THE ORANGE COUNTY BOARD OF SOCIAL SERVICES MET ON MONDAY: January 23, 2023 at
Hillsborough Commons.
BOARD OF SOCIAL SERVICES MEMBERS PRESENT: Jane Garrett, Pat Garavaglia, Oscar Fleming and
Ann Wilkerson
GUEST: None
BOARD OF SOCIAL SERVICES MEMBERS ABSENT: Jamezetta Bedford.
STAFF PRESENT: Nancy Coston, Social Services Director; Lindsey Shewmaker, Human Services Manager;
Sharron Hinton, Human Services Manager; Crystal Mitchell, Human Services Manager; Brittany Mann, Child
Welfare Program Manager; and Rebekah Rapoza, Budget Officer.
I. Call to Order and Introductions
DSS Chair, Pat Garavaglia, called the meeting to order at 4:03 pm.

IV. Agenda Changes
Nancy Coston added Community Protection Team to the agenda.
V. Action Items
On a motion by Jane Garrett, the Board approved the minutes of December 19, 2022. Ann Wilkerson
seconded the motion. The motion was carried without dissent.
VI. Items for Discussion and/or Decision
1. Outside Agency Process for 2023
Nancy Coston discussed the Outside Agency process for the FY2023-24. The Social Services
Board has 14 applications to review thus far. There could be more once all applications are divided
up among the County departments. The date to meet and review applications has not been set yet
but will likely be in March.
Ann Wilkerson and Jane Garrett volunteered to review the applications with the County Manager.
Pat Garavaglia offered to read and review and support the work of the Board.
2. FY2023-24 Budget: Contracts and Grants
Nancy Coston reminded the Board that the State Estimates will come in February and most of the
budget will be presented at the February and March Board Meetings. Rebekah Rapoza discussed

the proposed contracts for next year. There are not many changes anticipated. She also reviewed
the agency’s expected grants for next year. One of the major changes is in the WIOA grant
process. One provider cannot apply to run both programs starting next year. This is likely to impact
staffing and revenue for Orange County.
3. Annual Report and Work Plan
Lindsey Shewmaker presented the draft annual report and work plan for 2022/2023 based on
discussions from the December meeting.
4. Food and Nutrition Services Changes and the Public Health Emergency
Lindsey Shewmaker discussed the ending of FNS supplements in March and shared data on FNS
cases and supplement amounts.
5. Community Child Protection Team Annual Report
Brittany Mann presented the 2022 Annual Report for the Orange County Community Child
Protection Team. The 1991 General Statute 7-B-Article 14 of the North Carolina Juvenile Code
established a Community Child Protection Team (CCPT) in every county in North Carolina to review
active cases as selected by the team in which abuse, neglect or dependency is found. Each local
team consists of representatives of public and nonpublic agencies in the community such as law
enforcement, Guardian Ad Litem, health departments, among others that provide services to
children and their families.
The case reviews are to ensure that families have resources available to them, to enhance their
ability to provide safe environments for their children, to inform the community regarding child
protection issues that impact the ability of families to protect their children, to facilitate collaboration
of team and community resources in order to protect vulnerable children, and to make
recommendations for legislative changes.
The team met five times in 2022 to discuss issues and make recommendations. The report needs
to be referred to the Board of County Commissioners.
Ann Wilkerson voted that the report be referred to the Board of County Commissioners. Pat
Garavaglia seconded the motion. The motion was carried without dissent.
6. Director’s Report
There are currently 24 vacant positions in the agency.
Nancy Coston has been appointed the Commissioner’s Opioid task Force.
VII. Announcements
Ann Wilkerson moved to adjourn the meeting at 5:29 pm. Jane Garrett seconded the motion. The motion was
carried without dissent.
