PURPOSE: To recognize Mr, Stanley B, Hughes, owner and operator of Pine Knot Farm, as
the 2004 Gilmer L. and Clara Y. Dudley Small Farmer of the Year thrcugh the Cooperative
Extension program, North Carolina A&T State University, Greensboro, NC..
BACKGROUND: Joe L. Dudley, President and CEO of Dudley Products, Inc., has established
the Gilmer L, and Clara Y. Dudley Award in cooperation with the Ccoperative Extension
program at North Carolina A&T State University, This award is a tribute to his parents'
commitment to higher education and their love for farming. The Gilmer L. and Clara Y, Dudley
Award is presented annually to a North Carolina Farmer who exemplifies prudent stewardship
of the land and advantageous use of Extension in a manner befitting the legacy left by Gilmer L.
and Clara Y. Dudley.
FINANCIAL IMPACT: None.
RECOMMENDATION(S): The Manager recommends that the Board approve the attached
resolution recognizing Stanley Hughes on receipt of the 2004 Small Farmer of the Year and
authorize the Chair to sign the resolution on behalf of the Board,

FOR
STANLEY B. HUGHES
2004 GILMER L. AND CLARA Y. DUDLEY
SMALL FARMER OF THE YEAR AWARD
NORTH CAROLINA A&T STATE UNIVERSITY
WHEREAS, Stanley B. Hughes has been a loyal and dedicated third generation fanner who has
survived economic and technological changes to provide a rigorous, but rewarding way of
life; and
WHEREAS, Stanley B. Hughes, despite the decreasing number of small farms, continues to use
innovative techniques and methods to consistently bring a safe, abundant and affordable
food supply to the tables of local residents; and
WHEREAS, Stanley B. Hughes has provided continued support and assistance as the owner of a small
farm to help North Carolina maintain a strong and stable economy by helping in generating
rnillions of dollars from the sale of commodities and has shown that, despite changes in
American agriculture, small farms continue their role as leaders of North Carolina's
agricultural tradition; and
WHEREAS, Stanley B. Hughes has committed time and energy to the Cooperative Extension program
of North Carolina A&T State University, in cooperation with North Carolina State
University, the North Carolina Department of Agriculture and Consumer Services, the
United State Department of Agriculture and selected county agencies in North Carolina,
and has helped lead the effort to provide assistance to the small farmers of North Carolina;
and
WHEREAS, Stanley B. Hughes has been actively engaged in farming on land owned for nearly 100
years by the Hughes and Tapp families to enrich the agrarian harmony of Orange County,
provided sustenance for family and served as a model of farming success, as well as tends
his land with dedication, commitment, appreciation, detennination and love; and
WHEREAS, Stanley B. Hughes has been recognized by the Cooperative Extension program at North
Carolina A&T State University with the Gilmer L. and Clara Y. Dudley Small Farmer of
the Year Award for his willingness to try alternative agricultural teclniques, for his
success at making them work, for his community networking and leadership, and for using
Cooperative Extension programs to stay abreast of developing farm technologies;
NOW, THEREFORE, BE IT RESOLVED that the Orange County Board of Commissioners
recognizesStanley B. Hughes on his receipt of the 2004 GILMER L. AND CLARA Y. DUDLEY
SMALL FARMER OF THE YEAR award and bestows gratitude to Stanley B. Hughes for his many
years of farming and commitment, cooperation and collaborative services to the citizens of Orange
County though the Cooperative Extension Service.
