PURPOSE: To approve the sale of a 0.2-acre County-owned property, PIN #9863668236,
located in Hillsborough.
BACKGROUND: The County owns a 0.2-acre property, PIN #9863668263, at the intersection of
Lafayette Drive and Hardwood Drive in south Hillsborough that was acquired when the
surrounding subdivision was approved and recorded in 1983 (see Attachment 1 for a map
showing the property). The developer deeded the parcel to Orange County, but the lot was never
reserved or dedicated as a public or private right-of-way. It was common practice in the 1990s to
create these lots as "placeholders" if adjacent tracts were developed and connectivity was
needed.
While the property's current tax value is listed as $30,000. Orange County Tax Administrator
Nancy Freeman states that "after adjusting this unbuildable lot down 95% for size and utility, it
would have a value of $5,500 for 2025. This would seem to be a fair valuation for a property that
only has value as an assemblage with one of the three contiguous parcels."
Thomas and Anthea Darling, who own property adjacent to the parcel, have submitted an offer to
the County to purchase the property for $5,000 and have submitted the required 5% deposit
(Attachment 2).
At its September 17, 2024 Business meeting, the Board approved a resolution authorizing the
sale of the property through an upset bid process (Attachment 3). The upset bidding process was
issued shortly afterward; however, no other bids were received for the property, making the initial
offer of$5,000 by Thomas and Anthea Darling the highest bid. In accordance with North Carolina
General Statute 160A-269, the final offer for the sale of the property must be presented to the
Board of Commissioners for consideration and approval.
2
FINANCIAL IMPACT: The sale of this land will convert a non-productive capital asset into $5,000
that may be reallocated to other County needs.
ALIGNMENT WITH STRATEGIC PLAN: There are no Orange County Strategic Plan Goals
applicable to this item.
RECOMMENDATION(S): The Manager recommends that the Board:
1) Approve the sale of 0.2 acres of land, PIN #9863668236, located in the Hillsborough
Township, in accordance with North Carolina General Statute 160A-269; and
2) Instruct the County Attorney's office to transfer the property to Thomas and Anthea Darling.
