advisory board meetings in the absence of
the Chair.
b. Has all the responsibilities of the Chair in the Chair's absence.
3. Secretary:
a. Takes (or oversees the taking of) minutes for all advisory board meetings.
b. Submits minutes to the Chair to be distributed to advisory board members in advance
of meetings.
c. Submits approved advisory board minutes to the Clerk to the Orange County Board of
Commissioners for retention and distribution to the Orange County Board of
Commissioners.
d. Assures that other records of the advisory board are kept as directed by the Chair or the
Orange County Board of Commissioners.
