SUBJECT: Resolutions Requesting the Towns of Carrboro and Hillsborough to Partner
50/50 with the Hyconeechee Regional Library System and County far the
Development of Free-Standing Branch Libraries in Their Downtowns

PURPOSE: To consider adopting resolutions proposing that the Towns of Carrboro and
Hillsborough partner with the County financially in order to secure development of free-standing
branch libraries in their downtown areas.
BACKGROUND: The Library Services Task Force, re-constituted in 2004, completed its work
in September and presented a final report to the Board on October 19, 2004. The report
included recommendations for free-standing branch libraries in both Carrboro and Hillsborough
townships. Establishing these libraries was envisioned as a cooperative venture between the
partners with each facility owned and operated in accordance with an inter-local agreement to
be jointly developed,
As follow up to the Task Force Report and in consideration of the Towns' continued and
expressed interest in free-standing branch libraries within their downtowns, the Board thought it
appropriate and consistent with precedence to request that the Towns consider entering into a
50/50 financial partnership with the County in order to see these capital projects accomplished,
FINANCIAL IMPACT: Each resolution proposes a 50-50 cost share for the development of free
-standing branch libraries, Exact development costs are yet to be determined and would
emerge through a deliberative process among the affected stakeholders.
RECOMMENDATION(S): The Manager recommends that the Board consider adoption of the
proposed resolutions and transmittal to the Towns as appropriate.

TO PARTNER FIFTY/FIFTY FINANCIALLY WITH THE HYCONEECHEE
REIGONAL LIBRARY SYSTEM AND COUNTY
IN THE DEVELOPMENT OF AFREE-STANDING BRANCH LIBRARY
IN ITS DOWNTOWN AREA
WHEREAS, the Board of Commissioners of Orange County, North Carolina is
dedicated to providing comprehensive library services to all County residents, in both
urban and rural areas; and
WHEREAS, Orange County recognizes and values the opportunity to collaborate with
the Town of Carrboro toward the development of branch library services as desired
within its corporate limits to enhance the library facilities, services and opportunities
available in Cazrboro; and
WHEREAS, the Town of Carrboro along with the County recognizes the vital role that
libraries play in the lives of our residents and our communities, providing resources for
lifelong learning, an outlet for recreational reading, a bridge across the digital divide, a
slate of cultural programs for all ages, and a community center for all to use; and
WHEREAS, the Library Services Task Force, with the active participation of Cazrboro
elected officials, recommended the siting of a branch librazy in downtown Carrboro
where it would be accessible to transit and other aznenities;
NOW THEREFORE BE IT RESOLVED that the Board of Commissioners of Orange
County, North Carolina, does hereby call upon the Town of Carrboro to affirm its
commitment to afree-standing branch library in its midst by agreeing to establish a 50/50
financial partnership with the County to provide the capital funding for the
implementation of this important public purpose.
