ORANGE COUNTY BOARD OF SOCIAL SERVICES

THE ORANGE COUNTY BOARD OF SOCIAL SERVICES MET ON FRIDAY: January 31, 2020 at the
Hillsborough Commons, Hillsborough, North Carolina.
BOARD OF SOCIAL SERVICES MEMBERS PRESENT: Ann Wilkerson, Pat Garavaglia, Susie Enoch, and
Jamezetta Bedford.
GUEST: None.
BOARD OF SOCIAL SERVICES MEMBERS ABSENT: Tamara Dempsey-Tanner.
STAFF PRESENT: Nancy Coston, Director; Sharron Hinton, Human Services Manager; Lindsey Shewmaker,
Human Services Manager; and Crystal Mitchell, Human Services Manager.
I. Call to Order and Introductions
DSS Vice-Chair, Ann Wilkerson, called the meeting to order at 10:07 am.
II. Board Comments
Pat Garavaglia asked that a holiday overview be presented at the next meeting.
III. Public Comments
None.
IV. Agenda Changes
None.
V. Action Items
On a motion by Pat Garavaglia, the Board approved the minutes of December 2019. Susie Enoch
seconded the motion. The motion was carried without dissent.
VI. Items for Discussion and/or Decision
1. Update on Buildings and Moves
Nancy Coston informed the Board that the new roof will be installed at Hillsborough Commons
beginning on Monday. By mid-March staff hope to have the roof installation complete and the
quarantined rooms cleaned and reopened.
The Skills Development Center is being relocated effective Monday to Southern Human Services.
This is a six-month solution with a lease starting July 1, 2020 at the Europa Center. The Skills
Development Center will be housed at the Europa for three years until the permanent solution in
Carrboro is designed and built. The timeline is a result of a combination of sale of the building and
mold and environmental concerns. There will be a small resource room for computer usage and
several community partners will be co-located at Southern Human Services for now.
2. Budget

Nancy Coston informed the Board about the budget process for FY2020-2021. It will be presented
at the February Board Meeting. The County Manager has stated that there cannot be increases in
areas without offsetting revenue or legal mandates. There are several projects that staff are working
on that will be presented at that time.
The Outside Agency information will be available soon and will be given out next month as well.
Sharron Hinton will be coordinating disseminating that information.
3. NC FAST
Nancy Coston informed the Board that because there is no State budget, there are no resources to
continue to work on enhancing the system. They have had to lay-off some staff. They will continue
to be able to fix problems and maintain the current services.
Next Tuesday staff from the General Assembly will be coming on site to talk to child welfare staff to
gather information for a study on NC FAST in child welfare.
4. Directors Report
Staff are reaching out to the Food Bank to understand what the requirements really are to give out
federal food. That meeting should occur within the next few weeks.
Boomerang is planning to host an Open House and would like Board Members and Commissioners
to attend. Staff will be working with them to pick a date.
There will be a job fair on March 25th at Hillsborough Commons. More information will be provided
at the next meeting.
Almost 2,600 kids were served at the Toy Chest and more than 7,400 toys were given out. There
was good media coverage of the event.
VII. Announcements
Susie Enoch moved to adjourn the meeting at 10:55 am. Jamezetta Bedford seconded the motion. The motion
was carried without dissent.
