PURPOSE: To receive a briefing from Clarion Associates, LLC, on the Land Use Plan 2050 for
discussion and feedback.
BACKGROUND: At its April 30, 2024 work session, the BOCC received a presentation with an
update on completed project deliverables and progress towards the development of land use
alternatives to be used to test and explore policy options for the new Plan. The work session
provided an opportunity for the Board to ask questions and offer input for refining land use
alternatives prior to the upcoming community engagement window. Agenda materials from this

Tonight's presentation from Clarion will include a briefing on the development and preliminary
findings of four (4) modelled land use alternatives. Much of the information to be presented can
be found in a recently completed project deliverable, the "Land Use Alternatives Report", available

Community Engagement Window #2 (three total) — A series of public workshops and targeted
community meetings will provide opportunities for community members to participate and share
their reactions to the four alternatives. Community reactions to various aspects of the alternatives
will inform an eventual single map, the Conservation and Growth Framework (also known as a
"Future Land Use Map"), which will be an important part of the overall Land Use Plan. The public
survey period, including online surveys, will launch on September 18, 2024 and close on
November 3, 2024. Two (2) surveys will be offered, in short-form and long-form versions, to
provide options for participation and increase online participation. Two Public Workshops are
scheduled as follows:
Wednesday, September 25, 2024, 6:OOpm — 7:30pm
Gravelly Hill Middle School Auditorium, 4801 W Ten Rd., Efland
Thursday, October 3, 2024, 6:OOpm — 7:30pm,
American Legion Post 6, 3700 NC Highway 54, Chapel Hill

County Planning staff has been tabling at area community events such as Efland-Cheeks
Community Center Back to School, Festival Latino Americano in Carrboro, and others. This work
will continue until early November and is to promote interest and collect input via surveys.
Planning staff is also working directly with community organizations and leaders to host
community meetings for reaching populations that have traditionally been underrepresented in
Orange County land use planning. The Clarion team will be assisting Planning staff with the
facilitation of meetings and Planning staff is partnering with meeting hosts to distribute invitations
and encourage participation among respective communities. This is a different approach than
that which was used during Community Engagement Window #1, which featured fewer meetings
and less Planning staff involvement.

at the meeting.
FINANCIAL IMPACT: There is no financial impact associated with this item.
ALIGNMENT WITH STRATEGIC PLAN: This item supports:

development through supportive policy, funding, farmland protection and educational

OBJECTIVE 7. Conserve and protect high priority open space, including Natural Heritage
sites, nature preserves, watershed riparian buffers, and prime/threatened farmland.
OBJECTIVE 8. Include environmental stewardship objectives in the Comprehensive Land
Use Plan.

OBJECTIVE 7. Invest in services and programs that improve the health and quality of life
of the community (e.g., recreation and public open spaces, arts, etc.)

OBJECTIVE 5. Review County ordinances, policies, agreements, and the regulatory
processes to streamline practices, and increase opportunities and reduce barriers to
construct housing.
OBJECTIVE 7. Expand resources and invest in housing designed for our aging and
disabled residents.
OBJECTIVE 9. Increase representation of people with lived experience on housing related
matters.
• GOAL 4: MULTI-MODAL TRANSPORTATION
OBJECTIVE 1. Identify priorities and resources necessary to implement the Orange
County Transit Plan.
• GOAL 5: PUBLIC EDUCATION/LEARNING COMMUNITY
OBJECTIVE 1. Foster collaborative relationships with formal and informal educational
organizations and agencies to provide opportunities for community members to meet,
connect, and learn together.

OBJECTIVE 2. Review and revise County policies and regulations to support business
investment in Orange County.
RECOMMENDATION(S): The Manager recommends that the Board:
1. Receive the briefing from Clarion Associates;
2. Discuss; and
3. Provide feedback.

RE: Discussion of the Comprehensive Land Use Plan with the Orange County Board of
Commissioners
This memorandum outlines the Comprehensive Land Use Plan (CLUP)project presentation and facilitated discussion
that will be conducted at the September 10, 2024, Orange County Boad of Commissioners work session.
1. The first objective of the meeting is to brief the Board on project progress.The presentation will provide a
brief overview of Phase 4 work that is completed and underway.The graphic below provides an overview of
the Land Use Plan 2050 phases.

PUBLIC ENGAGEMENT
2. The second objective is to update the Board on the development and findings of the four modeled land use
alternatives that will be used to test and explore policy options for the new Land Use Plan. This will include
a presentation on the following:
a. The purpose and intent of testing land use alternatives as part of developing an updated Land Use
Plan and how this information will be used to guide policy direction.
b. The process that has been undertaken to define the land use alternatives, including guidance from
community sentiments shared during stakeholder interviews and community engagement window#1,
and technical findings available in the Fact Book.
c. The four policy concepts being tested through the land use alternatives.

d. The outcomes and results of the modeled alternatives.
e. The approach for testing the land use alternatives with residents through community engagement
window#2.
The Board will be able to ask questions about the land use alternatives.Any additional policy considerations can be
addressed during development of the draft Growth and Conservation Framework that comes after the land use
alternatives testing(CEW#2).
The land use alternatives will be shared with the public for their feedback as part of Community Engagement
Window#2. A series of public workshops and targeted community meetings will provide several opportunities for
community members to participate and share their reactions to the four alternatives through online activities
launching September 18 and at in-person meetings starting September 25, 2024 and ending on November 3, 2024.
