ORANGE COUNTY BOARD OF SOCIAL SERVICES
March 15,2021
THE ORANGE COUNTY BOARD OF SOCIAL SERVICES MET ON MONDAY: March 15, 2021 virtually.
BOARD OF SOCIAL SERVICES MEMBERS PRESENT: Tamara Dempsey-Tanner, Pat Garavaglia, Earl
McKee and Jane Garrett.
GUEST: Oscar Fleming.
BOARD OF SOCIAL SERVICES MEMBERS ABSENT: None.
STAFF PRESENT: Nancy Coston, Director; Lindsey Shewmaker, Human Services Manager; Sharron Hinton,
Human Services Program Manager; Crystal Mitchell, Human Services Program Manager; and Micah Guindon,
Fiscal Officer.
I. Call to Order and Introductions
DSS Chair, Tamara Dempsey-Tanner, called the meeting to order at 4:03 pm.
II. Board Comments
None.
III. Public Comments
None.
IV. Agenda Changes
None.
V. Action Items
On a motion by Jane Garrett, the Board approved the minutes of January 2021 with one change. Earl
McKee seconded the motion. The motion was carried without dissent.
VI. Items for Discussion and/or Decision
1. DSS FY2021-22 Budget
Nancy Coston presented the DSS proposed budget for FY2021-22.
Tamara Dempsey-Tanner thanked staff for all their work on the budget.
Earl McKee asked that his appreciation be passed on that the agency had stayed within the
guidelines for the budget.
Jane Garrett commented that she also appreciated all the work of staff to meet measures while
staying within guidelines.
Tamara Dempsey-Tanner moved that the Social Services Board accept the proposed budget as
submitted and forward it on to the County Manager and the Board of County Commissioners for

review and approval. Jane Garrett seconded the motion. The motion was carried without dissent.
2. Director's Report
Sharron Hinton described staff efforts to reach out to recipients of Food and Nutrition Services to
enroll eligible clients in an employment program.

Tamara Dempsey-Tanner moved to adjourn the meeting at 5:04 pm. Jane Garrett seconded the motion. The
motion was carried without dissent.
