Evidence submitted by the appellant:
• Per phone conversation and site visit,the appellant stated that in 1976 there was a single-wide
manufactured home on site. In 1978, she and her husband pulled the single-wide to the side of
the lot. They self-constructed the current home at the current location. She described the
physical labor conducted at that time.
• The appellant is in need of the residence to be correctly classified for insurance purposes.
Evidence submitted by the county representative:
• A site visit was conducted on June 20,2024. The taxpayer was present but denied appraiser to
observe the interior of the residence for grade,condition, or construction standards. Exterior
measurements and photos were taken of the residence and the outbuilding. It is the appraiser's
position that the residence is a conventionally constructed(stick-built)home.
• Corrections to property record includes:
1. Reclassify from R060-Manufactured Home to ROI O-Single Family
2. Effective Year Built from 1978 to 2000,due to continual maintenance
3. Floors-P-Plywood to H-Hardwood
4. 1-Forced air heat system to 4-Combo Heat&Air
5. Open porch to screened porch
6. Added patio next to screened porch
7. Corrected the storage building to include depreciation.
8. Added 2 lean-to sheds to storage building.
These corrections would result in a revised assessed value of$188,700.

• Appellant is requesting a change in value based on a comparable sale at 2319 Ira Road,PIN
9846327567.
Evidence submitted by the county representative:
• Taxpayer has supplied the sale of 2319 Ira Rd as a comparable property for the subject's value.
This property sold for$370,000 in 2019. Taxpayer is requesting the assessed value of the
subject home to be reduced to $370,000 based on this sale.
• Sales through 12/31/2020 were utilized for the 2021 revaluation period. During the reval.
process,the most current sales are better representatives of the market conditions. In 2020,
Orange County had strong sales based on current market conditions. There was a notable
increase in sales to listing ratios along with a higher market demand in 2020 than in 2019.
• It has been determined the recorded 3,559 square foot of the subject was incorrect.A re-sketch
has determined 3,303 square foot is a more accurate estimate to be utilized for tax year 2024.
• Attached is a grid comparing the taxpayer comparable to the subject along with 3 additional
comparables. The additional comparables are all 2020 sales. In addition to being more timely
sales,they are more similar in age, square footage,heat system, and construction style than the
taxpayer's comp. Comp 2 has a higher overall quality than the subject. This is reflected in its
higher sales price and higher assessed building value. For this reason, Comps 1 &3 are given
higher weight when determining the estimated value of the subject's building value. These two
comps are similar to the subjects building value;therefore,the building value is appropriate at
$347,200.
• In addition to the dated sale of the taxpayer's comp,the comp is of a lower construction
quality,has an inferior heating system, and a unique floor plan that would not be desirable to
the traditional homebuyer. It is this appraiser's position that these aspects are what led to the
relatively lower sales price.

• Appellant provided a 13-page document(document can be found in Spatialest). Detailed
information in the document pertains to:

Evidence submitted by the county representative:
• On July 10,2024 a site visit to the property was completed by Orange County Appraiser,
Louise Lochner and Real Property Appraisal Manager,Roger Gunn. The taxpayer,Todd Atlas,
was present. The interior and exterior of the home was viewed.
• It was determined the home has 5 full bathrooms. This is a correction from 4 baths.
• Mr. Atlas provided 3 comparable sales for review. Two of these sales were inappropriate due
to the age of homes. They were built in the 1960's. The remaining sale at 7108 Kobold Lane
(9890677140) is a valid competing property due to age and construction style. The grade
established for the competing home is A+20,while the grade for the subject home was A+45.
A fair and equitable grade of the subject home was determined to be A+20 based on the
comparable.
• The homeowner provided information concerning construction costs of the additional features
of the property. Upon review of all the amenities it was determined to adjust the grade of the
amenities from `A' to `C'. This was due to the amenities being of average quality with no
additional accoutrements such as lighting and specialized finishes.
• The tennis pavilion was reviewed. The Special Features section of the property record card
outline the specifics. Included are the `Bath House' which has a half-bath plus shower,the `Stg
Bldg' for storage, a concrete patio area, and a `Porch' graded as `A' due to including a sink and
small refrigerator. These components total an assessed value of the pavilion of$16,200.
• The Tennis Court has 50%depreciation applied. The taxpayer conveyed the court has
imperfections due to the material utilized on the concrete. It is unknown to the taxpayer if the
court can be repaired or refinished.

