PURPOSE : To approve the purchase of public safety software consulting services to guide the
selection and replacement of the County ' s Computer Aided Dispatch ( CAD ) , Records
Management Software ( RMS ) , Jail Management Software (JMS ) systems , and to approve Budget
Amendment # 11 -A to provide for the provision of these services .
BACKGROUND : The Sheriff' s Office and Emergency Services Department have operated from
the existing CAD , RMS , and JMS software systems since 2013 . The existing software systems
no longer meet the evolving needs of the departments , and future development/maintenance of
the systems is unknown . In today ' s public safety operating environment , appropriately leveraged
technology can result in improved efficiencies , better transparency , and more robust capabilities .
Although independent , these interconnected technology solutions must be closely coordinated to
maximize functionality and future maintenance . A public safety software consultant is
recommended to assist the County in conducting an in - depth needs analysis , make selection
decisions that meet current and future needs , negotiate contracts , and manage the expected 18 -
month technology implementation phase .
Working together , the Sheriff' s Office and Emergency Services Department have reviewed and
selected National Public Safety Group ( NPSG ) using the competitively bid North Carolina Sheriffs '
Association Technology Consulting Contract (#23 - 02 - 0222R) . NPSG has provided similar
services to many North Carolina communities .
FINANCIAL IMPACT . The total cost of consulting services is $ 545 , 310 ($ 255 , 710 for Emergency
Services ' CAD and $ 289 , 600 for Sheriff' s Office RMS/JMS ) . The Sheriff' s Office RMS/JMS
project was approved in the FY 2023 -24 Capital Investment Plan ( CIP ) with $ 1 , 925 , 252 , Budget
Amendment # 11 -A repurposes the current project to include the upgrade of the CAD system and
rename it to Public Safety Software Enhancements . The remaining funding to implement all three
software programs is included in the FY 2024 - 34 CIP .
SOCIAL JUSTICE IMPACT : The following Orange County Social Justice Goal is applicable to
this item :
• GOAL : CREATE A SAFE COMMUNITY
The reduction of risks from vehicle/traffic accidents , childhood and senior injuries , gang
activity , substance abuse , and domestic violence .
ENVIRONMENTAL IMPACT : There is no Orange County Environmental Responsibility Goal
impact associated with this item .
RECOMMENDATION ( S ) : The Manager recommends that the Board :
1 . Approve the purchase of the National Public Safety Group Software Consulting services and
authorize the Manager to sign the contract and any amendments or extension to the contract ,
and
2 . Approve Budget Amendment # 11 -A .
