HomeMy WebLinkAbout6-21-2022 MINUTES ORANGE COUNTY BOARD OF SOCIAL SERVICES June 21,2022 THE ORANGE COUNTY BOARD OF SOCIAL SERVICES MET ON TUESDAY: June 21, 2022 virtually BOARD OF SOCIAL SERVICES MEMBERS PRESENT: Pat Garavaglia, Jamezetta Bedford, Jane Garrett, Oscar Fleming and Ann Wilkerson GUEST: None BOARD OF SOCIAL SERVICES MEMBERS ABSENT: None. STAFF PRESENT: Nancy Coston, Director; Lindsey Shewmaker, Human Services Manager; Sharron Hinton, Human Services Manager; and Crystal Mitchell, Human Services Manager. I. Call to Order and Introductions DSS Chair, Pat Garavaglia, called the meeting to order at 4:02 pm. II. Board Comments Pat Garavaglia noted that she joined the Foster Care Appreciation event and she left the event smiling and thought it was wonderful. She thanked staff for having such a cool event and appreciated the staff. III. Public Comments None. IV. Agenda Changes None. V. Action Items On a motion by Jane Garrett, the Board approved the minutes of May 16, 2022. Ann Wilkerson seconded the motion. The motion was carried without dissent. VI. Items for Discussion and/or Decision 1. Budget/Contract Updates Nancy Coston updated the Board that there were no real changes to the DSS budget. Staff went through the ratings and funding recommendations for Outside Agencies. 2. MOU Nancy Coston reminded the Board that there is an annual MOU that gets signed with the State that addresses performance measures that need to be met by counties. 3. Medicaid Updates Lindsey Shewmaker informed the Board that the Public Health Emergency designation is likely to be extended through October and will start impacting families in January of 2023. Related, Medicaid 1 MINUTES ORANGE COUNTY BOARD OF SOCIAL SERVICES June 21,2022 expansion is still being discussed and the timing of that could impact people who might otherwise lose coverage. An estimated 6,869 Orange County people could become eligible under expansion. The REDA audit results have been published and Orange County passed all sections. There were three errors total and one had a payback of approximately $805. 4. Work Force Board Realignment Nancy Coston explained that the County needs to make a determination about which region best aligns. There have been a lot of conversations about which will be the best fit. 5. GARE Activities Nancy Coston presented updates on the work of the Government Alliance on Racial Equity. There is work on training, history and data and analytics. Sharron Hinton talked about some of the work on racial history of the County. Lindsey Shewmaker discussed the work with SAS and Carolina Demography on data. 6. TANF 200% Policy Sharron Hinton presented a proposed updated TANF 200% Policy. She responded to questions from the Board about how funds can be used. Jamezetta Bedford moved that the TANF 200% Policy be approved as proposed. Pat Garavaglia seconded the motion. The motion was approved without dissent. 7. Director's Report Orange Works is still closed while the landlord evaluates the chemical issues. Services are still being provided. The agency is still having problems with vacancies. There is a child welfare case with a placement issue that could become subject to one of the new laws. Staff will keep the Board informed. VII. Announcements Jane Garrett moved to adjourn the meeting at 5:09 pm. Ann Wilkerson seconded the motion. The motion was carried without dissent.
