THE ORANGE COUNTY BOARD OF SOCIAL SERVICES MET ON MONDAY: March 18, 2024 at
Hillsborough Commons.
BOARD OF SOCIAL SERVICES MEMBERS PRESENT: Jane Garrett, Ann Wilkerson, Chris Barnes and Sally
Green
GUEST: None.
BOARD OF SOCIAL SERVICES MEMBERS ABSENT: Oscar Fleming.
STAFF PRESENT: Nancy Coston, Social Services Director; Lindsey Shewmaker, Human Services Manager;
Crystal Mitchell, Human Services Manager; Rebekah Rapoza, Budget Officer; and Sharron Hinton, Human
Services Manager
I. Call to Order and Introductions
DSS Chair, Jane Garrett, called the meeting to order at 4:09 pm.

IV. Agenda Changes
None.
V. Action Items
On a motion by Ann Wilkerson, the Board approved the minutes of February 19, 2024. Sally Greene
seconded the motion. The motion was carried without dissent.
VI. Items for Discussion and/or Decision
1. FY2024-25 Budget Presentation
Staff presented the proposed budget for FY2024-25. Nancy Coston discussed budget drivers for
FY2024-25. There is a $2 million increase in the overall County budget request, most of which is
staff salary. Rebekah Rapoza reviewed the increases and decreases for the budget proposal.
Lindsey Shewmaker gave context for the budget performance measures and managers presented
highlights and data for each program area.
Ann Wilkerson moved the Board accept and recommend the FY2024-25 Social Services budget to
the County Manager. Chris Barnes seconded the motion. The motion was carried without dissent.
2. Director’s Report
April is Child Abuse Prevention Month and staff have put together a proclamation for April 2, 2024.

Sally Greene moved to adjourn the meeting at 5:35 pm. Ann Wilkerson seconded the motion. The motion was
carried without dissent.
