BOARD OF SOCIAL SERVICES MEMBERS PRESENT: Jane Garrett, Ann Wilkerson, Sally Greene and
Chris Barnes

BOARD OF SOCIAL SERVICES MEMBERS ABSENT: Oscar Fleming.
STAFF PRESENT: Nancy Coston, Social Services Director; Crystal Mitchell, Human Services Manager;
Rebekah Rapoza, Budget Officer; Kim Lassiter Fisher, Adult Services Supervisor; and Charlie Williams, Adult
Services Social Worker
I. Call to Order and Introductions
DSS Chair, Jane Garrett, called the meeting to order at 4:06 pm.
II. Board Comments
Ann Wilkerson and Jane Garrett attended the foster parent event and thought it was very well
organized and the staff did a fantastic job entertaining the kids and foster parents. Hats off to FRIENDS
of DSS who provided a nice arrangement of gifts.
III. Public Comments
None.
IV. Agenda Changes
None.
V. Action Items
On a motion by Chris Barnes, the Board approved the minutes of April 15, 2024. Ann Wilkerson
seconded the motion. The motion was carried without dissent.
VI. Items for Discussion and/or Decision
1. Adult Services
Kim Lassiter Fisher gave an overview of the mandated and optional programs that the Adult
Services unit operates. Mandated programs include Adult Protective Services, Placement Services,
Guardianship, and Adult Care Licensing. Optional programs include In-Home Aide, Community
Alternatives Program (CAP) for Disabled Adults, On-Call, and Special Assistance In-Home (SAIH).
Charlie Williams presented on the mandated role of the Adult Care Home Specialist. He gave an
overview of the various types of care homes and level of services provided, operating requirements,
current licensed facilities, licensing monitoring schedule, and the role as a monitor and investigator.

Nancy Coston and Kim Lassiter Fisher spoke about the Guardianship program. DSS Director is
appointed as the guardian, but the Adult Services unit manages the care. Recently, there has been
an increase in the number of guardianship cases with complex mental health issues. Where able,
DSS is contracting out the management of these newer cases.
2. Budget Update
a. FY2024-25 Contracts
Rebekah Rapoza gave an update on the results of the Request for Proposals for In-Home Aide
Services and Legal Services.
Six responses were received for In-Home Aide Services with one being marked as non-
responsive because they did not submit all the required documents. The other five providers (All
Ways Caring, First Watch Homecare, Ole Creek Health and Wellness, Premier, and Regional
Home Care) are being recommended to the Board of County Commissioners (BOCC) for
contracts.
One response was received to provide legal services for Child Welfare and Adult Services. The
response received was from our current attorney and is being recommended to the BOCC for
contract.
b. Outside Agency Funding
Rebekah Rapoza gave an update on the County Manager’s Outside Agency funding
recommendations to the BOCC for the agency’s that were reviewed by DSS Board.
Based upon the results of the scoring, Bonnie is not recommending funding for four of the
agencies (Big Brothers Big Sisters, Chapel Hill-Carrboro Public School Foundation, KidScope,
and Piedmont Electric Helping Hand Foundation). One of the agencies, OE Enterprises, is being
recommended to managed by Alliance; the contracts for the remaining agencies will be
managed by DSS.
3. Director’s Report
After conversations with the County Manager and some local veteran groups, there has been a
decision to move the Veteran Service Officer position from DSS to the County Manager’s Office.
The Social Services Institute is July 31 – August 2 in Hickory. There is a section designed just for
DSS Board members all day Thursday.
VII. Announcements
Chris Barnes moved to adjourn the meeting at 5:31 pm. Ann Wilkerson seconded the motion. The motion was
carried without dissent.
