ORANGE COUNTY BOARD OF SOCIAL SERVICES
December 19,2022
THE ORANGE COUNTY BOARD OF SOCIAL SERVICES MET ON MONDAY: December 19, 2022 at
Hillsborough Commons.
BOARD OF SOCIAL SERVICES MEMBERS PRESENT: Jamezetta Bedford, Jane Garrett, Pat Garavaglia,
Oscar Fleming and Ann Wilkerson
GUEST: None
BOARD OF SOCIAL SERVICES MEMBERS ABSENT: None.
STAFF PRESENT: Nancy Coston, Social Services Director; Lindsey Shewmaker, Human Services Manager;
Sharron Hinton, Human Services Manager; and Rebekah Rapoza, Budget Officer.
I. Call to Order and Introductions
DSS Chair, Pat Garavaglia, called the meeting to order at 4:06 pm.
II. Board Comments
Ann Wilkerson complimented staff on a well done and organized toy distribution event.
III. Public Comments
None.
IV. Agenda Changes
None.
V. Action Items
On a motion by Ann Wilkerson, the Board approved the minutes of November 21, 2022. Oscar Fleming
seconded the motion. The motion was carried without dissent.
VI. Items for Discussion and/or Decision
1. Single County Audit
Rebekah Rapoza presented an issue with the Single County Audit. Time cards in Kronos did not
match up with day sheets which resulted in a finding. As a result an extra step has been
implemented to try to mitigate that in the future. There was no associated payback.
2. DSS Visitation Rental
Nancy Coston informed the Board that staff have found a property to rent to help facilitate family
time in child welfare. Staff are working on the lease and hope to be able to utilize it beginning next
month. There are some staffing issues to resolve and there may be related budget requests.
Oscar Fleming asked what success would look like with this project. Ms. Coston responded that
being able to provide more time and space for visits. The true outcome would be to speed up
reunification.

3. Annual Report and Work Plan
Lindsey Shewmaker talked about the development of the Annual Report/Work Plan that is due to
the Board of County Commissioners in January. Staff will collect feedback and bring a draft to the
next Board Meeting for approval.
4. Holiday Program Report
Sharron Hinton gave an update on the outcomes of the holiday program. As of Friday there was a
total of 1,321 registered families, and 1,036 families have come thus far. There were 337
sponsorships done this year.
Board members suggested that staff find ways to share the positive impact of this on the
community.
5. Director's Report
The Outside Agency process will be slightly different this year. The agency will meet with the
advisory boards and the County Manager at the same time.
The January meeting will be held on Tuesday, January 17th after the holiday for Martin Luther King,
Jr.
Pat Garavaglia made a motion to move the next meeting to Monday, January 23rd. Oscar Fleming
seconded the motion. The motion was carried without dissent.
VII. Announcements
Oscar Fleming moved to adjourn the meeting at 5:10 pm. Ann Wilkerson seconded the motion. The motion
was carried without dissent.
