PURPOSE: To discuss and provide direction to the Durham Technical Community College
(DTCC) officials and project designer regarding desired sustainable design features for possible
inclusion in the new campus building,
BACKGROUND: Bands passed by Orange County voters in 2001 included $4 million that
serves as the County's match on the construction of the DTCC satellite campus in Orange
County, The State also will provide $4 million. State law mandates that counties provide
operation and maintenance casts far community colleges, therefore Orange County will be
interested in the long-term sustainability and on-going maintenance costs of the campus
building, To that end, Corley Redfoot Zack (CRZ) has provided a list of potential sustainable
design features that are not now, but could be included in the project,
The current design includes the operable windows as an add alternate, however the remaining
features are neither designed nor included in the project budget. An explanation of each
feature is included on the attached Memorandum from Ken Redfoot to Dick McKown, DTCC
project manager.
The Board may wish to select some or all of these features that may also be included as "add
alternates" in the mid-2006 bids, Life-cycle cost information would also be prepared for each of
the selected features so the Board could determine the cost-benefit prior to making a decision
whether to add the feature and any associated additional cost to the project,
FINANCIAL IMPACT: The estimated construction cast and associated design fee for each
sustainable feature are as follows:

Currently, the County anticipates an expenditure of $4 million for this project and has included
that amount in the 2004-2014 Capital Investment Plan. The cost of design for the selected
sustainable features (up to $18,800) would be incurred immediately, with the remaining costs
determined by the bid in mid-2006.
RECOMMENDATION(S): The Manager recommends that the Board:
o Review the schedule of sustainable features and provide direction regarding which
should be designed and included as an add alternate in the bid documents; and
o Direct staff to prepare a budget amendment to support the expenditure for design fees.

Aluminum Light Shelves $42,500
added to windows facing east, south and west, light shelves would throw natural daylighting deeper
into classroom and office spaces
Lockable, Operable Window Units to be determined
operable units with locking mechanisms would provide restricted access
Domestic Water Solar System $30,000
an array of roof=mounted solar collectors that would heat domestic water for use in labs and toilets
Photovoltaic Array $30,000
a 4kW array of photovoltaic panels would produce electricity that could be placed back on the
electrical grid
Rainwater Collection System
$120,000
a 10,000 gallon capacity system would provide non-potable water for the flushing of toilets and
urinals, as well as potentially irrigating the landscaping around the building

Following is a list of design fees associated with the sustainable features that could be added to the
