SUBJECT: Rejection of Fairview Park Tennis Court / Pickleball Expansion Project Bids

PURPOSE: To:
1) Reject all bids for the construction of the Fairview Park Tennis Court/ Pickleball Expansion
Project; and
2) Re-advertise and re-bid the Fairview Park Tennis Court / Pickleball Expansion Project in
August 2024.
BACKGROUND: In 2023, the Board of Commissioners approved the transfer of funding within
the Capital Investment Plan for the expansion of the tennis court facility at Fairview Park. The
scope includes constructing three new tennis/pickleball courts and site drainage improvements.
In April 2024, Orange County published an Advertisement for Bids for the project. On April 25,
2024, the County received six (6) sealed bids from General Contractors. A Certified Bid Tabulation
from the engineering consultant is attached.
Based on the current high demand for contractors, it is proposed that the Board reject all bids and
authorize staff to rebid the project later in the summer when contractor availability potentially
increases and bids may better align with available funding.
FINANCIAL IMPACT: The Fairview Park Tennis Court / Pickleball Expansion Project has a
project budget in the Fairview Park capital project of $475,000 for construction. The low bid from
the bids received was $665,000, which does not include lighting (estimated at an additional
$160,000-225,000).
SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goal is applicable to
this item:
• GOAL: ESTABLISH SUSTAINABLE AND EQUITABLE LAND-USE AND
ENVIRONMENTAL POLICIES

The fair treatment and meaningful involvement of people of all races, cultures, incomes,
and educational levels with respect to the development and enforcement of environmental
laws, regulations, policies, and decisions. Fair treatment means that no group of people
should bear a disproportionate share of the negative environmental consequences
resulting from industrial, governmental, and commercial operations or policies.
ENVIRONMENTAL IMPACT: The following Orange County Environmental Responsibility Goal
impacts are applicable to this item:
• ENERGY EFFICIENCY AND WASTE REDUCTION
Initiate policies and programs that: 1) conserve energy; 2) reduce resource consumption;
3) increase the use of recycled and renewable resources, and 4) minimize waste stream
impacts on the environment.
• RESULTANT IMPACT ON NATURAL RESOURCES AND AIR QUALITY
Assess and where possible mitigate adverse impacts created to the natural resources of
the site and adjoining area. Minimize the production of greenhouse gases.
RECOMMENDATION(S): The Manager recommends that the Board reject the bids received for
the project and authorize the rebidding of the Fairview Park Tennis Court / Pickleball Expansion
Project in August 2024.
