BACKGROUND: In September 2004, the BOCC created the Carrboro Library Workgroup to examine issues and opportunities relative to the current Carrboro Branch Library (at McDougle) as well as the creation of a "Gybrary" at the Carrboro Century Center. The Workgroup of 10 comprised of Town of Carrboro representatives, friends' group, elected officials, and Orange County library staff members began meeting in November 20, 2004 and met monthly through March 2004. Carrboro Mayor Pro Tem Diana McDuffee serves as Chair for this Workgroup, The results of these meetings are presented at this time as the final report to the members of the Board. FINANCIAL IMPACT: The Workgroup recommends an increase in a total amount of $17,000,00 in the Carrboro Library budget in FY2004-05 to cover extended hours for McDougle, additional compensation for the technology support, additional janitorial services, and related expenses. (This recommendation can be addressed by the BOCC during the course of the normal budget process this spring, If funded, the BOCC would also need to approve a modification in the current contract far operation of the Carrboro Library at McDougle.) The Workgroup also recommends moving forward with implementation of the Gybrary in the Carrboro Century Center for which the BOCC has already approved funding in this fiscal year in the amount of $46,000,00, RECOMMENDATION(S): The Manager recommends that the Board receive the final report and refer to the Library Services Task Force. Date: Apri16, 2004 To: Orange County Commissioners From: Diana McDuffee, Chair Carrboro Library Workgroup Subject: Report of Carrboro Library Workgroup Tharilc you for appointing the Carrboro Library Workgroup to address tlu-ee issues related to Orange County Library Services in Carrboro. We had a very efficient and effective group that has completed its charge in six months. Listed below are the recommendations we aze making: Carrboro Branch Library at McDougle School -The Workgroup examined the contracts (old and new) for operation of the public librazy at McDougle School and made recomrendations for changes to the new contract. Lisa Stuckey, Chapel Hill Carrboro School Board Member, drafted the new contract, with the Workgroup recommendations.. This contract will be forwarded to you. In the new contract the Workgroup recommended adding Saturday hours and adopting uniform operating hours for the library Monday tluough Thursday. Extra expenses for custodial care of the facility incun-ed by the increase in hours of operation of the library are included in the contract as well.. Library Services in the Carrboro Century Center - The worlcgroup recommends that the Cybrary in the Carrboro Century Center should be put into operation as soon as possible. The agreements to implement this service that the Orange County Commissioners urd Carrboro Board of Aldermen approved ul the canent yeaz's budgets should be followed. Recommendation for a library in downtown Carrboro -The Workgroup believes that there is substantial comrnunity support for a public library located in the central business district of Carrboro. The Workgroup recormnends the Commissioners begin planning for this facility and consider seeking funding in an upcoming bond referendum. The Orange County library services at McDougle School and the Century Center in Carrboro should be consolidated in the new branch of the Orange County Library in Cazrboro, 7 Carrboro Library Worlc Group Vision for a Orange County Branch Library in Downtown Carr°boro Recommendation for a Can•boro Branch Library in Downtown Carrboro The Carrboro Library Work Croup recormnends to the Orange County Commissioners that planning go forward for afree-standing branch of the Orange Comity Library System in downtown Carrboro and that both the county and the town of Carrboro incorporate this concept into their long-range plamling. A free-standing library located in downtown Carrboro would provide opportunity for members of the underserved population of southwest Orange County, (See attached statistics). The library would provide pedestrian access and is well served by public transportation. A library in its own space could be open at more convenient hours than in the present location of the Carrboro branch library in McDougle Schooh The library would serve as an economic development tool for the downtown area and increase the quality of life of residents of southwestern Orange County. The movement of Chapel Hill Public Library away from the downtown area leaves a gap that could be filled by a newly located Carrboro branch library.. Some general characteristics of the proposed library are as follows: • Size would be between 6-7,000 square feet • At least one meeting room would be part of the plan and possibly more • The building would preferably be owned by Orange County rather than leased • The Cybrary in the CenturyCenter and the current branch library in McDougle School would be consolidated in the new facility • Opening day collection should be about 20,000 volumes (currently about 13,000 at McDougle • Public access to the hiternet should be provided at minimum of 10 computer terminals. • Access to the NC LIVE databases provided by the State Library of North Carolina to public libraries should be provided. • The library should be open a minimum of 40 hours a week. • The library should be staffed with professionally trained library personnel • Library Services needs assessments should be conducted with target populations, e.g. senior citizens; Latinos; middle and high school youth; Neigborhood organizations in Broad/Lloyd Street, Carr Court, and Northside. • The library should provide an active outreach program with services to the following groups: InterFaith Council clients, Orange County Job Skills Center, downtown neighborhood organizations (e.g. Broad/Lloyd, Carr Court, Northside), Carrboro Community Clinic, El Centro, local book clubs. While the recorrunendation for 6-7000 square feet for a library serving a population the size of Carrboro is drawn from state supported guidelines for library space, the library might start with a smaller space and be scaled up over time. The Work group `T recommends considering flexible space. The initial space could exist in new or existing office space in Downtown Carrboro (defined as the CSD). The committee recormnends that the Orange County Commissioners consider placing new and expanded Orange County Library facilities on a future bond referendum..
