PURPOSE: To consider one appointment to the Arts Commission,
BACKGROUND: There are two At-Large vacancies on the Orange County Arts Commission. The
Clerk's office has received several applications from citizens willing to serve on the Commission,
At this time, the Membership Subcommittee, having reviewed these applications, has submitted a
recommendation for Ms. Annette Smith, of 201 Lexington Drive, Chapel Hill, N.C. 27516 to be appointed
to one of the vacant positions.
This is a three-year term with an expiration date of March 31, 2007.
FINANCIAL IMPACT: None.
RECOMMENDATION(S): Consider making an appointment to the Orange County Arts Commission as
the Board may desire.

The Orange County Arts Commission (OCAC) would like to recommend the
reappointment of Bonnie Fuchs and Susan Lyons to the OCAC board for another term.,
Their current terms expire on March 31, 2004..
Their attendance has been excellent and they would like to be reappointed.
OCAC board members Bronwyn Merritt and Debbie Freedman have decided they will
not seek reappointment when their current terms expire on March 31, 2004. The OCAC
would like to resubmit the name of Annette Smith for vour consideration for
_ appointment. She resides in Chapel Hill and would strengthen our board in the area of
arts education.

I have 18 years experience in arts administration. Most of my career has been focused
upon developing educational programming and advocacy work for arts education. My
most recent non-profit arts postion as Director of Education for the Durham Arts Council
ended in June of 2002. I have directed very small organizations and worked on the
management team of very large organizations, I have strong skills in planning and policy
development, advocacy and program development. My career has also included work as
a contract consultant in grant and program development, and as a program evaluator for
the NC Arts Council. I now work for the City of Durham as a Grants writer and
administrator for Durham Parks and Recreation,

I have served as a Board Member and as Chair of the Board for the NC Alliance for Arts

task force for the John F, Kennedy Center Alliance for Arts Educaiton Network KCAAEN

chair of the committee in 1995. I have represented arts education on several statewide
