PURPOSE: To consider contracting with CTL Engineering for consulting services based on
proposals 1) associated with the remedial roof work on County Buildings for FY 2003-04, per
the Roof Asset Management Program prepared by CTL Engineering in 1999, and 2) to update
the existing roof asset management program.
BACKGROUND: Orange County contracted with CTL Engineers for completion of a Roof
Asset Management Program (RAMP) in 1997, with assessments and data collection completed
in 1998. The Board of Commissioners received the report in spring 1999, Staff has used the
RAMP recommendations for roof replacements as a guideline each year in prioritizing roof
replacement projects to be included in the County's annual Capital Investment Plan update, In
accordance with the CTL contract, each year the firm re-assesses the County's roofs and
provides staff with an update of those that require repairs or replacements,
2004 Remedial Roof Work
At the December 1, 2003 meeting, the Board of Commissioners approved the appropriation
through capital project ordinance of $200,000 in FY 2003-04 capital funding to complete the
following roof repairs:
BUILDING SECTORS NEED/DEFICIENCIES
Court St. Annex All The Roof Asset Management Plan (RAMP) prepared
for the County in 2000 recommended replacement of
all roof sectors in 2002.
Courthouse (New) Shingle The RAMP recommended replacement of the shingle
portion of the New Courthouse (sloped roof on front
section of buildin in 2002.
Efland Camm, Ctr. All The RAMP recommended replacement of this roof (all
shin le in 2003.
Northside Buildings The RAMP recommended replacement during 2004.

The next step in the roof repair process is to contract for the architectural/design services
necessary, to solicit bids for the actual repair work, CTL, in tandem with County staff, would
provide a turnkey service from assessment of the various roofs in question through roof
construction and project close out. The complete scope of work will be performed for a cost of
$16,900, which is approximately 8,4.5% of the total projected cost of remedial roof work,
Plan Update
Staff also recommends that the Board contract with CTL Engineering, Inc. to update the existing
Roof Management Program, A summary of the scope of work follows:
• CTL will visit each site to confirm the data provided in the existing program,
Document the findings with photographs of each roof sector at the various sites,
• Revise the existing plan to reflect work that has been accomplished since the last plan
was published in 2000 and update the plan to reflect current deficiencies.
• Update the computer database to reflect current conditions and observations, to include
updated cost information.
• Provide Orange County with the updated computer database plus two hard copies of the
updated information.
The total cast of this work is $7,200.
FINANCIAL IMPACT: Funding to support the work proposed has already been appropriated by
the BOCC through capital project ordinance based on the 2003-2013 County Capital
Investment Plan.
RECOMMENDATION(S): The Manager recommends that the Board accept the proposals
from CTL Engineering to provide the specified work, and authorize the Purchasing Director to
execute the appropriate paperwork,
