SUBJECT: Amendment to the Contract with The Chamber For a Greater Chapel Hill-
Carrboro to Provide Community Advocacy Services in Partnership with Chapel
Hill and Carrboro

PURPOSE: To amend the timing of payments in the contract for Community Advocacy services
with The Chamber For a Greater Chapel Hill-Carrboro.
BACKGROUND: At the June 4, 2024 Business Meeting, the Board of Commissioners approved
a contract with The Chamber For a Greater Chapel Hill-Carrboro to provide Community Advocacy
services to support the growth of new and existing Black, Latinx, and refugee owned businesses
as well as business owned by individuals with disabilities. The contract runs for a period of three
years, paying the Chamber $30,000 per year along with contributions from the Town of Chapel
Hill and Town of Carrboro.
The contract approved by the Board allowed the Chamber to bill for services in June of each year.
That schedule would require the Chamber to provide services for an entire twelve months before
receiving compensation. The Chamber requested and negotiated with County staff to amend the
payment schedule so that one half of the annual payment ($15,000) would be paid on January 1,
and the other half of the payment would be paid on June 1.
This change does not impact any other provision of the contract or the total amount due to the
Chamber for services rendered.
FINANCIAL IMPACT: The contract already requires the County to make an annual payment of
$30,000 annually. This amendment splits that payment into two installments.
SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goal is applicable to
this item:
• GOAL: FOSTER A COMMUNITY CULTURE THAT REJECTS OPPRESSION AND
INEQUITY
The fair treatment and meaningful involvement of all people regardless of race or color;
religious or philosophical beliefs; sex, gender or sexual orientation; national origin or ethnic
background; age; military service; disability; and familial, residential or economic status.
• GOAL: ENSURE ECONOMIC SELF-SUFFICIENCY

The creation and preservation of infrastructure, policies, programs and funding necessary
for residents to provide shelter, food, clothing and medical care for themselves and their
dependents.
ENVIRONMENTAL IMPACT: The following Orange County Environmental Responsibility Goal
impact is applicable to this item:
• ENERGY EFFICIENCY AND WASTE REDUCTION
Initiate policies and programs that: 1) conserve energy; 2) reduce resource consumption;
3) increase the use of recycled and renewable resources; and 4) minimize waste stream
impacts on the environment.
RECOMMENDATION(S): The Manager recommends that the Board approve the amendment to
the contract with The Chamber for a Greater Chapel Hill-Carrboro for Community Advocacy
services as described above.
