PURPOSE: To discuss appointments to the Orange Unified Transportation Board.
BACKGROUND: The Orange Unified Transportation Board (OUT Board) advises the Orange
County Board of County Commissioners on the overall planning and programming of
transportation improvements in the County.
The Board of County Commissioners appoints all twelve (12) members, with representation
from each of the County's townships to the extent possible. There is also one (1) non-voting
youth member. The OUT Board does not make recommendations.

My professional background is in IT and Project Management so I have extensive experience
requesting and reviewing project proposals.
We ve lived in Orange county for 39 years and have seen how growth has changed and
impacted the roads.
Reasons for wanting to serve on this board:
General interest in helping to manage the county s growing transportation needs with a particular
interest in bicycling and public transit.
Contribution to the diversity of viewpoints on this board:
2.Without knowing the current makeup of the committee/advisory board, it's hard to say how I
would add diversity. I would not be adding racial diversity. I will share a little more about who I
am and leave it to you or others to determine if that brings different/diverse viewpoints. I'm
retired after 35 years in Information Technology in RTP. I've lived in Orange County since 1976
and for my working years I commuted to RTP daily, so I've seen quite a change in transportation
needs and options in the county. I'm a serious recreational bicycle rider. I bike to Carrboro and
Durham for errands, shopping, dining, etc., and I take longer rides into the County for recreation.
So I bring a mix of experience riding in-town and out of town. Gasoline powered vehicles remain
my primary mode of transportation. My professional work involved lots of project management
and evaluation of vendor bids, budget development, and other aspects of moving large projects
from the proposal stage to implementation. My interest in joining the group is two-fold:
a.As a bike rider not located within town limits, I'm interested in improving infrastructure so that it
can be enjoyed safely.

1. Please describe, generally, your reasons for wanting to serve on the OWASA Board of
Directors.
I would like to be re-appointed to continue the contributions in my previous appointment to the
Board. I am a North Carolina Professional Engineer with extensive consulting experience in the
design, construction and operation of water and sewer utilities across the US and abroad.
2a. Please list/explain your experience, either professionally and/or from other
boards/commissions that you have in the areas of budget, personnel, and management.
In my prior appointment three of my specific contributions were to 1) Recommend a firm which
was brought on to negotiate employee health insurance benefits with BCBS, 2) Contributed to a
review of emergency plans to build a pipeline and pump station to provide raw water from the
Haw River when the Cane Creek Reservoir was at a critical stage, and 3) My insistence with the
support of other Board members that OWSASA re-evaluate the safe yield water supply from the
reservoirs anticipating additional drought conditions in the future.

3. What do you understand OWASA's role to be regarding issues of growth and
development?
Ensure adequate water supply that meets and exceeds EPA standards for drinking water,
provide wastewater treatment and sludge disposal, anticipate and provide for Capital
Improvements of the infrastructure as necessary to support growth and fail-safe operation of the
treatment systems, pump stations, and ensure contingency plans are in place for existential and
environment risks and threats.
4. What do do you hope to accomplish if appointed?
Continue the contributions I made previously as a Board member.

I have always wanted to serve on a community organization. My wife and I have now put down
roots in Orange County and I am wanting to get more involved with community issues. Serving
on this board would give me the ability to exercise my skills by contributing to the needs of the
county.
How would your particpation on this board contribute to the diversity of viewpoints?
I have served the people of the state of NC in an impartial, adjudicatory capacity, and now
defend the interests of a business. I am adept at considering all sides of any particular situation.

I am an in-house attorney by trade. My mother recently retired as an NC public school teacher,
serving for 29 years. My father works in the business office of Surry Community College and has
been in that position since the 2000s. My uncle and aunt are both department chairs at an NC
community college. My uncle has been the past-president of the North Carolina Community
College Faculty Association.
Please explain your reasons for wanting to serve on this board
I understand the value of community college and vocational learning. I have taken a continuing
education course at DTCC and have been living in Durham/Orange County since 2021. 1 would
like to promote college education in the county in which we have put down roots.

I am under 30 and understand the desires of young students/young professionals.

