HomeMy WebLinkAboutMinutes - 19640908Minutes of the Board of County Commissioners September 8, 1964 365 The Orange County Board of Commissioners met in regular session on Tuesday, September 8, 1964, at 10:00 o'clock A.M., in the Commissioners Boom in the Courthouse in Hillsboro, N. C. Members Present: Chairman Donald M. Stanford, Commissioners Harvey Bennett, Gordon B. Cleveland, Carl M. Smith and Henry S. Walker. Members absent: None. The minutes were read and approved. Commissioner Bennett inquired about the disposition of the air conditioning units removed from the county offices on the completion of the central air conditioning of the Courthouse. The County Administrator informed the Board that the following agencies received the air conditioning units: Orange County Board of Education (six) Chapel Hill Board of Education (six) District Health Department (two) Welfare Department (Carrborc) (two) The following department officials submitted reports for the month of August, 1964: Cashe Boggs, Dog Warden James Wight, Welfare Director Tom Bivins, Veterans Service Officer E. M. Lynch, Clerk of Court Betty June Hayes, Register of Deeds Chairman Stanford brought to the attention of the Board reports from the following: Grand Jury Medical Examiner Chapel Hill Public Libraryy Chairman Stanford stated that Dr. Hubert Patterson, Orange County Medical Examiner, had mentioned to him that the National Medical Examiners' meeting was to be held in Boston sometime in the near future. Dr. Patterson had said that he would be unable to attend said meeting, but that one of his assistants might be in a position to attend. Chairman Stanford stated that Dr. Patterson had asked if the Board would consider paying the expenses of a delegate to said meeting. Since this was not an official request from Dr. Patterson, no action was taken on said matter. The following road petitions were submitted and the clerk was authorized to forward them to the State Highway Commission: 1. Wave Road 2. Lawrence Road -- SR #1561 3. Unnamed street off South Circle Drive (in Dogwood Acres Ettention) 4. Efland Hall Mill Road -- SR #1338 The County Administrator informed the Board that James J. Freeland, local contractor, had offered to tear down the Walker building, level and gravel the ground, and make same suitable for a parking area at no cost to the County, provided he could have the bricks from said building. The Board authorized the County Administrator to advise Mr. Freeland that his offer was accepted. Commissioner Bennett brought to the attention of the Board the matter of the per diem now being paid the County A. B. C. Board members. He stated that all other County Boards had requested and been given a raise in per diem received and that he was of the opinion that the A. B. C. Board had not been included in this action. Discussion ensued. No action was taken on said matter since the A. B. C. Board had not requested that their per diem be increased. Upon motion of Commissioner Cleveland, seconded by Commissioner Bennett, the following resolution was unanimously adopted: That Orange County make immediate application to the State Board of Public Welfare requesting the assignment to Orange County of a Community Services Consultant to work throughout the County with both public and private agencies concerned with developing the County's resources in meeting the needs of the socially and economically handicapped.' Understanding: The State Board of Welfare will bear the full salary expense of the consultant and a secretary for the consultant's office from Federal grant funds which the State has received for this purpose. Office space and facilities must be provided locally. Direction of the consultant's work will be by the Chief of the State Board's Ccmr_unity Consultative Services, coordinated with the County Commissioners and such public and private agencies as the work may involve. 36 6 Community Action, Inc., a private, non-profit corporation in the Chapel Hill - Carrboro section of the County, is undertaking programs in the general area of concern to the community con- sultants and could make immediate and effective use of part of the time of such a consultant and staff. Other agencies in the County, either now or in the guture, might also use their services and such services should be expected to be available to them. Community Action has offered to see that office space and facilities are provided If the Commissioners see fit to locate the consultant in the Chapel Hill section of the county. It is understood that the c maultant will be moved to another location at such time as the Commissioners determine it is in the best interest of the County to do so. so Upon motion of Commissioner Cleveland, seconded by Commissioner Smith, the following resolution was unanimously adopted: That the Orange County Board of Commissioners appoint an Economic Opportunity Act of 1964 and for administering such programs, all tinder the general direction and control of the Board of County Commissioners. When Understanding. The Advisory Committee, with respect to Orange County and the Economic Opportunity Act of 1964, would have responsibility for- a) developing a program to be carried out in the County with funds made available by the Act; b) developing an application for such funds; and c) developing an administrative structure for carrying out the program. All recommendations and actions of the Advisory Committee would be subject to review by the Board of Commissioners and final authority and responsibility for all programs and applications would rest with the Board of Commissioners. The Advisory Committee should be composed of 10-15 persons representative of public and private agencies in the County which are concerned with the elimination of poverty and which would likely be involved in programs to be undertaken. At least one member of the Board of Commissioners should serve on the Committee. The Committee should attempt to have a program and proposed application completed for review and approval by the Board of Commissioners not later than October 10. Jurors were drawn for the following terms of court: October 5, Civil term, 60 names November 23, Civil Term, 60 names Upon motion of Commissioner Cleveland, seconded by Commissioner Bennett, and unanimously adopted, the clerk was asked to inform Paul Siebel that the Board &3ommi.ssioners wished to interview him for the prospective position of Community Services Consultant on Monday, September 14, at 8:00 o'clock P.M., in the Commissioners Room in the Courthouse in Hillsboro. There being no further business to coma before the Board, the meeting was adjourned to meet on Monday September 14, 1964, at 8:00 o'clock P.M. Brook, Jr., of Merritt Mill Road, Chapel Hill, asking that reflectors be placed on the curb on Merritt Mill Road just before reaching Lincoln School. Commissioner Bennett stated that he had had already contacted the State Highway Commission concerning said request and that he had been advised that action would be taken on said matter. The County Administrator informed the Board that the floor of the Courtroom was buckling and the tiles coming loose. He stated that it was his opinion that said damage was caused by a lack of moisture due to the air.conditioning. The County Administrator was authorized to proceed with whatever plans necessary to replace said floor.
