FY 2026 Title VI Program Report PURPOSE: To approve the annual FY 2026 Pre-Application Annual Transit Grant Master Documents. BACKGROUND: Each year, the North Carolina Department of Transportation (NCDOT) Integrated Mobility Division (IMD) accepts requests for capital, operations and administrative funds for county- operated transit programs. Orange County Transportation Services (OCTS) is required to submit a set of master documents necessary for grant applications for capital, operational and administrative funds. These documents require Board of County Commissioners' approval and Chair signature. 1. Attachments 1 and 2 — Certify that good faith efforts shall be made to purchase from, and award contracts to, Disadvantaged Business Enterprises (DBEs); 2. Attachment 3 — Delegate and authorize designated Orange County Transportation Services (OCTS) personnel to submit funding applications, enter into contracts and execute all agreements with the North Carolina Department of Transportation; 3. Attachment 4 — Comply with all Equal Employment Opportunity (EEO) requirements as set forth in FTA Circular 4704.1A Chapter III; and 4. Attachment 5 —Acknowledge certification of the Title VI program. OCTS provides the opportunity for access to jobs and services to many individuals. The Administrative, Operational and Combined Capital grants provide financial support for transit services that promote economic self-sufficiency to a wide range of residents and locations. The funds additionally support a system that enhances the access of residents in the non-urbanized areas to health care, shopping, education, employment, public services, and recreation. FINANCIAL IMPACT: There is no immediate impact. These documents are required by NCDOT and allows OCTS the opportunity to submit grant claims for eligible capital, operating and administrative expenses. SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goals are applicable to this item. • GOAL: FOSTER A COMMUNITY CULTURE THAT REJECTS OPPRESSION AND INEQUITY 2 The fair treatment and meaningful involvement of all people regardless of race or color; religious or philosophical beliefs; sex, gender or sexual orientation; national origin or ethnic background; age; military service; disability; and familial, residential or economic status. • GOAL: ENSURE ECONOMIC SELF-SUFFICIENCY The creation and preservation of infrastructure, policies, programs and funding necessary for residents to provide shelter, food, clothing and medical care for themselves and their dependents. ENVIRONMENTAL IMPACT: The following Orange County Environmental Responsibility Goal impact is applicable to this item: • CLEAN OR AVOIDED TRANSPORTATION Implement programs that monitor and improve local and regional air quality by: 1) promoting public transportation options; 2) decreasing dependence on single-occupancy vehicles, and 3) otherwise minimizing the need for travel. RECOMMENDATION(S): The Manager recommends that the Board approve and authorize the Chair to sign the FY 2026 Pre-Application Annual Transit Grant Master Documents (Attachments 1- 5). INTEGRATED � MOBILITY \\ DIVISION UNIFIED GRANT APPLICATION DBE GOOD FAITH EFFORTS CERTIFICATION This is to certify that in all purchase and contract selections (Legal Name of Transit Agency or Organization) Orange County Public Transit is committed to and shall make good faith efforts to purchase from, and award contracts to, Disadvantaged Business Enterprises (DBEs).