I am adept at negotiations, reviewing contracts, and performing legal research, as my day-to-day
job as an in-house attorney involves completing those tasks daily. My perspective as an attorney
would be valuable to this team.

I am a public transit user and use it as much as possible when I travel. I am particularly
interested in this topic, and believe that our county needs to be focused on transit as a priority
item.

As a writer, historian, and world traveller, I have studied transportation from urban to rural
around the globe. I have researched and written about both passenger and freight infrastructure.
Having lived in big cities with extensive transit (New York) and without(Houston) I know first-
hand the benefits and complications of getting people to and from where they need to be.
Please explain your reasons for wanting to serve on this board
Having lived in Orange County for six years, and having sat in traffic for all of that time, it is clear
that there are granular, tactical, and strategic actions that can and should be taken to ease
congestion, improve efficiency, and reduce environmental impact. With home building booming
in and around Chapel Hill, it is imperative to accelerate transportation improvements.
How would your particpation on this board contribute to the diversity of viewpoints?
I bring a balanced, practical approach. Too much transport planning is centered on the car, or on
unrealistic ideas. Walkable communities served by public transport are the long-term goal, but
there are simple fixes to current traffic problems on the way to that goal.

I am a long time resident of Orange County(16 years) and I have an interest in how
transportation systems and roads can best serve the diverse needs of our county residents. My

I am recently retired and want to use the increased time I now have to serve Orange County- I
think the transportation systems are critical for the future of our county-for both way of life and
economic development.

I am not an expert on transportation by professional background, but rather I have the
experience of a county resident who uses our roads day to day. I have also lived and worked in
other cities around the country and bring my experiences with both road systems and public

Affordable Housing Advisory Board
Please explain how your background, education and experience is relevant to this board

My primary experience for this board is working in the area of providing affordable housing -
primarily through working for many years as a volunteer with Habitat for Humanity. My work with
both the prospective homeowners and the Habitat organization make me deeply aware of the
problems associated with the lack of affordable housing.
Please explain your reasons for wanting to serve on this board
I am recently retired and I want to use the increased time I now have to serve my community and
Orange County. As noted above, I have volunteered in multiple capacities with Habitat for
Humanity and I hope I can help address, in a small way, the affordable housing situation in
Orange County by serving on this advisory board.
How would your particpation on this board contribute to the diversity of viewpoints?
There are a diverse set of needs around affordable housing -from the needs of unhoused to
support for low income populations, etc. I have not worked in all of these areas, but I hope I can
bring the experience and viewpoint as someone who has a heart for improving the affordability of
housing in Orange County.

I am a retired senior executive from the energy industry with over 40 years of experience in that
field. I was involved in such issues as strategic planning, budgeting , HR and P/L responsibility
for my company. Part of my business mandate included the operational and logistical aspect of
moving commodities by a variety of modes of transportation.
Early in my career I was involved in Transportation planning, from an energy conservation point
of view, for a state agency in New Jersey.
My graduate studies was in Urban Planning and I wrote and studied, a long time ago, the
possible impact of what is now known as "work from home" on the need to invest in
transportation infrastructure
Please explain your reasons for wanting to serve on this board
I have only been living in Chapel Hill for a little over a year. I have become aware of the intense
interest among citizens throughout Orange County that growth needs to be thoughtfully planned
out and implemented with the goal to providing a balance between the need to support economic
growth and maintaining a high quality of living for residents, employers and employees.
How would your particpation on this board contribute to the diversity of viewpoints?
I have lived in areas that have been highly dependent on the automobile as the only means of
transit (Texas for over 30 years and the NY metropolitan area) and have seen and experienced
both good and bad aspects of Transportation planning and how communities are impacted. I
believe that I can bring am impartial point of view to discussions and look to help achieve
consensus on the issues that are brought to the board. I am looking forward to being more
informed about local issues and would like to add my voice to the discussions.

