HomeMy WebLinkAboutMinutes - 19640727 The Orange County Board of Commissioners met in adjourned session on Monday, July 27, 1964, at 7:30 o'clock P.M., in the Commissioners Room in the_Courthouse in Hillsboro, N. C.,-to consider the. 196h--196$ County Budget for final adoption. Members present: Chaizman Donald Stanford, Commissioners Harvey Bennett, Gordon Cleveland, Henry S. Walker and Carl M. Smith. Members absent: None. Representatives of the Orange County School System and the Chapel Hill School System were present and asked to be heard before the final budget was adopted. Howard Thompson, Superintendent of the Chapel Hill School System, made a lengthy request for reinstatement in the capital outlay budget the sum of $131,200.00 for the construction of an addition to the Carrboro School. G. P. Carr, Superintendent of the Orange County School System, requested that $72,000.00, in addition to the sum previsouly requeated be allocated to the County unit for the completion of the Stanback School. These requests were discussed and received due consideration, but no action was taken. APPROPRIATION RESOLUTION To implement decisions reached by the Board in its budgetary discussions the following appropriation resolution was introduced by Commissioner Smith. For the Bond Fund the sum of $ 14,300.00 For the General Fund the sum of 377,730.00 For the Property Revaluation Fund the sum of 20,000.00 For the Public Health Fund the sum of 47,500.00 For the School Current Expense the sum of 400,100.00 For the School Capital Outlay the sum of 543,800.00 For the School Debt Service the sum of 302,000.00 For the General Welfare Fund the sum of 145,956.00 For the Aid to Families with Dependent Children the sum of 22h,357-00 For the Aid to Permanently and Totally Disabled the sum of 122,240.00 For the Medical Aid to the Aged the sum of 23,720.00 For the Old Age Assistance the sum of 149,850.00 Total Appropriation ,371, 3.00 The Total appropriation for School Current Expense shall be divided as follows: County Unit per capita $194,012.00 County Unit birect 31,588,00 Chapel Hill Unit Per Capita 17h,500.00 Total 6r, 0000 The total appropriation for School Capital Outlay shall be divided as follows: County Jnit $145,000.00 Chapel Hill Unit 198,800.00 Building Fund 200,000.00 Total 3 This motion received a second from commissioner Walker and when a vote was called there were 5 ayes and 0 noes. To finance the appropriation just recorded the fallowing tax levy resolution was intro duced by Commissioner Bennett. A poll tax of $2.00 shall be levied on all male persona between the ages of 21 years and $0 years. Twenty five per cent (25%) of the proceeds of this tax shall be deposited in the Welfare Accounts and seventy five per cent (75%) of the proceeds will he deposited in the School Current bcpense Fund. 2. A Special School Tax of $.20 on the •$100.00 of property valuation shall be levied on all property in the Chapel Hill School District. 3. A Special Fire tax of $.10 on the $100.00 of property valuation shall be levied on all property in the Greater Chapel Hill Fire District. L?. On each open female dog sic (6) months of age or older the sum of $2.00, on all other dogs the sum of $1.00. 5. On each marriage license -a tax of $4.00. 6. In accordance with Section B of the Revenue Act (Article 2, Chapter 5, of the General Statutes) and any other section of the General Statutes there is hereby levied a privilege license tax in the maximum amount permitted on all businesses, trades, occupations, or pr entitled to tax, ofessions which the County is Upon motion.of Commissioner Cleveland, seconded by Commissioner Smith, and unanimously adopted, the1sumAdmo. i $131,200.00 was allocated from the building fund to the capital outlay fund of the Chapel Hi1 h instrative Unit for the construction of an addition to the Carrboro Elementary School. Upon motion of Commissioner Cleveland, seconded by Commissioner Bennett, and unanimously adopted $68,800.00 was allocated from the building fun to the Orange County School Unit for the Construction of the Stanback Elementary School. ?• = c 1-.-., Following a brief discussion of future building needs for the school system, the meeting was adjourned.
