BACKGROUND: There is one At-Large vacancy on the Historic Preservation Commission,
The Clerk's office has received a recommendation from the Historic Preservation Commission
for Tom Allison. If appointed, Mr. Allison would be serving a partial term, which would end

SUBJECT: Recommendation for Appointment to the Historic Preservation Commission
Tom Allison, one of the Historic Preservation Commission's original members, is eligible for
reappointment. Mr. Allison meets the requirements for commission membership outlined by
the Certified Local Government (CLG) program for preservation and/or related experience,
and resides within Orange County's planning jurisdiction,
HPC members and Historic Preservation staff have been in contact with Mr. Allison and he is
interested in serving on the commission again, In addition to his understanding of the
history of the HPG, their mission, and their work on previous projects, Mr, Allison will bring
his considerable knowledge of local history to the commission. (Only one other applicant,
Michelle Kempinski, meets the CLG membership requirements, Ms, Kempinski is currently
serving on the Commission for the Environment and the Efland-Mebane Small Area Plan
Taskforce, but would like to be considered at a later date,)
Please convey this to the Board of County Commissioners for their consideration in August,
Mr, Allison would fill the seat vacated by Rob Golan, who resigned in April.

My affection far Chapel Hill evolved during my college years here. It wasn't the students,
necessarily or the nightlife. Instead it was the town, neighborhoods, and the small
business owners and everything else that distinguishes Chapel Hill, My primary purpose
in wanting to serve on the Historic Preservation Commission is that I have an
understanding of the needs as well as the constraints that must be imposed in such an
area/ I grew up in Salisbury NC in the historic district and I have also lived in Greensville
South Carolina in a historic district there. During my tenure in college I was a member of
the Ginghaul Castle, so I know that neighborhood as well, This is something that I would
pursue with goad faith efforts to improve the town as much as possible. As a side note, I

A resident of Orange County far over fourteen years, I arrived in Chapel Hill to attend
UNC-CH. Since graduation in 1994, I have worked in Orange County in both the retail
sector and with the university (since 1997), where I am currently employed by the
Carolina Union. I have owned a home in Orange County since 1999. I am proud of the
county's reputation, and I am eager to assist in serving on a committee working to make
our community even better. There are two areas in which I have particular interest: the
arts (my true passion!), and housing and community development. I am an avid arts

supporter and amateur photographer who has been collecting art far years. I understand
the importance of art in our community, and I am excited about the possibility of assisting
in the creation of new ideas and works for public display. Art plays an important part in
my daily life, both at work and at home, and I would love to extend my passion for the
arts to my work with the Arts Commission, I am familiar with the work of the
Commission, having attended various functions over the years and purchased art from
Orange County artists. The open studio tour is one of the highlights of the year for me! I
am also very much aware of the need for adequate and affordable housing in the area,
and I understand the delicate balances between the need for growth, the desire for
historic/architectural preservation, and the financial issues that face many of our
community's citizens. I am familiar with community resources such as Orange
Community Housing and Land Trust and the role that they play for university employees
and other lower-income workers, I am not, however, blind to the need far all types of
housing in the area, and I feel that 1 can offer balanced, educated input into such issues,
I am excited about the future of Orange County, and I look forward to working with other
community members on either the Arts Commission or the Affordable Housing Advisory
Board (both if possible, though the Arts Commission is my first choice!). STAFF
