BACKGROUND: Chair Carey recently received a letter from Mr. Roy Brock, President of the Friends of the Chapel Hill Senior Center, stating that the Board of Directors of the Friends of the Chapel Hill Senior Center had voted unanimously to request the Orange County Board of Commissioners to consider naming the new Southern Orange Senior Center building as the "Robert and Pearl Seymour Senior Center". The Friends made the request because they feel that this Senior Center was Mr. Seymour's vision and he has been supportive of the Chapel Hill Senior Center from the beginning. The Friends feel that naming the Senior Center building after the Seymours' would be a permanent and lasting tribute to a couple who are loved and respected in this community.. Chair Carey sent a memo to the Board Commissioners, dated October 10~h, in reference to his many discussions with the Friends' Board of Directors and the Department on Aging and his decision to propose that the Commissioners consider naming the Southern Orange Senior Center for Robert and Pearl Seymour. FINANCIAL IMPACT: None RECOMMENDATION (S): The Manager recommends that the Board consider the proposed resolution to name the New Southern Orange Senior Center for Robert and Pearl Seymour. ORANGE COUNTY BOARD OF RESOLUTION TO NAME THE NEW SOUTHERN ORANGE SENIOR CENTER FOR ROBERT AND PEARL SEYMOUR WHEREAS, Robert Seymour has been a guiding force in the inception, planning, and design of the new senior center since the project first began almost 20 years ago; and WHEREAS, leaders of both the Orange County Advisory Board on Aging and the Friends of the Chapel Hill Senior Center recognize and acknowledge Reverend Seymour and his wife Peazl for devoting years to serving the needs of seniors and volunteering their skills and expertise for the people of Orange County; and WHEREAS, the Board of Directors of the Friends of The Chapel Hill Senior Center voted unanimously to request the name of the new senior facility located on Homestead Road to be named the "Robert and Pearl Seymour Senior Center"; and WHEREAS, members of the Orange County community strongly believe the Seymours are deserving of this honor through their proven commitment and dedication to the growing population of mature citizens; and NOW, THEREFORE, be it resolved that the Orange County Board of Commissioners do hereby acknowledge the years of hard work and dedication provided to the senior community of Orange County by the Seymours and do hereby name the new senior facilities in southern Orange County the "Robert and Pear] Seymour Senior Center". Moses Carey, Jr., Chair Orange County Board of Commissioners Memorandum To: Board of Commissioners Subject: Naming of Southern Orange Senior Center From: Moses Carey, Jr. Date: October 10, 2005 This is to inform you that after numerous discussions over the last few weeks with leaders of the Friends of the Chapel Hill Senior Center and the Orange County Boazd on Aging, I have decided to ask our boazd to consider naming the Southern Orange Senior Center for the Seymout's. All groups contacted believe strongly that this honor has been eazned over the years Rev. Seymour has devoted to serving the needs of seniors and those of Orange County as a volunteer. Since they are Earn in their request (of which you have a copy) to name the building for the Seymour''s I have discussed the matter with Vice Chair Barry .Jacobs and we have decided to proceed as follows. November 2, 2005 meeting---Ask BOCC to consider revising our policy to expressly pernvt naming the building for a living person and to remove the current process requirement that the Manager must make a recommendation to the board after a request has been made to him. The matter of a policy change does not require a public hearing. November 15, 2005 meeting----Ask the board to consider naming the building for the Seymour''s All parties to this discussion are awaze of what our current policy includes on this issue, Further they aze sensitive to the fact that the Seymour's aze not awaze of this effort and want us to avoid using the Seymour's name until we consider the matter in the 15`h, if possible. The staff will provide the appropriate copies of the policy in the agenda packet for the Nov. Znd meeting. If you wish to have it before then, please contact John Link. Past President The Chapel Hill Senior Center was Bob Seymour's vision, and he has Directors supported the Center in every way since its beginning.
