SUBJECT: Purchase of Solid Waste Vehicles for Recycling Collection and Tire Hauling and
Approval of Budget Amendment #2-G

PURPOSE: To approve Budget Amendment #2-G, and approve and authorize Orange County
Solid Waste to purchase:
1) a LaBrie 33 cubic yard Automizer Tip to Dump Side Loader for the purpose of collecting
residential and commercial recyclable materials;
2) Two (2) Freightliner M2-106 with Heil PT1000 rear-loader vehicles for the purpose of
collecting residential recyclable materials; and
3) a Western Star 47X Road Tractor for the purpose of transporting tires to the tire recycling
processor.
BACKGROUND: Orange County Solid Waste continues to provide recycling collection to multi-
family dwellings, commercial areas with multiple carts located in a corral system, other
commercial businesses and schools. As approved in the Capital Investment Plan (CIP), two (2)
collection vehicles (LaBrie) were due to be replaced in FY 2023. The manufacturing of the
vehicles, however, was delayed due to supply chain issues with specific parts. Solid Waste is
seeking to replace a unit that is no longer in service due to the cost to repair.
In addition, Orange County Solid Waste proposes to purchase two (2) rear loading vehicles
(Freightliner) for use with recycling for specialized collection services. Specifically, the vehicles
will be used for retrieving carts from customers unable to move carts curbside and to collect from
areas that are unable to support the weight of the larger collection vehicles.
Finally, Orange County Solid Waste proposes to purchase a road tractor (Western Star) for the
purposes of transporting tires and Recycling materials. To provide safe, efficient, cost-effective
service to the residents and to the County, purchasing this vehicle will save the County on fuel,
maintenance, and the per ton cost of disposing of tire by self-hauling them to the tire processor.

The purchase prices for all items are set through a cooperative purchasing agreement by the
Sheriff's Association and Source Well, a service cooperative.
FINANCIAL IMPACT: Total financial impact for all vehicles is $1,057,742.26. The cost
breakdown is:
• $425,791.26 for the purchase of the LaBrie Automizer.
• $470,000 for purchase of the two (2) Freightliner vehicles.
• $161,951 for purchase of the Western Star Road Tractor.
A total of$587,742.26 was authorized for this purchase in the approved FY 2024-25 Budget. The
remaining $470,000 would come from the sale proceeds from Solid Waste Equipment and
Vehicles.
Budget Amendment#2-G recognizes $470,000 from the previous sale proceeds and appropriates
$470,000 in expenses within the following capital project in the Solid Waste Replacement and
Renewal Fund.

ALIGNMENT WITH STRATEGIC PLAN: This item supports:
• GOAL 1: ENVIRONMENTAL PROTECTION AND CLIMATE ACTION
OBJECTIVE 2. Invest in our infrastructure to reduce the environmental impact of the
County fleet/facilities and improve safety.
RECOMMENDATION(S): The Manager recommends that the Board approve and authorize
Orange County Solid Waste to purchase a LaBrie 33 cubic yard Automizer, two (2) Freightliner
rear-loading vehicles, and a Western Star 47X Road Tractor, and approve Budget Amendment
#2-G.