• Per NCGS 105-311 (b)(1),when submitting abstracts by mail, if no date is shown on the
postmark, or if the postmark is not affixed by the LISPS,the abstract is considered filed when
received in the office of the assessor.
• The abstract was received in our office on 2/6/2023, after the 1/31/2023 deadline. With no
USPS postmark the abstract was marked late,which adds a 10%penalty to the calculated
taxes.
• NCGS 105-311 (c) further states the burden of proof is on the taxpayer to show the abstract
was timely filed.
• A copy of the Certificate of Bulk Mailing has been provided showing a USPS postmark of
1/30/2023. This proof would show the abstract can be marked timely.

• The Appellant provided an appeal with an effective date of May 13,2022. The Appellant also
states:
'Tour properties have sold within this building in the time that I have owned this unit.Not one
property, including one sold in 2023,has sold for more than $190/square foot. The valuation
provided was done by a professional appraiser. I had the property on the market at$1,100,000
for approximately 2.5 years and received 2 offers during that time that both fell through. One

offer was for$900,000 and the second offer was $700,000. According to a commercial lender
at Fidelity Bank NC,who is based in Chapel Hill,comparable properties to Unit 300 are
running far below the value that Orange County has assessed this Suite at. It should never have
been assessed at$235/square foot which,I believe,was largely based on an income earning
portfolio transaction of two newer buildings adjacent to the property located at 1506 E Franklin
Street."
Evidence submitted by the county representative:
• The property under appeal is an office condominium located at 1506 E Franklin Street, Suite
300,in Chapel Hill. The appellant provided an appraisal with an effective date of May 13,
2022,which was post revaluation.
• A sales report of comparable office condominiums sold prior to January 1,2021 was conducted
and the average sales price per square foot was $191.73. Also included was an equity analysis
of office condominiums from the same condominium project as the subject and the average
value per square foot was $248.71.
• To bring the subject unit more in line with other comparable units as of 1/1/2021,the County
applied an E5 market adjustment,which lowered the assessed value to $1,093,400,or
$220/square foot. The County recommends a revised value of$1,093,400 for the subject
property.

• The Appellant provided three comparable properties to support their opinion of value. The
first,PIN 978878142, is located at 704 E Franklin Street in Chapel Hill. The 2024 assessed
value of this property is $2,240,800. The second,PIN 9788785857, is located at 729 E
Franklin Street in Chapel Hill. The 2024 assessed value of this property is $2,109,519. The
third, PIN 9788784950,is located at 721 E Franklin Street in Chapel Hill. The 2024 assessed
value of this property is $2,396,900.
Evidence submitted by the county representative:
• The subject property is located at 620 E Franklin Street in Chapel Hill. A field inspection was
conducted on August 2,2024.
• The County performed a sales analysis on comparable properties in the subject's neighborhood.
The result was an average price per square foot of$337.52. The subject property is currently
assessed at$3,327,300, or$369 per square foot . With changes recommended by the County,
the subject's assessed value would be reduced to $2,242,100,or$249 per square foot. At 9,013
heated square feet,the subject property has more heated square footage than the comparable
properties. It has significantly more square footage in most cases. This results in a lower price
per square foot for the subject property.
• The County also performed an equity analysis. This analysis included the three comparable
properties that were submitted by the appellant, as all were similar and in close proximity to
the subject. The equity analysis resulted in an average value per square foot of$375.47. The
subject is currently assessed at$3,327,300, or$369 per square foot. With changes
recommended by the County,the subject's assessed value would be reduced to $2,242,100,or
$249 per square foot. Again,the subject has more heated square footage than the comparable
properties. This results in a lower value per square foot for the subject property.
• After visiting the property,the County recommends removing a porch from the special
features/yard items section of the property record card. The porch has an assessed value of
$4,700. To bring the subject's assessed value in line with the values of similar properties as of
January 1,2021,the County recommends reducing the quality grade from AA30 to A25.
• These changes would reduce the assessed value from$3,327,300 to $2,242,100. The County
recommends reducing the value of the subject property to $2,242,100.
