PURPOSE: To approve a resolution authorizing the exchange of surplus duty weapons for credit
from Craig's Firearm Supply, Inc.
BACKGROUND: The Orange County Sheriff's Office is in possession of surplus duty weapons
that are no longer needed due to a transition to a new handgun. Pursuant to North Carolina
General Statutes § 160A-271, the Sheriff's Office has obtained an agreement with Craig's Firearm
Supply, Inc. for the exchange of the surplus duty weapons for full and fair consideration in the
form of credit in the amount of$4,585 to be used for the purchase of law enforcement equipment,
accessories, ammunition, etc.
FINANCIAL IMPACT: Following the required procedure under the General Statutes, a notice of
proposed exchange was published in the News of Orange. Upon the Board of Commissioners'
adoption of the resolution, Craig's Firearm Supply, Inc. will take possession of the surplus duty
weapons and provide the Sheriff's Office with credit in the amount necessary to purchase ten (10)
Glock 45 GNS 5.5LB 17RD FS.
ALIGNMENT WITH STRATEGIC PLAN: This item supports:

OBJECTIVE 5. Invest in, support, train, and retain our community safety, health, and
emergency services employees and direct care workforce.
OBJECTIVE 6. Provide sustainable, equitable, and high-quality community safety and
emergency services to meet the community's evolving needs.
RECOMMENDATION(S): The Manager recommends that the Board adopt and authorize the
Chair to sign the resolution.

RESOLUTION AUTHORIZING EXCHANGE OF PROPERTY
WHEREAS, the Orange County Sheriffs Office is in possession of surplus duty weapons that are
either no longer needed by or not best suited for the agency; and
WHEREAS,Craig's Firearm Supply and Police Distributors Inc.was founded in 1995 with a mission
to provide the highest quality of protection to the people that need it. Craig's Firearm Supply strives
"to protect those who protect us by supplying them with the finest firearms and supplies available";
and
WHEREAS, the County and Craig's Firearm Supply wish to make an even exchange of the surplus
duty weapons for merchandise credits; and
WHEREAS, North Carolina General Statutes § 160A-271 authorizes the county to make such an
exchange if authorized by the Board of Commissioners by a resolution adopted at a regular meeting
of the board upon at least 10 days'public notice; and
WHEREAS, the County has given the required public notice, and the board is convened in a regular
meeting.
THEREFORE,THE BOARD OF COMMISSIONERS OF ORANGE COUNTY HEREBY RESOLVES THAT:
1.The exchange of properties described above is authorized.
2. The appropriate county officials are directed to execute the appropriate instruments necessary
to carry out the exchange.
