SUBJECT: Consultant Briefing on Orange County Land Use Plan 2050

PURPOSE: To receive a briefing from Clarion Associates, LLC, on the Land Use Plan 2050 for
discussion and feedback.
BACKGROUND: At its September 10, 2024 work session, the BOCC received a presentation
with an update on the development and preliminary findings of four (4) modelled land use
alternatives. Much of the information that was presented can be found in a project deliverable,
the "Land Use Alternatives Report". This Report and all other completed deliverables are
available on the project website, "Resources" tab: https://www.orangecountylanduseplan.com.
Tonight's presentation from Clarion will include a briefing on:
• Project progress;
• Preliminary outcomes of the second community engagement window; and
• Initial recommendations for the draft Conservation and Growth Framework.
Additional information is provided in Attachment A. A PowerPoint presentation will be provided
at the meeting.
Community Engagement Window (CEW) #2 — CEW #2 tested public response to the four (4)
modelled land use alternatives and concluded on November 3, 2024. The Clarion team assisted
Planning staff with survey development and administration, preparation of engagement materials,
and meeting facilitation. A third engagement window will be held to collect feedback and input
during the final plan drafting process.
To promote the project and collect feedback, County Planning staff tabled at area community
events such as Efland-Cheeks Community Center Back to School and Festival Latino Americano.
Planning staff also featured the Land Use Plan 2050 project at the County Roadshow.
Community Workshops were also held on September 25 and October 3, 2024 at Gravelly Hill
Middle School and the American Legion Post 6, respectively. Planning staff worked directly with
community organizations and leaders to host three (3) community meetings in October for
populations that have traditionally been underrepresented in Orange County land use planning.
Meetings were hosted by EI Centro Hispano, United Voices of Efland Cheeks, and the Jones
Grove Missionary Baptist Church.

Upon request and availability, County Planning staff met with the Habitat for Humanity Policy and
Advocacy Committee (Affordable Housing Coalition and Affordable Housing Advisory Board as
guests); Chapel Hill — Carrboro Chamber of Commerce; and representatives of the Agricultural
Preservation Board. Planning staff also assisted several organizations with responses to
questions, which helped to facilitate receipt of comments around the land use alternatives.
FINANCIAL IMPACT: There is no financial impact associated with this item.
ALIGNMENT WITH STRATEGIC PLAN: This item supports:
• GOAL 1: ENVIRONMENTAL PROTECTION AND CLIMATE ACTION
OBJECTIVE 4. Incentivize and promote sustainable agriculture and local food systems
development through supportive policy, funding, farmland protection and educational
outreach.
OBJECTIVE 5. Review land use policies to promote and connect Town, County, and
private trails and open spaces.
OBJECTIVE 6. Protect water supply/watersheds.
OBJECTIVE 7. Conserve and protect high priority open space, including Natural Heritage
sites, nature preserves, watershed riparian buffers, and prime/threatened farmland.
OBJECTIVE 8. Include environmental stewardship objectives in the Comprehensive Land
Use Plan.
• GOAL 2: HEALTHY COMMUNITY
OBJECTIVE 7. Invest in services and programs that improve the health and quality of life
of the community (e.g., recreation and public open spaces, arts, etc.)
• GOAL 3: HOUSING FOR ALL
OBJECTIVE 5. Review County ordinances, policies, agreements, and the regulatory
processes to streamline practices, and increase opportunities and reduce barriers to
construct housing.
OBJECTIVE 7. Expand resources and invest in housing designed for our aging and
disabled residents.
OBJECTIVE 9. Increase representation of people with lived experience on housing related
matters.
• GOAL 4: MULTI-MODAL TRANSPORTATION
OBJECTIVE 1. Identify priorities and resources necessary to implement the Orange
County Transit Plan.
• GOAL 5: PUBLIC EDUCATION/LEARNING COMMUNITY
OBJECTIVE 1. Foster collaborative relationships with formal and informal educational
organizations and agencies to provide opportunities for community members to meet,
connect, and learn together.
• GOAL 6: DIVERSE AND VIBRANT ECONOMY
OBJECTIVE 2. Review and revise County policies and regulations to support business
investment in Orange County.
RECOMMENDATION(S): The Manager recommends that the Board:
1. Receive the briefing from Clarion Associates;
2. Discuss; and
3. Provide feedback.

RE: Discussion of the Comprehensive Land Use Plan with the Orange County Board of
Commissioners
This memorandum outlines the Comprehensive Land Use Plan(CLUP)project presentation and facilitated discussion
that will be conducted at the November 12, 2024, Orange County Boad of Commissioners work session.
1. The first objective of the meeting is to brief the Board on project progress.The presentation will provide a
brief overview of Phase 4 work that is completed and underway.The graphic below provides an overview of
the Land Use Plan 2050 phases.

PUBLIC ENGAGEMENT
2. The second objective is to brief the Board on the preliminary outcomes of the second Community Engagement
Window:Testing the Land Use Alternatives. During this period,the hypothetical land use alternatives and the
draft Vision Themes and Goals were shared with the public for their feedback. Several opportunities were
provided for the public to participate and share their reactions to the four alternatives, including in-person
meetings and through online activities starting September 18,2024,and ending on November 3, 2024.

A summary of publicity efforts,workshop participants, engagement activities,and a list summarizing outcomes
from the meeting will be shared in a full report,called the Community Engagement Window#2 Summary Report.
3. The third objective is to share with the Board initial recommendations for the Draft Conservation and Growth
Framework and status report on drafting of the plan. The Board will be able to ask questions and provide
guidance about the overall approach and direction of the plan.
