THE ORANGE COUNTY BOARD OF SOCIAL SERVICES MET ON MONDAY: December 20, 2021 virtually
BOARD OF SOCIAL SERVICES MEMBERS PRESENT: Pat Garavaglia, Jane Garrett, Oscar Fleming, and
Jamezetta Bedford
GUEST: None
BOARD OF SOCIAL SERVICES MEMBERS ABSENT: None
STAFF PRESENT: Nancy Coston, Director; Lindsey Shewmaker, Human Services Manager; Sharron Hinton,
Human Services Manager; and Crystal Mitchell, Child Welfare Manager
I. Call to Order and Introductions
DSS Chair, Pat Garavaglia, called the meeting to order at 4:01 pm.

IV. Agenda Changes
None.
V. Action Items
On a motion by Oscar Fleming, the Board approved the minutes of November 2021. Jamezetta
Bedford seconded the motion. The motion was carried without dissent.
VI. Items for Discussion and/or Decision
1. Board Membership Changes
Pat Garavaglia nominated Ann Wilkerson to the vacant DSS Board seat. Oscar Fleming seconded
the motion. The motion was carried without dissent.
Jamezetta Bedford was appointed to the other vacant seat by the Orange County Board of County
Commissioners.
2. Holiday Program Recap
Sharron Hinton gave the Board a recap of the 2021 holiday program. This year the program
sponsored 337 individuals, 291 children and 46 adults. The agency received a total of$22,074 in
monetary donations.
The Toy Chest had 1006 registered households and another 140 walk-ins who received toys and
gift cards. Over 3,000 gift cards for toys and gifts were distributed.

3. Board Work Plan
Lindsey Shewmaker presented the draft work plan for 2021-2022 to the Board.
Oscar Fleming made a motion to accept the Work Plan for submission to the Board of County
Commissioners. Jane Garrett seconded the motion. The motion was carried without dissent.
4. Director's Report
Budget work will be starting soon and staff will bring updates to the Board starting in January.
Rebekah Rapoza has been promoted to Budget Officer and will be transitioning to that role next
month.
VII. Announcements
Oscar Fleming moved to adjourn the meeting at 4:48 pm. Jamezetta Bedford seconded the motion. The motion
was carried without dissent.
