ORANGE COUNTY BOARD OF SOCIAL SERVICES

THE ORANGE COUNTY BOARD OF SOCIAL SERVICES MET ON MONDAY: December 18, 2023 at
Hillsborough Commons.
BOARD OF SOCIAL SERVICES MEMBERS PRESENT: Sally Greene, Oscar Fleming, Pat Garavaglia, and
Ann Wilkerson.
GUEST: None
BOARD OF SOCIAL SERVICES MEMBERS ABSENT: Jane Garrett.
STAFF PRESENT: Nancy Coston, Social Services Director; Lindsey Shewmaker, Human Services Manager;
Crystal Mitchell, Human Services Manager; and Sharron Hinton, Human Services Manager.
I. Call to Order and Introductions
DSS Vice-Chair, Oscar Fleming, called the meeting to order at 4:05 pm.
II. Board Comments
Pat Garavaglia announced that this will be her last Board Meeting. She has enjoyed working with the
Board and will miss everyone.
III. Public Comments
Lindsey Shewmaker announced that the State Social Services Commission has appointed a new
member to the Social Services Board.
IV. Agenda Changes
None.
V. Action Items
On a motion by Pat Garavaglia, the Board approved the minutes of November 20, 2023. Ann
Wilkerson seconded the motion. The motion was carried without dissent.
VI. Items for Discussion and/or Decision
1. Medicaid Expansion
Lindsey Shewmaker updated the Board on the status of Medicaid expansion. There are currently
822 pending applications for Medicaid which is a 375% increase over December of 2022. Thus far,
70% of applications submitted have been done online via ePASS and the Health Insurance
Marketplace. Only 2% of online applications have gone through straight-through processing so staff
are having to manage most of the applications submitted thus far.
2. Child Care Subsidy

Tina Clark presented an overview of child care subsidy and discussed funding and child care slots
for four-year-olds. The County has a plan to do outreach to increase the numbers of children in high
quality child care centers.
3. Orange County Community Child Protection Team Annual Report
Brittany Mann presented the Community Child Protection Team’s Annual Report.
Ann Wilkerson made a motion to approve the report and forward to the Board of County
Commissioners. Oscar Fleming seconded the motion. The motion was carried without dissent.
4. Holiday Programs
Lindsey Shewmaker informed the Board that 1,175 families received toys through the Toy Chest.
All families also received a $50 Food Lion gift card. Additional children and adults working with
social workers were sponsored.
5. Director’s Report
There are 26 vacancies currently.
There was a finding in the Single County Audit related to daysheets and Kronos. This will go to the
Board of County Commissioners shortly but was not a material finding. There is no money involved.
VII. Announcements
Oscar Fleming moved to adjourn the meeting at 5:38 pm. Pat Garavaglia seconded the motion. The motion
was carried without dissent.