Please explain how your background, education and experience is relevant to this board
I have recently retired from a career in the Energy industry. I held a series of senior executive
positions where I deal with such issues as strategic planning, budgeting, financial planning,
investment decision making among other things. I attended graduate school at NYU in the1070's
and have a degree in Urban Planning. However, my career was not focused on Urban planning,
but I developed analytical skills that benefited me through out my work career.
Please explain your reasons for wanting to serve on this board
I have only been living in Chapel Hill for a little over a year after spending the last 30 plus years
living in the Houston, Tx area.. One of the reasons my wife and I moved to this area is the
abundance of places to go to enjoy outdoor activities. I would appreciate the opportunity to be
involved in.
How would your particpation on this board contribute to the diversity of viewpoints?
Being from outside the area and comin from a part of the country that did not have a robust
planning function for Parks and Recreation, i can appreciate the opportunity to participate in the
planning process.
Also being new to the area, I have no particular bias as to what is a good or bad proposal, and
can look at issues with fresh eyes and an "outsiders:" perspective. I however, I am keen to move
from being an uninformed outsider to an engaged local citizen.

Orange Water&Sewer Authority Board of Directors
1. Please describe, generally, your reasons for wanting to serve on the OWASA Board of
Directors.
A long time ago I pursued a career in the Urban Planning field. I have always been interested in
understanding the issues that result in development of an area. One area that has significant
impact on development is water and sewer resources. I am new to the area and would like to
help in guiding the use of this valuable resource.
2a. Please list/explain your experience, either professionally and/or from other
boards/commissions that you have in the areas of budget, personnel, and management.
I have not served on any boards, but I was the President/CEO of a division of an international
company for many years. In that position I dealt with all issues in running a business, from
budgeting, HR, career development, collaboration with other divisions of my company,
marketing, etc.
2b. In addition to the experience listed in the question above, please list the
work/volunteer experience/qualifications that would add to your expertise for this board.
I did volunteer work in Houston, TX for the SBA after I retired. This ended with the start of the
Covid pandemic. I always like to hear different points of view regarding a problem or issue and
strive to find consensus in making my decisions. I also am very familiar with quality and quantity
testing which was very important to my job and is very critical to water quality and wastewater
treatment strategies

Long term planning of water resources in Orange County. This is not just drinking water and
other non potable water, but also wastewater management

Bring experience in running a very complicated business. Giving back to the community in a way
that is both fair and balanced

I am a board/founding member of the Carrboro Bicycle Coalition, an advocacy group in
Carrboro, and am also on the board of BikeWalk NC, a statewide safe streets advocate. I
have served on committees with members of NCDOT to produce a Best Practices guide
as well as serving on the state's Highway Safety Plan. I help put on an annual statewide

I have been a safe roads advocate for over 40 years. I chaired the Bicycle Safety Task Force in
2018. 1 attend most MPO meetings for our area. I am very well informed, quite familiar with
Vision Zero, Complete Streets, and the Safe Systems approach to transportation, and I am very
multimodal in my transportation choices, using buses, bikes, walking, driving, and trains to get
around the state.
Please explain your reasons for wanting to serve on this board
I think I can bring a safety, equity, and environmental eye to the discussions of road changes.
How would your particpation on this board contribute to the diversity of viewpoints?
My multimodal lifestyle will bring a lot of insight into how to move people, not just cars. I have
traveled using public transit in a dozen countries, and have seen how it is possible to use bus
travel and bike travel to also improve car travel.

Background: I am an immigrant. I was born in Bangladesh but raised in Florida. I moved to NC
(i.e., the RTP area) in 2019. My background exemplifies how I will bring a different mindset into
the board.
Experience: During my undergraduate career at the University of Florida (UF), I was on the
planing board for Bangladeshi Student Association (BSA). During my tenure, I realized I enjoyed
planning events. Therefore, I want to challenge myself by getting involved in the Orange County
Planning Board .
Education: I have formal education in Computer Engineering (BSc) and Computer Networking
(MSCN). In simple English, I am an engineer at heart. One of the attributes of a high performing
engineer is planning, planning, and planning. A well devised plan makes a difference between a
successful outcome versus non successful outcome.
Please explain your reasons for wanting to serve on this board
My reasoning is simple: I want to give back to the community by volunteering my time. However,
I specifically selected this board as my number one choice because I will enjoy what I am doing.

I do want to help in fixing our outdated infrastructure (i.e., roads, bridges, etc.). I feel we made
