PURPOSE: To approve a proclamation declaring October 2024 as Disability Employment
Awareness Month in Orange County.
BACKGROUND: October is National Disability Employment Awareness Month to commemorate
the many contributions people with disabilities make in America's workplaces and economy.
Workplaces welcoming of the talents of all people, including people with disabilities, are a critical
part of Orange County efforts to build an inclusive community and strong economy.
FINANCIAL IMPACT: There is no financial impact associated with approval of the proclamation
and recognition of Disability Employment Awareness Month.
ALIGNMENT WITH STRATEGIC PLAN: This item supports:
• GOAL 2: HEALTHY COMMUNITY
OBJECTIVE 5. Invest in, support, train and retain our community safety, health, and
emergency services employees and direct care workforce.
• GOAL 6: DIVERSE AND VIBRANT ECONOMY
OBJECTIVE 6. Provide workforce and business development resources to enhance the
skills of our workforce.
RECOMMENDATION(S): The Manager recommends that the Board approve the proclamation
designating October 2024 as Disability Employment Awareness Month and authorize the Chair to
sign the proclamation.

DISABILITY EMPLOYMENT AWARENESS MONTH
OCTOBER 2024
WHEREAS, October is National Disability Employment Awareness Month; and
WHEREAS, this October marks the 79th anniversary of National Disability Employment
Awareness Month, with a history tracing back to 1945, focusing only on people with
physical disabilities and has evolved today to acknowledge the importance of recognizing
the inclusion of people with all nature of disabilities; and
WHEREAS, the purpose of National Disability Employment Awareness Month is to
educate about disability employment issues and celebrate the many and varied
contributions of America's workers with disabilities; and
WHEREAS, during National Disability Employment Awareness Month, Orange County
recognizes the immense contributions of disabled Americans, and recommits to delivering
America's full promise of equal dignity, respect, and opportunity for every American and
Orange County welcomes the talents of all people, including people with disabilities; and
WHEREAS, Orange County remains committed to continuing our efforts in building an
inclusive community, increasing access to good jobs for all workers, including disabled
workers and reinforcing the value and talent people with disabilities add to our workplaces
and communities; and
NOW, THEREFORE, BE IT RESOLVED that Orange County recognizes and
commemorates the 79th anniversary of National Disability Employment Awareness
Month and declares October 2024 as Disability Employment Awareness Month in Orange
County; and
BE IT FURTHER RESOLVED that the U.S. Department of Labor's Office of Disability
Employment Policy and Orange County call upon employers, schools, and other
community organizations in Orange County to ensure that disabled workers have access
to good jobs every month of every year; and
BE IT FURTHER RESOLVED that the Orange County Board of Commissioners pledges
to continue to take steps throughout the year to recruit, hire, retain, and advance
individuals with disabilities and work to pursue the goals of opportunity, full participation,
economic self-sufficiency, and independent living for people with disabilities.
