PURPOSE: To conduct a public hearing on FY 2026 Transit Grants and approve the applications,
program resolution and local share certification.
BACKGROUND: Each year, the North Carolina Department of Transportation (NCDOT)
Integrated Mobility Division (IMD) accepts requests for capital, operations and administrative
needs for county-operated transit programs. Additionally, the Federal Transit Administration (FTA)
through NCDOT-IMD awards discretionary federal resources to states and direct recipients to
replace, rehabilitate and purchase buses and related equipment and to construct bus-related
facilities including technological changes or innovations to modify low or no emission vehicles or
facilities.
Orange County Transportation Services (OCTS) is eligible to make application for administrative,
operating and capital projects funding and seeks, including the Orange County local match, a total
of $1,117,627 in combined federal and state transit project grant funding for FY 2026. Public
Hearing notices were published in English and Spanish (Attachment 1).

The 5311 Administrative, 5310 Operating, and American Rescue Plan (ARP) 5307 Operating
grants provide financial assistance for public transit system services that promote economic and
mobility self-sufficiency to the general public, the elderly and individuals with disabilities. The
funds additionally support a system that enhances the access of residents in the urban and non-

urbanized (rural) areas to health care, shopping, education, employment, public services, and
recreation.
FINANCIAL IMPACT: There is no financial impact associated with this item. Grant applications
will utilize OCTS FY 2024-25 operating budget funds for the required local match. This application
will utilize the final NCDOT approved funding amounts from the 5311 Administrative and 5310
Operating Grant projects to support all eligible administrative and operating expenses. The
reimbursement to the County will be based on application approval and the actual grant project
expenditures, up to the applicable combined federal and state total.
The ARP Section 5307 covers operating for Federal FY 2021 in Orange County and represents
100% Federal share of the total amount. These funds are apportioned to the Durham and
Burlington Urbanized Areas (UZAs). This application will utilize ARP funding from both urbanized
areas to support all eligible operating expenses. The reimbursement to the County will be based
on the actual grant project expenditures, up to the applicable federal total.
ALIGNMENT WITH STRATEGIC PLAN: This item supports:
• GOAL 4: MULTI-MODAL TRANSPORTATION
OBJECTIVE 2. Increase community awareness of all modes of transportation including
transit, bike and pedestrian, vehicle, and all other modes.
• GOAL 2: HEALTHY COMMUNITY
OBJECTIVE 2. Expand access to quality, affordable healthcare services. (e.g., Crisis
Diversion facility, Medicaid expansion, crisis response, healthy living campaign).
RECOMMENDATION(S): The Manager recommends that the Board:
1. Conduct a public hearing on the 5311 Administrative, 5310 Operating, and ARP 5307
Operating applications for FY 2026; and
2. Approve the 5311 Administrative grant application for $206,794 with a local match total of
$31,019, the 5310 Operating grant application for $595,550 with a local match total of
$297,775, the ARP Section 5307 Operating application for $315,283 with no local match
required; and
3. Approve and authorize the Chair and staff to sign the FY 2026 Program Resolution
(Attachment 2), Local Share Certification (Attachment 3), and Public Hearing Record
(Attachment 4) as appropriate.

This is to inform the public that a public hearing will be held on the proposed ORANGE COUNTY Community
Transportation Program Application to be submitted to the North Carolina Department of Transportation no later
than October 4, 2024. The public hearing will be held on September 17, 2024 at 7:00 PM before the (governing
board) Board of County Commissioners.
Those interested in attending the public hearing and needing either auxiliary aids and services under the Americans
with Disabilities Act (ADA) or a language translator should contact Jamael Wiley on or before September 5, 2024,
at telephone number 919-245-2006 or via email at jwiley@orangecountync.gov.
The Community Transportation Program provides assistance to coordinate existing transportation programs
operating in ORANGE COUNTY as well as provides transportation options and services for the communities within
this service area. These services are currently provided using fixed route, demand response, and micro-transit
service. Services are rendered by ORANGE COUNTY PUBLIC TTRANSIT.
The total estimated amount requested for the period July 1, 2025 through June 30, 2026.
NOTE: Local share amount is subject to State funding availability.

Applicant seeking permission to apply for Public Transportation Program funding, enter into
agreement with the North Carolina Department of Transportation, provide the necessary
assurances and the required local match.
A motion was made by (Board Member's Name) and
seconded by (Board Member's Name or N/A, if not required) for the
adoption of the following resolution, and upon being put to a vote was duly adopted.
WHEREAS, Article 213 of Chapter 136 of the North Carolina General Statutes and the
Governor of North Carolina have designated the North Carolina Department of
Transportation (NCDOT) as the agency responsible for administering federal and state
public transportation funds; and
WHEREAS, the North Carolina Department of Transportation will apply for a grant from
the US Department of Transportation, Federal Transit Administration and receives funds
from the North Carolina General Assembly to provide assistance for rural public
transportation projects; and
WHEREAS, the purpose of these transportation funds is to provide grant monies to local
agencies for the provision of rural, small urban, and urban public transportation services
consistent with the policy requirements of each funding source for planning, community
and agency involvement, service design, service alternatives, training and conference
participation, reporting and other requirements (drug and alcohol testing policy and
program, disadvantaged business enterprise program, and fully allocated costs
analysis); and
WHEREAS, the funds applied for may be Administrative, Operating, Planning, or Capital
funds and will have different percentages of federal, state, and local funds.
WHEREAS, non-Community Transportation applicants may apply for funding for
"purchase-of-service" projects under the Capital Purchase of Service budget, Section
5310 program.
WHEREAS, (Legal Name of Applicant) ORANGE COUNTY hereby assures and
certifies that it will provide the required local matching funds; that its staff has the
technical capacity to implement and manage the project(s), prepare required reports,
obtain required training, attend meetings and conferences; and agrees to comply with

Title VI of the Civil Rights Act of 1964 requires the North Carolina Department of
Transportation (NC DOT) to gather statistical data regarding participants and
beneficiaries of the agency's federal-aid programs and activities. NC DOT collects
