Fikes, 245-2490 PURPOSE: To award one contract far the County CDBG Scattered Site Housing Rehabilitation Program. BACKGROUND: The Housing and Community Development Department solicited bids from qualified housing rehabilitation contractors participating in the County's Housing Rehabilitation Program, The informal bidding process is governed by the North Carolina General Statues §143-131 and does not require a minimum number of bids. Additionally, present program procedures provide that housing rehabilitation contracts be awarded to the lowest responsible bidder, and all contractors participating in the County's Rehabilitation Program are required to utilize current deconstruction and material recycling methods during the repair process. Sealed bids were solicited from participating contractors on October 5, 2005 with the bid opening on October 13, 2005 with at least three bids received for the rehab job. Bid results are attached. FINANCIAL IMPACT: The Orange County 2004 CDBG Scattered Site Program provides grant funding for this repair project. Prime the new wood with an oil based primer before the coil stock is installed Page 1 2. Wrap ALL fascias, eves & overhangs with smooth white coil stock. Repair all damaged wood before the coil stock is installed. Install vented soffit on all overhangs, Install solid soffit in the gable overhangs, Install solid soffit on the front porch ceiling. Prime all new wood with an oil based primer, 3. Install a pressure treated crawlspace door and frame. Install a 2x4 frame and'/o" treated plywood door. Install galvanized hinges & locking hasp. 4. Install continuous aluminum gutters and downspouts. Install splash blocks under each downspout. Install gutters on all fascias. Remove the front porch floor.. Repair 20 ft of damaged outer band, Install treated lumber. All nails shall be galvanized. 6. Repair five (5) damaged floor,joists on the front porch, Install matching treated lumber. All nails shall be galvanized, 7. Install a new pressure treated front porch floor, Install 5/4 declting, Rabbet the decking against the house to 3/<" so the decking will slide under the aluminum siding. Install an approved non- corrosive flashing where the declting meets the siding. 8, Install a .36" wood door on the front of the unit. Install the door on the existing frame. Install new hinges, threshold and weather- stripping. Install a keyed lockset & deadbolt keyed alike. Install a wide door viewer. Install a 36" metal insulated door unit on the back of the unit, The door shall have an aluminum threshold &weather-stripping, Install a keyed lockset & deadbolt to match the front door. Install A wide view door viewer. Install matching casing on the interior, Prime and paint the casing with semi-gloss latex paint. The paint shall cover completely. 10. Install a new 1 %4" aluminum aver solid wood care storm door on the front, The door shall be a full view, The door shall be complete with closer, push button handle and door sweep. The door shall be a Lazson orpre-approved equal. The color shall be white. 11. Instal] a new vinyl clad storm door on the back of unit, The door shall have aself-storing screen, push button lock, closer & door sweep, The storm door shall a Larson orpre-approved equal. The color shall be white. 12. Repair all cracks on the front porch Foundation wall. Apply a scratch-coat to the entire front foundation wall, Apply a finish coat of fiber reinforced wall coating to strengthen the walls. Apply two (2) coats total. Roof: Install a new 25 year 3 tab shingle roof on the entire unit. Install 151b felt paper & white eve starter. Remove the existing two layers of shingles, Use proper fasteners for new shingles. Install new vent boots on all plumbing stacks. 2. Remove the front dormer, Remove the sheathing from the dormer opening to the ridge. Install new rafters from the ridge to the shed roof Install all necessary headers & hangers. Double the existing rafters on both sides of the opening. All framing shall meet the NC Building Codes. Install matching sheathing over the opening. Page 2 3. Remove the center chimney below the roof-line. Install matching plywood and framing, 5, Remove the flashing on the side chimney, Install an approved corrosion resistive flashing on the chimney. Install step and counter-flashing. WINDOWS: Caulk around all existing windows where the window frame meets the coil stock. The caulldng shall be 100% white silicone. BATHROOM & LAUNDRY: 1. Remove the rear section (Bathroom & Laundry Room) to the ground, Remove footings if they exist, Dig, frame & pour new footings and install monolithic slab concrete floor. (Floor plan to match the existing foot-print.) Insta116 mil poly & wire mesh. (Note) Lead Based Paint is present on the bathroom door casing. Use Lead Based Paint Safe Work Practices. 