THE ORANGE COUNTY BOARD OF SOCIAL SERVICES MET ON MONDAY: April 17, 2023 at Hillsborough
Commons.
BOARD OF SOCIAL SERVICES MEMBERS PRESENT: Oscar Fleming, Jane Garrett, Pat Garavaglia, Ann
Wilkerson, and Jamezetta Bedford.
GUEST: Sue Manner, Senior Analytical Consultant, SAS and Jennifer Conner, Senior Account Executive, SAS
BOARD OF SOCIAL SERVICES MEMBERS ABSENT: None
STAFF PRESENT: Nancy Coston, Social Services Director; Lindsey Shewmaker, Human Services Manager;
Crystal Mitchell, Human Services Manager; and Sharron Hinton, Human Services Manager.
I. Call to Order and Introductions
DSS Chair, Pat Garavaglia, called the meeting to order at 4:07 pm.

IV. Agenda Changes
None.
V. Action Items
On a motion by Jamezetta Bedford, the Board approved the minutes of March 20, 2023. Jane Garrett
seconded the motion. The motion was carried without dissent.
VI. Items for Discussion and/or Decision
1. SAS Presentation on Child Welfare Equity Data
Nancy Coston introduced consultants from SAS who have been working with DSS staff on analyzing
racial equity data in child welfare. Sue Manner, SAS Senior Analytical Consultant, presented
findings from the initial data project related to placements, kinship care, and length of time in
custody.
2. Budget Update
Nancy Coston shared that budget information has been submitted and the meeting with the County
Manager went well. Staff will wait to see what is in the Manager's budget on May 2"d

Southern Human Services will be closed this Friday, April 21s'to staff and the public due to
construction.
Medicaid expansion is moving along and will be finalized once the budget is approved. Staff are
working to be prepared to move forward once the budget is passed.

Ann Wilkerson moved to adjourn the meeting at 5:16 pm. Jane Garrett seconded the motion. The motion was
carried without dissent.
