Carrboro Mayor Pro Tem Diana McDuffee serves as Chair far this Workgroup, The results of these meetings are presented at this time as the final report to the members of the Board. FINANCIAL IMPACT: The Workgroup recommends an increase in a total amount of $17,000.00 in the Carrboro Library budget in FY2004-05 to cover extended hours far McDougle, additional compensation for the technology support, additional janitorial services, and related expenses. (This recommendation can be addressed by the BOCC during the course of the normal budget process this spring, If funded, the BOCC would also need to approve a modification in the current contract for operation of the Carrboro Library at McDougle.) The Workgroup also recommends moving forward with implementation ofthe Cybrary in the Carrboro Century Center for which the BOCC has already approved funding in this fiscal year in the amount of $46,000,00. RECOMMENDATION(S): The Manager recommends that the Board receive the final report and refer to the Library Services Task Force. Date: April 6, 2004 To: Orange County Commissioners From: Diana McDuffee, Chair Carrboro Library Workgroup Subject: Report of Carrboro Library Workgroup Thar>Z< you for appointing the Carrboro Library Workgroup to address three issues related to Orange County Library Services in Carrboro. We had a very efficient and effective group that has completed its charge in six months. Listed below are the recommendations we are malting: Carrbm~o Branch Library at McDougle School -The worlcgroup examined the contracts (old and new) for operation of the public library at McDougle School and made recommendations for changes to the new contract, Lisa Stuckey, Chapel Hill Carrboro School Board Member, drafted the new contract, with the workgr'oup reconunendations. This contract will be forwarded to you. hr the new contract the worlcgroup recommended adding Saturday hours and adopting uniform operating hours for the library Monday through Thursday. Extra expenses for custodial care of the facility incurred by the increase in hours of operation of the library are included in the contract as well. Librat•y Services in the Carrboro Century Center -The worlcgroup reconunends that the Cybrary in the Carrboro Century Center should be put into operation as soon as possible. The agreements to implement this service t9rat the Orange Cowrty Commissioners and Carrboro Board of Aldermen approved in the current year's budgets should be followed. Recommendation for a library in downtown Carrboro -The worlcgroup believes that there is substantial conununity support for a public library located in the central business district of Can-boro. The worlcgroup recommends the Commissioners begin plamiing for this facility and consider seeking funding in an upcoming bond referendum. The Orange County library services at McDougle School and the Century Center in Carrboro should be consolidated in the new branch of the Orange County Library in Carrboro. 3 Carrboro Library Work Group Vision for a Orange County Branch Library in Downtown Carrboro Recommendation for a Carrboro Branch Library in Downtown Carrboro The Carrboro Library Work Group reconunends to the Orange County Conunissioners that plarming go forward for afree-standing branch of the Orange County Library System in downtown Carrboro and that both the county and the town of Carrboro incorporate this concept into their° long-range plamiing. A flee-standing librar°y located in downtown Carrboro would provide opportunity for members of the underserved population of southwest Orange County. (See attached statistics). The library would provide pedestrian access and is well served by public transportation- A library in its own space could be open at more convenient hours than in the present location of the Carrboro branch library in McLougle School. The library would serve as an economic development tool for the downtown area and increase the quality of life of residents of southwestern Orange County. The movement of Chapel Hill Public Library away Flom the downtown area leaves a gap that could be filled by a newly located Carrboro branch library. Some general characteristics of the proposed library are as follows: • Size would be between 6-7,000 square feet • At least one meeting room would be part of the plan and possibly more • The building would preferably be owned by Orange County rather than leased • The Cybrary in the CenrinyC.enter and the current branch library in McDougle School would be consolidated in the new facility • Opening day collection should be about 2Q000 volumes (currently about 1.3,000 at McDougle • Public access to the Internet should be provided at minimum of 10 computer terminals. • Access to the NC LIVE databases provided by the State Library of North Carolina to public libraries should be provided. • The library should be open a mininnun of 40 hours a week. • The library should be staffed with professionally trained library personnel • Library Services needs assessments should be conducted with target populations, e,g. senior citizens; Latinos; middle and high school youth; Neigbor°hood organizations in Broad/Lloyd Street, Carr Court, and Northside. • The library should provide an active outreach program with. services to the following groups: hrterFaith Council clients, Orange County .Job Skills Center, downtown neighborhood organizations (e.g. Broad/Lloyd, Car- Court, Northside), Carrboro Community Clinic, EI Centro, local book clubs. While the recommendation For 6-7000 square feet for a library serving a population the size of Carrboro is drawn from state supported guidelines for library space, the library might start with a smaller space and be scaled up over time. The Wodc group `7 recommends considering flexible space. The initial space could exist in new or existing office space in Downtown Carrboro (defined as the CBD). The conunittee recommends that the Orange County Conunissioners consider placing new and expanded Orange County Library facilities on a future bond referendum.