2. Frame the bathroom & laundry room using 2x6 walls, 2x8 ceiling joists ,2x8 rafters & 5/8 plywood. All framing shall pass the NC Building Codes, The new rafters shall rest on the main plate of the unit, The rafters shall be on a 4/12 pitch. Refer to plan. 3, Install MR sheetrock on all walls & ceiling. Finish the sheetrock smooth, Prime & paint the sheetrock with semi-gloss latex paint, The paint shall cover completely. (Bathroom & laundry) 4. Install 3 %a baseboard & shoe molding in the bathroom and laundry room. Prime & paint the molding with semi-gloss latex paint. The paint shall cover completely. Page 3 Install a new 36" wall cabinet in the laundry room. Install the wall cabinet on the end walk (Refer to plan). Install a new vinyl floor in the batluoom & laundry room, The vinyl to cost not less than $ 14 sq yd, Install metal trim at all door openings. 7. Install a privacy lockset and door bumper on the bathroom door, 8. Remove the exterior wall covering between the new addition & the main house, Frame an opening with a 2x10 header to receive a 36"bathroom door unit. Install a 36" door & jamb, Prime and paint the door, jamb and trim with semi-gloss latex paint. The paint shall cover completely, Note: Lead paint may be present on the wall covering. Use Lead Based Paint Safe Work Practices. 9. Install a new cased opening between the Laundry room and the kitchen, The opening shall match the existing framing. Install new matching casing on both sides of the opening, Prime & paint the cased opening with semi-gloss latex paint. The paint shall cover completely. 10, Reinstall the existing vinyl windows in the laundry, room. (Refer to plan) 11, Install %z OSB plywood & tyveck on the exterior walls of the addition, 12. Install D-5 vinyl siding on the exterior walls. Prepare the exterior for coil stock & soffit, Install smooth white coil stock on the fascias & eves, Install vented vinyl soffit on the overhangs. INSULATION: Install R-19 insulation in the bathroom & laundry ceiling. 2. Install R-13 insulation in the exterior walls of the new addition. Remove the old meter base & conduit that is not being used. Cover all missing sections of siding with smooth white coil stock, Caulk all small holes with latex caulk before painting siding. 2, Install two GFI protected receptacles in the kitchen. Bathroom- Install a recessed light over the tub/shower controlled by a wall switch. Install a vanity bar light over the mirror controlled by a wall switch. 4. Install an exhaust fan located within 2ft of the tub/shower. The exhaust fan shall be controlled by a wall switch and capable of removing 110 cfm, Vent the exhaust through the boxing per code. 5. Install two (2) GFI receptacles in the bathroom. 6. Laundry Room- Install two recessed light fixtures on the ceiling controlled by a wall switch, Center the lights on the ceiling. 7. Install tluee GFI receptacles in the laundry room, Install one on the door wall and two on the interior wall. 8. Install a new circuit for the hot water heater.. All connections shall be made in a junction box, 9, Install a mofion detector light fixture beside the back door, The light shall be controlled by a wall switch in the laundry room. Install a new breaker for the hot water heater. (All electrical work shall pass the N. C. Electrical Codes) 10. Install hard-wired smoke detectors with battery back-up on the 1st floor. Install a total of four on the 1st floor. Install the smoke detectors in all sleeping rooms, living room and Laundry room. Install new battery operated smoke detectors on the 2"a floor. The unit shall be complete with shelves, acrylic grab bazs &slip-resistant textured bottom. Install a single control tub/shower faucet, drain line assembly & trip lever. Make all plumbing connections, 3, Install ahand-held shower arm mount set. Install an extra clip so the tenant may use a shower chair. 4, Install a handicap commode. The commode shall be a I{ohler or pre-approved equate Install a new supply line & cut-off Make all plumbing connections. 5, Reinstall the vanity. Install a new 1 piece molded cultured sink/ vanity top. Install single lever lavatory faucet. The faucet shall be a Delta orpre-approved equal. Install new supply lines & cut-offs. 6, Install a five piece bathroom accessory kit. The kit shall include the following: 18" towel bar, 24" towel baz, tissue roll holder, toothbrush/tumbler holder & soap dish, 7, Install a washing machine box in the laundry room..
