HomeMy WebLinkAboutAgenda - 04-29-2004-9a Assembly of Governments April 29, 2004 Parks Update Southern Community Park This park, located off US 151501 adjacent to Dogwood Acres and south of Southern Village in Chapel Hill is in the design stage with Special Use Permit drawings under way. The approved master plan includes connection to the existing park and ride lot, a roller hockey court, two basketball courts, two parking areas, future recycling site, future community center, two picnic shelters, a playground with observation deck, a children's splash play area, iestrooms with a maintenance building, three soccer fields, a youth baseball field, meadow, dog park, greenway trail and three resource conservation districts. Funding allocated for this park totals $2,842,441. The master plan has undergone some minor revisions to accommodate improvements in design of specific components and in the overall design. They include clustering of the dog park,baseball field and meadow to the area immediately south of Dogwood Acres Drive and the reorientation of the soccer fields to a north/south configuration. This park is subject to the Town of Chapel Hill's "Percent for Art"project. The Orange County Board of Commissioners has agreed to commit 1% of the county funding for this project to an art component in the park, A Request for Qualifications for Public Artists has recently been distributed and an artist or team of artists may be selected by June. Submittal of a Special Use Permit is expected in late spring or early summer, The Council has granted Expedited Processing for the project application. At the conclusion of the Special Use Permit process, the design firm will prepare construction drawings and specifications needed for a Zoning Compliance Permit and bidding. Construction of the park is expected to begin by the fall of 2005 and the current time line indicates the park will be ready to open by the spring of 2007, Homestead Park Aquatic Center This facility will be sited adjacent to the skate park in Homestead Park off Homestead Road, A 25 meter by 25 yard pool will be included as well as a 25 meter by 15 yard warm water, zero entry pool. All of the essential operating components of a public pool facility are included in the design of the building. The budget for this project is $5,513,106, A public hearing was held on January 14, at which many suggestions were offered from two major groups within the swimming community. The comments received at the meeting were all of a positive nature, and no one indicated dissatisfaction with the project This project is also a candidate for"Percent for Art" funding apportionment and the committee has worked to distribute a call for artists and hopes to award the contract for this project by August, This project is also in the Special Use Permit application development phase although not quite as far along as the Southern Community Park, The Council has granted Expedited Processing for this project. The current timeline for the Aquatics Center indicates that a Special Use Permit application will be submitted in 2004. This timing would allow the project to be completed in the fall of 2006 or early in 2007. Twin Creeks Park Formerly CHTPEC, this 193 acre education/park "campus" located on old 86 south of Eubanks Rd contains 96 acres designated for the park. Recently, the Board of County Commissioners formally named the park as Twin Creeks (Moniese Nomp). The proposed master plan has been reviewed by the Board of County Commissioners and continues to be under consideration. Carrboro has received the proposed plan, but the Special Use Permit process has not yet begun, pending submittal of phase I (to be determined) drawings.
