ORANGE COUNTY BOARD OF SOCIAL SERVICES

THE ORANGE COUNTY BOARD OF SOCIAL SERVICES MET ON MONDAY: June 21, 2021 virtually.
BOARD OF SOCIAL SERVICES MEMBERS PRESENT: Tamara Dempsey-Tanner, Pat Garavaglia, and Jane
Garrett.
GUEST: Oscar Fleming.
BOARD OF SOCIAL SERVICES MEMBERS ABSENT: Earl McKee.
STAFF PRESENT: Nancy Coston, Director; Lindsey Shewmaker, Human Services Manager; Sharron Hinton,
Human Services Program Manager; and Crystal Mitchell, Human Services Program Manager.
I. Call to Order and Introductions
DSS Chair, Tamara Dempsey-Tanner, called the meeting to order at 4:03 pm.
II. Board Comments
Tamara Dempsey-Tanner noted that the Board continues to wait on the state to finish Board
appointments for the current Board vacancy.
III. Public Comments
None.
IV. Agenda Changes
None.
V. Action Items
On a motion by Tamara Dempsey-Tanner, the Board approved the minutes of May 2021. Pat
Garavaglia seconded the motion. The motion was carried without dissent.
VI. Items for Discussion and/or Decision
1. North Carolina Integrated Care for Kids (NC InCK)
Nancy Coston noted that there is an expanded role for Social Services under the North Carolina
Integrated Care for Kids (NCInck) model and Crystal Mitchell will explain what that will look like.
The model is funded by Centers for Medicare and Medicaid Services for a seven year period and
seeks to integrate services offered through various systems to support well-being needs of children
and families. It is a two-prong model with one area of focus being service delivery and the other
area reduction of expenditures for children insured by Medicaid and NC Health Choice. This model
will be rolled out in five counties to include Orange, Durham, Alamance, Vance, and Granville.
There is a two year planning period with implementation targeted to begin in 2022. UNC, Duke, and
NC DHHS are the lead organizations. The model design has twelve Service Integration Consultants
(SICs) who provide strategic coordination and represent expertise in a specific system. Two of
these positions are identified for child welfare. One position will be embedded within the Division of
Social Services and the other will be within DSS in the Child Welfare Division. The goal is to have

this full-time position filled by end of September 2021. Orange County Health Department will have
a part time SIC in their staff. The positions are funded by NCInck.
2. Medicaid Audit Update
Lindsey Shewmaker updated the Board on the second month of the Recipient Eligibility
Determination Audit (REDA). The county had two findings in the month of May with zero paybacks.
The accuracy rate for active cases is currently 90% and the rate for denials is 95%.
3. Recovery Efforts
Nancy Coston described the items that Social Services has proposed spending some recovery
funds to continue or expand. Items include subsidized employment, parent fees for child care,
additional child care subsidy funds, and youth enhancement funds. Only the youth enhancement
funds are currently funded through the county’s plan although the County plans to revisit funding in
the fall.
Sharron Hinton updated the Board on the hiring events going on at the department of social
services. There will be a large hiring event on Friday for the hospitality industry at the Europa.
4. Government Alliance on Racial Equity (GARE)
Nancy Coston talked about the work the county is doing through GARE to standardize training,
increase accountability, and create community engagement.
Lindsey Shewmaker presented on the development of a racial equity index. There is a contract
with SAS to provide technical support on this piece of the project.
5. Director’s Report
The Director’s evaluation is due in July.
Board training will be held virtually in August. Lindsey Shewmaker sent the information via email.
6. Executive Session
Pat Garavaglia made a motion that the Board move into Executive Session pursuant to §
143-318.11(a)(1) pursuant to § 7B-2901(b). Jane Garrett seconded the motion. The motion was
carried without dissent.
VII. Announcements
Tamara Dempsey-Tanner moved to adjourn the meeting at 5:59 pm. Jane Garrett seconded the motion. The
motion was carried without dissent.
