PURPOSE: To approve the purchase of replacement Computer Aided Dispatch system software
and implementation services for the Emergency Services Department's Public Safety
Communications Division.
BACKGROUND: Orange County Emergency Services and its public safety partner agencies
have used the curent Computer Aided Dispatch (CAD) system since 2013. In recent years, the
vendor has failed to provide meaningful development and adequate support for the current CAD
system. Over the past two years, a cross-discipline team identified needs, features, and
conducted various demonstrations of alternative CAD solutions. After careful evaluation,
Hexagon Safety and Infrastructure's OnCall Dispatch CAD was chosen as the most suitable
replacement solution using the U.S. General Services Administration (GSA) contract
47QTCA18D003G. Hexagon is the sole source provider of the "open market" items necessary
for the project not on the GSA Multiple Award Schedule.
The proposed replacement CAD provides the necessary interfaces or interface capability for third
party applications used by Emergency Services and partner public safety agencies. Additionally,
mobile client licensing is included for public safety partner agencies to improve interoperability
between the communications center and units in the field. Several other North Carolina localities
currently utilizing the same CAD system as Orange County have selected Hexagon OnCall
Dispatch as their replacement CAD system, which should provide opportunites for increased
interoperability and collaboration.
FINANCIAL IMPACT: The cost of the CAD software and implementation services is
$2,729,399.34 due in eight (8) milestone payments based on completion of project deliverables.

The Board of Commissioners approved $2,800,000 in the FY 2024-25 Capital Investment Plan
(CIP) for public safety software enhancements. Additionally, Budget Amendment #1 on this
September 5, 2024 Business meeting agenda provides for $612,242.35 in funding from the
Emergency Telephone System Fund (ETSF) balance and $423,311.21 in funding from an
approved ETSF funding reconsideration from the NC 911 Board. The combination of CIP and
approved ETSF funding covers the total cost of all portions of the CAD replacement project
outlined for this item and the two other CAD-related items on this September 5, 2024 Business
meeting agenda.

The replacement CAD system will ensure Emergency Services and partner public safety agencies
have the best possible tools to remain at the forefront of ever-developing technology to respond
to the needs of the community.
RECOMMENDATION(S): The Manager recommends that the Board approve the purchase of
the Hexagon OnCall Dispatch CAD system, authorize the Chair to sign the contract, and authorize
the County Manager to execute any renewals, amendments, extensions and other associated
legal documents related to the agreement as necessary.
