HomeMy WebLinkAbout1-19-2021 MINUTES ORANGE COUNTY BOARD OF SOCIAL SERVICES January 19,2021 THE ORANGE COUNTY BOARD OF SOCIAL SERVICES MET ON TUESDAY: January 19, 2021 virtually. BOARD OF SOCIAL SERVICES MEMBERS PRESENT: Tamara Dempsey-Tanner, Pat Garavaglia, and Jane Garrett. GUEST: Oscar Flemming. BOARD OF SOCIAL SERVICES MEMBERS ABSENT: Earl McGee. STAFF PRESENT: Nancy Coston, Director; Lindsey Shewmaker, Human Services Manager; Sharron Hinton, Human Services Program Manager; Crystal Mitchell, Human Services Program Manager; and Brittany Mann, Child Welfare Manager. I. Call to Order and Introductions DSS Chair, Tamara Dempsey-Tanner, called the meeting to order at 4:35 pm. II. Board Comments Pat Garavaglia let staff know that crib sheets will be arriving mailed to Friends of DSS. III. Public Comments None. IV. Agenda Changes None. V. Action Items On a motion by Pat Garavaglia, the Board approved the minutes of December 2020 with one change. Jane Garrett seconded the motion. The motion was carried without dissent. VI. Items for Discussion and/or Decision 1. Board Member Update Tamara Dempsey-Tanner informed the Board that Susie Enoch formally submitted her resignation to the Board earlier this month. The Board will seek to submit a nomination to the Commission for approval. 2. Orange County Community Child Protection Team Annual Report Brittany Mann presented the annual report for the Community Child Protection Team. The team reviews cases and provides recommendations. The report will also go to the Board of County Commissioners. Tamara Dempsey-Tanner asked what the state does with the local teams' recommendations. Ms. Mann responded that they review the surveys to look for themes to provide training. l MINUTES ORANGE COUNTY BOARD OF SOCIAL SERVICES January 19,2021 Jane Garrett asked whether the team had recommendations to increase access to medical care for parents. Nancy Coston responded that Medicaid expansion would help with access to medical care and mental health treatment for parents. Tamara Dempsey-Tanner moved to accept the 2020 Orange County Community Child Protection Team report. Pat Garavaglia seconded the motion. The motion was carried without dissent. 3. Budget Planning/Calendar Nancy Coston reported that the county has implemented a number of cost saving measures immediately. Purchases for clients can continue but all other spending is on hold. There are gaps in the current year budget and many positions are currently on hold and unable to be filled. Departments are being asked to bring in a budget with no increases. There will be no raises this year or next. Most departments are being asked to take a 5% cut but Social Services is currently exempt. Budget requests are due February 28th but staff will request a delay in budget submission until after the DSS Board meeting in March. State estimates will be sent to counties on February 15th. The DSS Board is required by statute to approve and recommend a budget that is submitted to the County Manager. The Board of County Commissioners are having a retreat the end of this week and human services will be presenting on current status and upcoming needs. The DSS Board will be asked to review funding submissions for outside agencies and this will need to be done at the February meeting. 4. Plan for Review of Outside Agencies The County Manager has asked that staff and Boards review the outside agency applications and submit feedback by February 28ch Board Members will receive notebooks with all the agencies and summaries done by staff. The February meeting will be held to discuss and compile ratings. 5. Director's Report The Orange County Skills Development/Career Center should open the end of this month. Staff are considering a virtual opening. VII. Announcements Tamara Dempsey-Tanner moved to adjourn the meeting at 5:56 pm. Pat Garavaglia seconded the motion. The motion was carried without dissent.
