THE ORANGE COUNTY BOARD OF SOCIAL SERVICES MET ON MONDAY: December 21, 2020 virtually.
BOARD OF SOCIAL SERVICES MEMBERS PRESENT: Tamara Dempsey-Tanner, Pat Garavaglia, and Jane
Garrett.
GUEST: None.
BOARD OF SOCIAL SERVICES MEMBERS ABSENT: Susie Enoch and Earl McGee.
STAFF PRESENT: Nancy Coston, Director; Lindsey Shewmaker, Human Services Manager; Sharron Hinton,
Human Services Program Manager; Crystal Mitchell, Human Services Program Manager
I. Call to Order and Introductions
DSS Chair, Tamara Dempsey-Tanner, called the meeting to order at 4:04 pm.

V. Action Items
On a motion by Pat Garavaglia, the Board approved the minutes of November 2020. Jane Garrett
seconded the motion. The motion was carried without dissent.
VI. Items for Discussion and/or Decision
1. Holiday Program
Nancy Coston noted she thought staff did an amazing job planning the toy distribution and things
went well. Sharron Hinton explained the Toy Chest process for this year. Pre-registration was
requested when the letters went out and families were given a time slot to pick up toys in a curbside
delivery plan. The only real issue was related to traffic control and flow at the building but that was
rectified fairly quickly. Gifts were prepacked and stacked alphabetically by time slot. Final numbers
are not yet available but staff estimate approximately 1,250 families were served. The remaining
turkeys are going out to families receiving social work services, and may be shared with IFC and
OCIM.
Sponsorships went well overall. There were a few technological glitches that led to some kids
getting missed. There were enough monetary donations that those issues could be rectified. The
gifts received were really nice and most things came in and were packaged appropriately. Pat
Garavaglia added that she thought it went beautifully and had 171 sponsors who took 250 kids.

2. Director’s Report
All the contracts that were being managed by the County Managers office will be coming to DSS.
These are mostly behavioral health related.
Medicaid Transformation work has restarted and enrollment is scheduled to begin in March.
The move to Europa has been changed again and is delayed until the last week in January. Work
continues on the planning for the permanent home in Carrboro for the Skills Development Center.
VII. Announcements
The Board moved the January meeting to 4:30 pm on January 19, 2021.
Tamara Dempsey-Tanner moved to adjourn the meeting at 5:01 pm. Jane Garrett seconded the motion. The
motion was carried without dissent.
