THE ORANGE COUNTY BOARD OF SOCIAL SERVICES MET ON MONDAY: February 19, 2024 at
Hillsborough Commons.
BOARD OF SOCIAL SERVICES MEMBERS PRESENT: Jane Garrett, Ann Wilkerson, Oscar Fleming, Chris
Barnes and Sally Green
GUEST: None.
BOARD OF SOCIAL SERVICES MEMBERS ABSENT: None.
STAFF PRESENT: Nancy Coston, Social Services Director; Lindsey Shewmaker, Human Services Manager;
Crystal Mitchell, Human Services Manager; Rebekah Rapoza, Budget Officer; and Sharron Hinton, Human
Services Manager
I. Call to Order and Introductions
DSS Chair, Jane Garrett, called the meeting to order at 4:04 pm.
II. Board Comments
Jane Garrett noted that she presented to the Board of County Commissioners and thought it went well.
She also thanked Lindsey Shewmaker for her assistance.
III. Public Comments
None.
IV. Agenda Changes
None.
V. Action Items
On a motion by Ann Wilkerson, the Board approved the minutes of January 15, 2024. Oscar Fleming
seconded the motion. The motion was carried without dissent.
VI. Items for Discussion and/or Decision
1. Preliminary Budget for FY2024-25
Rebekah Rapoza presented the budget highlights for FY2024-25. While the budget submission
deadline is normally this Friday, DSS gets extended time to allow for incorporation of the State
budget estimates. Ms. Rapoza presented highlights by program area.
Oscar Fleming asked what the overall increase will look like and whether staff expect the County to
be supportive of the request. Nancy Coston responded that there will be an increase to the base
budget based on the step-plan going into effect at the end of last fiscal year. The attorney and in-
home aide contracts are also likely to have sizable increases based on the bids.
2. Outside Agency Requests

Sharron Hinton asked for Board volunteers to review the Outside Agency applications. DSS has
been asked to review 9 applicants. March 8th is the due date for submission to the County Manager.
Meetings with the Manager and agencies will be held either March 15th or March 22nd. Chris Barnes
and Ann Wilkerson volunteered to review the applications.
3. Director’s Report
There was no Director’s Report.
4. Executive Session
Oscar Fleming moved to Executive Session pursuant to General Statute 143-318.11(a)(1)
referencing General Statutes 7B-2901 and 108A-80. Ann Wilkerson seconded the motion. The
motion was carried without dissent.
VII. Announcements
Chris Barnes moved to adjourn the meeting at 5:12 pm. Ann Wilkerson seconded the motion. The motion was
carried without dissent.
